PROJECT TITLE: MWB-06 Evaluation 2. SCOPE OF SERVICES: The City recently submitted its final report Jack Russell Stadium Reuse MonitorinR Well Sodium Study(WSP, Oct. 2020, City Project No. 17-0037-UT)to investigate,the cause of the increase of sodium in monitoring wells MWB-06 and MWC-09, as required in Paragraph V1. Schedules, item 1,of Domestic Wastewater Facility Permit (FDEP Permit No. FLO186261-008-DWlR/NR) for its Master Reuse System(MRS), The report included a recommendation that a study of groundwater flow direction be performed to assist in siting a replacement background monitoring well. WSIP has prepared the following scope of work to perform the tasks required for the siting analysis, and subsequent monitoring well installation. Task 1—Install Temporary Plezo meters and Collect Water-Level Data WS,P has identified three locations for installation of temporary piezorneters to collect water- level data. We will prepare a study plan letter to the FDEP describing our approach, including a map showing the proposed piezometer locations. This task includes a meeting with FDEP to discuss the approach, if needed. Piezometers will be installed upon approval from FDEP, We will subcontract the services of a drilling company to install the temporary piezometers and the subsequent permanent monitoring well discussed in Task 3. Bids from three drilling contractors are attached, Based on low bid,we will be utilizing Custom Drilling for the piezometer and monitoring well installation. The temporary piezoimeters will be constructed with one-inch diameter PVC well screen and casing to a total depth of 12 feet,with three feet of stickup above land surface. Three metal stakes wilil be installed around each piezometer to act as a temporary bollard. A W geologist will provide oversite of the piezometer installation. As discussed in the scoping meeting,the top of casing elevation will be surveyed by a City survey WORK ORDER HTIATION FORM 1 of 8 Revised:11/29/2017 crew.. We recommend that the top of casing.elevations of the:two existing.monitoring..weIIs be re-surveyed as part of this effort: WSP will measure water levels in the piezometers and the two existing monitoring.wells on the site twice per month for up to six months. The intent is to collect water levels during the dry. and wet seasons., One status meeting.will be held.during this period to discuss the water-level data collected. Task 2—Evaluate:Data and Prepare.a Minor Permit Modification to.Add a Replacement Monitoring Well. We will compile the.wa.ter level data,.convert the levels to elevation NAVD,.aind prepare hydrographs and water table maps to delineate groundwater flow direction acrass.the site. Based.on the.predominant groundwater flow direction, we will propose a location for a replacement background.Well. As discussed,the designations of the new well and the current Compliance.well could potentially be revised depending on the groundwater flow direction. WSP will prepare an application for:a minor modification.of.the Master Reuse Permit to revise the groundwater monitoring plan. The application.package will include a technical memorandum with the water table:maps and the proposed well.construction.an.d.Ioca#ion; WSP will attend.a review meeting with City staff to.discuss the documents:and:any necessary revisions. task 3—Prepare Response to FDEP Request for Add itiona.l.I nform ation WSP will prepare a response to a FDEP request for information. The response will include additional information regarding the:submittal fo.r:the Minor Modification of the Master Reuse Permit to revise.the groundwater monitoring plan, and Gam merit:no.3 inthe email fro FDEP dated October 22,2020.. Comment:no.3 pertains to discussion of tine increase in sodium in the groundwater in the area of Jack Russe.II:Stadium. A response to comment no,.2,.pertaining to the cause of.elevated sodium in the reclaimed water from the Marshall St.WRF will be included if the response can be prepared using existing information provided by the City, and no additional studies,are required by FDEP. Comment no. 1 of the:FDEP email provided FDEP's agreement with conducting the.study described in this Work Order. One meeting with FDEP is. included in this task. Task 4—Install Replacement Monitoring Well WSP will coordinate with Custom Well Drilling.to install the replacement monitoring w.eII-at the approved location. The well will be constructed.with two-inch diameter PVC well screen and. casingto.a.total depth of 15 feet. The well will be finished as a flush mount with a two by two- foot concrete pad,.locking.cap; and eight-inch diameter bolt-down manhole cover. The monitoring wel! number will be marked on the manhole cover and the locking well cap. The temporary piezometers.will be. removed -n part.of this worm. A WSP geoIpgist will provide. oversite of the well installation and.abandonment o..f temporary.w.eIIs. Task S—Project Administration This task.includes.several:activities associated with managing the project effectively. VVSP will provideprogress updates to the City to ensure that the process is moving along efficiently.
