1. Call To Order
The meeting was called to order at 9:30 a.m. at the Main Library.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the meeting minutes of the November 16, 2020 Affordable Housing Advisory
Committee Meeting
Member Hebting moved to approve minutes of the November 16, 2020
Affordable Housing Advisory Committee meeting as submitted in
written summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be heard regarding items not on the agenda: None.
4. New Business
4.1 Approve the Local Housing Incentive Strategies Update
Economic Development & Housing Assistant Director Chuck Lane thanked
members for their active participation, feedback, and engagement. He
reviewed strategy updates and modifications in the report recommended by
the Committee and actions planned by staff to accomplish them.
Member Rivera moved to approve the 2020 Local Housing Incentive
Strategy Report developed by the Affordable Housing Advisory
Committee. The motion was duly seconded and carried unanimously.
It was stated it had been an honor to serve on the Committee. It was
recommended that next year's report include measurable goals where
appropriate and that staff review concepts in other municipalities'reports
for ways to improve City efforts. In response to a question, Mr. Lane said
the City had modeled its modified foreclosure program on St. Petersburg,-

Clearwater did not process foreclosures during the pandemic.
In response to suggestions, Planning & Development Director Gina Clayton
said the City had no mechanism to grant density variances in cases where
requests to construct ADUs (Accessory Dwelling Units) exceeded permitted
density, the Comp Plan would need to be modified to increase density and
adopted into Code before ADUs could be approved. Staff will update
committee members on Local Housing Incentive Strategy Report actions
when appropriate. Economic Development & Housing Director Denise
Sanderson cautioned NAHAB (Neighborhood &Affordable Housing
Advisory Board) members re Sunshine Law restrictions on discussing board
business outside meetings.
In response to a concern that construction of multiple storage facilities on
US 19 conflicted with the US 19 Corridor plan, Ms. Clayton said self-storage
was a permitted use in the Corridor Subdistrict, the City Council had
amended the plan to permit self-storage on limited parcels in the Regional
Subdistrict.
Mr. Lane welcomed member submission of additional recommendations. He
reviewed the list of City-owned properties available for use as affordable
housing, Florida Statute required staff to update this list every 3 years.
Preserving North Greenwood commercial development opportunities was
important. With developer interest, a test case may construct a low-income
prefab house. It was suggested the City could reach a larger pool of
developers by partnering with Chambers of Commerce when releasing
RFPs (Requests for Proposals) for affordable housing development.
As ADUs would not be approved within the next 18 months, it was
suggested the City experiment with a small development of tiny homes that
could provide homeownership opportunities. Ms. Clayton said a tiny home
only could be located on a lot with an existing single-family residence that
was zoned for 2 units. It may be possible to locate tiny homes on multi-
family or Medium Density Residential zoned lots. Mr. Lane said the City-
owned 1.3-acre Lake Belleview property, zoned multi-family, could be
developed with 7 or 8 tiny homes or 22— 23 apartments, which would better
alleviate the local affordable housing deficit.
Member Peggy Cutkomp was thanked for her 22 years of service on
NAHAB.

The City Council sunset the Affordable Housing Advisory Committee
following this meeting.
