Request: The Community Development Board is reviewing a proposed 74-unit overnight accommodations use (through an increase of the permitted density by the allocation of eight overnight accommodation units from the Hotel Density Reserve created pursuant to Beach by Design and through a transfer of development rights Community Development 2020-11-17 1 for 11 overnight accommodation units) in the Tourist (T) District and the Marina District of Beach by Design for the properties located at 400/405/408/409/411 East Shore Drive. The project is 65 feet in height (from Base Flood Elevation), includes a minimum of 89 off-street parking spaces, and requests allowable flexibility from setbacks and height and a two-year Development Order (Community Development Code Sections 2-803. K; 4-407; 4-1403 and Beach by Design). Nurnberger, Senior Planner Concern was expressed the double-load valet parking and self-parking cited in the development agreement would be difficult to separate, manage and maintain. Planning Manager Ellen Crandall said valet parking was for the hotel only and self- parking was for the marina. Case details in this item only addressed the hotel which was allowed to request valet parking; any future amendment to the valet parking requirement would require CDB (Community Development Board) approval. Member Lau moved to accept Kevin Nurnberger as an expert witness in the fields of zoning, site plan analysis, planning in general, and the landscape ordinance. The motion was duly seconded and carried unanimously. Concerns were expressed that units with lock out features could isolate a bedroom and bathroom as standalone hotel rooms rented separately and needing a parking space. Senior Planner Kevin Nurnberger said any units rented in excess of the requested 74 units would violate the development agreement. Attorney Brian Aungst, representing the applicant, said the City Council had approved the development agreement in 2019; the pandemic delayed presentation of site plan amendments. He said the developer intended for a hotel flag to operate the property. He said the property would not risk the City terminating its development agreement, revoking its Certificate of Occupancy, and shutting down the business to sidestep the density limit. He said doors that permitted separating the 8 referenced units would be removed. Member Behar moved to approve Case FLD2020-05012/TDR2020-07003 based on evidence in the record, including the application and the Staff Report, and here by adopt the Findings of Fact and Conclusions of Law stated in the Staff Report, with conditions of approval as listed plus additional conditions of approval: 1) valet parking rule remains in perpetuity for all double loaded parking spaces and 2) no door can be installed within a unit that creates an additional lock out unit. The motion was duly seconded and carried unanimously. G. DIRECTOR'S ITEMS: (Item 1) Community Development 2020-11-17 2 1. Draft Ft. Harrison Avenue Complete Streets Concept Plan Assistant Planning & Development Director Lauren Matzke provided a PowerPoint presentation of the 3.2 -mile Ft. Harrison Avenue Complete Streets Concept Plan partially funded by Forward Pinellas and developed in consultation with HDR. Plan strategies, including demonstration projects and permanent installations, were designed to calm traffic, improve pedestrian safety, and beautification. The visioning team of business owners, residents, staff, and institution and local agency representatives walked the corridor, observed conditions, and brainstormed ideas. Residents were encouraged to complete an online public input survey which attracted 131 participants. Ms. Matzke reviewed goals for each segment: 1) Belleair Road to Belleview Boulevard; 2) Belleview Boulevard to Chestnut Street; and 3) Chestnut Street to Drew Street. Previous concept plans focused on Drew Street and Ft. Harrison Avenue north of Drew. While the project was estimated to cost $4,133,357, construction will be coordinated with major utility projects to reduce expenses. Staff will explore a $1 -million Forward Pinellas construction grant. Support was expressed for rain gardens in landscape strips, public/private construction funding, improving traffic flow on Ft. Harrison Avenue at Chestnut Street, and maintaining sufficiently wide lanes to accommodate boat traffic near the Seminole Boat Ramp. Suggestions were made for a roundabout at Fairmont Street, a "scramble" traffic signal at Belleview Boulevard, short passing lanes to help drivers pass slower ones on Alt 19, a dual traffic study of Ft. Harrison and Myrtle avenues, coordinating Myrtle Avenue traffic signals to hasten traffic flow and encourage its use, and a focus on east/west traffic, currently impeded by long term construction that has closed Sunset Point Road. Ms. Matzke said staff was working to update the City's Comp Plan. Ms. Matzke was complimented for her presentation. H.
