Two items were discussed:
1.oakbrook Bstates Subdivision/ Plaza Plat (PPL "-2')
2.O&kbrook Bstates Subdivision/ Plaza site Plan (PSP "-26)
Results of the discussions were:
I. oakbrook Estates Subdivision/ Plaza Plat (PPL 96-26): The ORe
approved the preliminary plat subject to the following
conditions/discussion:
A. Before the pinal preliminary Plat can be certifie4, the
applicant must complete the following action(s):
1. Revise plat to indicate that no driveways will access Landmark
Drive.
2. Reflect ownership of the retention pond by the
commercial(Oakbrook Plaza) area.
3. All drainage, sidewalk and utility easements are to be
provided and shown on the plat.
4. Verify street names with Engineering( Engineering Drafting
Supervisor).
5. Show Lot 14 as meeting the required 50 foot lot width at
the 25 foot setback line.
,. Show eyebrows at lots 14 and 21.
7. Provide a certified copy of an officially recorded( with
pinellas county) cross-access agreement with the property
owner to the north of the commercial area(Oakbrook Plaza).
8. Pay the required Open Space and Recreation Assessment Fees
with review by the Clearwater Parks and Recreation
Department.
B. Before tbe city can issue a Certificate of occupancy, tbe
applicant must complete the following actions:
1. Pay the Transportation Impact Fee as called for by the
pinellas County Transportation Impact Fee ordinance with
assistance in determining the fee from the Clearwater
Traffic Engineering Office.

2. Record the related final plat within one (1) year from the
certification date of the final preliminary plat OR prior to the
issuance of a certificate of occupancy for the site, whichever
comes first, to prevent expiration of the site plan
certification.

site plan where interior landscaped areas abut pavement.
~11.Depict all required parking lot interior areas on the plan by
shading or cross-hatching.

13.Show all commercial on-site lighting with 9o-degree cutoffs
directed away from abutting streets right-of-way and
residential properties.

14.Adjust parking stalls and lor driveways on the plan to the
satisfaction of the Traffic Engineer.
lS.Show on the site plan the installation and maintenance of
uniform traffic control devices at appropriate locations in
accordance with the standards set, forth by the Manual on
uniform Traffio Control Devices as adopted by the Florida
Department of Transportation under Rule 14-115.010, Florida
Administrative code.
l'.Show all pavement markings and signage on the site plan.
17.Locate the sidewalk on the outer loop in a 5 foot wide
easement.
la.Show all floor slab elevations at a minimum elevation of one
foot above the crown of the road.
19.Move the suhdrains to the opposite side of the road.
20.Create 3 in. of additional freeboard on the drainage control
structures.
2l.provide side drainage easements for lots 14-21.
22.pay the required open space and Recreation Assessment Fees
with review by the Clearwater Parks and Recreation Department.
23.Provide a certified copy of an officially recorded( with
Pinellas County) cross-access agreement with the property

B. Before the City can issue building permits, the applicant must
complete the following actions:

1. Furnish the SWFWMD permit to Clearwater Environmental
Management.
2. Acquire clearing and grubbing permits or a no tree
verification form from Environmental Management.
3. provide a tree survey of the residential area to Environmental
Management.
4. provide all easements prior to the permit to construct the
subdivision.
S. Record the related final plat within one (1) year from the
certification date of the final preliminary plat OR prior to the
issuance of a certificate of occupancy for the site, whichever
comes first, to prevent expiration of the site plan
certification.
c. Before the city can issue a certificate of occupancy, the
applicant must complete the followinq aotions:
1. Pay the Transportation Impact Fee as called for by the
pinellas county Transportation Impact Fee Ordinance with
assistance in determining the fee from the Clearwater
Traffic Engineering Office.

2. visually screen the dumpster in the commercial area and
provide gates with a minimum 12-foot clear opening to the
front for access by Solid Waste vehicles.
3. Furnish as-builts and an engineer's certification to
Engineering Services.
D. The applicant must complete the ~ollowing actions as
indicated:
1. Obtain the requisite building permits within one{l) year from
the site plan certification date to prevent expiration of the
site plan certification.
2. Obtain the requisite certificate{s) of occupancy within three
(3) years of the site plan certification date to prevent
expiration of the site plan.
3. Obtain review of and permits for signs and fencing/walls
through separate review and permitting procedures.

8. The preliminary plat is to address the s1te distance
triangle north and south for vehicles eX1t1ng the subdivision
from both streets onto Landmark Drive. The eng1neer should
assume a 40 mph speed for vehicles on Landmark. The plat is to
provide a site distance easement on the portion of the lots.
9. Sidewalk shall be required adjacent to all streets per
City Ordinance.
10. Storm pipes shall not be perm1tted between homes as
this presents a future maintenance problem.

is an excellent source of subd1v1sion criteria design 1nformation
as to City of Clearwater requirements. You can obtain the

Re: Preliminary Plat of Oakbrook Estates Subdivision
Dear Mr. Vernon:
After reviewing the revised preliminary plat for Oakbrook
Estates, I asked my engineering staff to prov1de comments based
on the revised prelimlnary plat sheet labeled "Concept plan No.
1" shown on sheet 2 of 4. The following list of comments are
based on a prellmlnary review, and is meant 1n no way to be our
final review or to represent other department's comments except
Engineering. They are:
1. The 70 ft. r.o.w. for Landmark Drive is acceptable.
2. Retention pond at this prellm1nary stage appears too
small as usually they are a mlnirnum of 5% of the total land area.
The top of bank 1S to be no closer than 5 ft. from r.o.w. and
adJacent property to the north and east. Prior to DRC review,
the Engineering Dep~rtrnent will need seasonal high water table
elevation and drdlna9~ calculatlons.
3. The 6" water lines to be looped through Oakbrook Plaza
in a 15 foot easement.
4. The sanitary sewer 1S to be centered in a 15 foot
easement in Tract A and between lots 7 and 8. The sanitary sewer
llne is to be C-900 between lots 7 and 8 with no house laterals
off of the line. All sewer laterals are to be 611 in diameter.
5. Subdrai~s are to be constructed along the high side of
all streets with a clean-out placed at the high point of the
street.
6. Show subdivision sheet and lot dralnage and a minimum
of 50 foot of topographical survey adjacent to the perimeter of
proposed subdivision.
7. A 15 foot dra:nage, utility, and sldewalk easement
shall be required adjacent to proposed street.
