been analyzed as requested by the City'S traffiC engineer This submittal Includes a memo
from our traffic engineer for this project which mdlcates that all but one of the left turns
provide more than adequate capacity The eXisting left turn lane at the signalized project
entrance on Countryside Blvd tS short by between one and two cars capacity based on our
calculattons The enclosed memo provides suggesttons for adding capacity If the City traffic
engineer finds It necessary
· The Intenor parking area circulation pattern adjacent to the signalized mall entrance on
Countryside Blvd has been reviewed and thiS revised plan Includes addlttonal channelization
through the addition of Islands and/or clOSing the ends of parking atsles adjacent to the
entrance In order to proVide more queuing area for entenng and eXlbng vehicles With less
Interference from cars circulating In and out of the adjacent parking aisles

City'S concerns regarding parking and landscapmg Lssues under the Crty's new Commumty Development
Code Based on our several meetings and dLScusslons, we beheve the Site Plan can be found In
comphance With the parking reqUirements of Sectton 2-703 by utlhzlng the Flextblhty Cnterla found
under Section 2-703,0 4 which states
"The phYSical charactensttcs of a proposed bUilding are such that the likely uses of the property
WIll require fewer parking spaces per floor area than othewlse required or the use of slgmflcant
portions of the bUilding Will be used for storage or other non-parking demand-generating
purposes
The Countryside Mall, as an enclosed regional mall, Includes 208,350 square feet of enclosed mall and
concourse area that IS non-leasable space or, speCifically, non-parking demand-generating space
T radltlonally, parking for shoppmg centers and particularly regional malls IS based on Gross Leasable
Area (GLA) Thts fact IS clear based on the Informatton regardmg shopping center parking Included In
our prevIous submittals on thiS tOpiC and the fact that an enclosed mall, by design, has a disproportional
amount of non-parking demand-generating space Therefore, we would suggest that the above
referenced section can be uhhzed to address thts Issue under the new code Our plan proposes 44
spaces per 1,000 square feet of Gross Leasable Area

With regard to landscaping, we are proposing a Comprehensive Landscape Program In accordance with
Sectton 3-1202 G Although the plan, as proposed, will meet the basIc Intenor vehicular use area
standard of 10 %, the eXisting buffers adjacent to Countryside Boulevard, US 19, and SR 580 do not
meet all of the minimum reqUirements of SectIon 3 Therefore, the Comprehenstve Landscape Plan IS
appropnate The proposed plan addresses this cntena as follows
1 Architectural Theme
a The proposed plan WtU be designed as a part of an overall architectural theme
for the mall The Intent IS to, inItially, enhance the maJonty of the eXisting
penmeter areas, enhance the Intenor landscaping on the berms and In the
foundation planting areas Involved In the expansion project The applicant
proposes to utilize a budget of $20,000 per year over a three year penod to
further Improve the remamder of the site's landscaping We will work With City
staff to Identlfy the best opportumtles for removal and replacement of undeSirable
or incompatible matenal and installation of new matenals that Will blend With the
new pen meter features to create an overall theme for the site
b The destgn, character, locahon and matenals Will be demonstrably more
attractive than landscaping otherwise perrrutted under the mInimUm standards

the proposed SIte plan reVISions at Countryside Mall wIll meet the requirements of the new
Development Code Based on our review of plans provided by the applicant, as well as record
draWings for the onglnal project obtamed from the City and George F Young And AsSOCiates, the
overa!l Gross Floor Area (GFA) for the expanded project including the DIHard's and Burdine's
expansions will be 1,314,062 square feet
Usmg the FlexIble Standard Development requirements as set forth In SectIon 2-703, Table 2-703
Retail Sales and Servtces establishments are reqUlred to provide between 4 and 5 spaces per 1,000
square feet GFA For the expanded project With 1,314,062 square feet GFA, the minimum
number of spaces reqUlred (4/1,000) would be 5,267 parkmg spaces The proposed plan provides
5,440 spaces or about 32% more than the mmtmum
With respect to the landscape plan, we are m the process of making some revlstons that will be
available for review early next week The changes will mclude eltmmatIon of the Counhy.!>lde
Boulevard median areas and enhancement of our plan for the US 19/Counhyslde Boulevard

the VISit, photographs of the sIte were taken and will be avaliable for your review on Monday February 8,

The maJonty of the plant matenal on the property was found to be In good condItIon WIth
the exceptIOn of a few minor areas These areas have expenenced spottmg where dead
plant matenal was not replaced
2 All mall entrances are landscaped
3 St Augustme sod has been used throughout the site and appears to be In good condition
4 An IrngatlOn system IS present on site Based on the conditIOn of the plant matenal and sod, the
irrigatIOn system seems to be operatlllg
5 Several concrete Islands were located along the Eastern SIde of the property and need to
be excluded from the open space calculations
6 HandIcap spaces on the site meet standard ADA reqUIrements (Flonda Accessibility
Code for Building Construction, October 1997 EditIOn), With the exception of one eleven
foot stall

Attached hereto IS a table which summarIZes the required left turn storage lengths at the
intersections of SR 580 and Countryside Blvd with US 19 and at the Countryside Blvd IMall
Access Dnve 1 intersection. These required storage lengths are based on the PM Peak Hour
volumes Included In our July, 1998 trafflc study, and the follOWing "red time" equation

Based on thiS reView, the capacity of the left turn lanes at US 19/580 and US 19/Countryslde
far exceed the mlmmum required with approximately 700' and 550', respectively These are
both dual left turn lanes as shown on the attached 1/1 = 100' aenal photos The Countryside
Blvd 1 Access A left turn lane proVides approximately 250' of storage and based on projected
volumes should have about 284' or approxImately 1 5 car lengths of additIOnal storage The
City may Wish to prOVide thiS additional storage by lengthenmg the eastbound to northbound
left mto the mall which Will at the same time shorten the westbound to southbound left mto the
adjacent shOPPing center Based on our observation thiS should not be a problem smce the
lane that would be shortened 15 the least used of their entrances It would also be pOSSible to
offset any potential loss of left turn capacity mto the adjacent site by lengthenmg the westbound
to southbound left turn bay at the sIgnahzed intersection of Countryside Blvd /Mall Access 1
