Please submit 15 caples of the attached annexation petition and the following suppfementat
Information

A signed and sworn disclosure of mterest statement
. If the property IS not a platted lot of record, a current survey prepared within the most recent
twelve months that Identifies the dimensions, area and location of the property prepared, signed
and sealed by a land surveyor currently registered In the State of Flonda
/ Proof of ownership In the form of a copy of the deed, title Insurance POlICY, or other Instrument
demonstrating ownership (only 2 copies required)
. If development IS to be Initiated prior to the effective date of the annexation and where the
proposed development IS for a use other than a detached dwelling, then requIsite site plans, plat,
and engrneerlng plans shall be submitted at the time the petition form IS filed
. Terms of a proposed agreement to annex, If any
. If the proposed annexation requIres a change In the land use classificatIon and zoning category
assigned to the property, a Justification for such change must be submitted In writing If the
requested zoning IS not consistent with Clearwater's ComprehenSive Land Use Plan, the applicant
will be required to file a companion application to amend the Land Use Plan

The applicant or applicant's representative should be present at both the Community Development
Board and City Commission public hearings, unless the annexation Involves property developed or to

to which
. The proposed annexation wrlllmpact City services
. The proposed annexation IS consistent with the Comprehensive Plan
. The proposed annexation requires a change In the land use classification and zoning category
assigned to the property and the Justification for such change
. The proposed annexation exceeds the acreage threshold established by the County Planning
CounCil, thereby requIring review and determination regardIng the City's ability to serve
. The proposed or eXisting development, jf any, IS consistent with City regulations
. The terms of a proposed annexation agreement, If any, promotes the City's ComprehenSive Plan

agree that.
. All structures and Improvements which are erected upon said property subsequent to the date of
this petition for annexation shall comply with all applicable City of Clearwater regulations and
ordinances as set forth In the City Code of Ordinances,
. All annexations of residential dwellings of eight dwelling units or more shall convey such
recreation facilities fees and recreation land dedication and/or fees In the amount and manner
preSCribed by Chapter 54, Article 11 of Clearwater Code of Ordinances, and
. When any substandard abutting street or utilities are subsequently upgraded by the City to meet
City Standards, said Improvement(s) will be done on an assessment basIs, consistent with City

for the SIte at 227 North Belcher Road After a prelumnary reView, staff determmed that the
applIcatIon has discrepancies that are detaIled below (For future reference, the applrcatIon has
been entered mto the Department's filmg system and aSSigned the case number of ANX2006-

Two of the discrepancies anse from the fact that the parcel does not meet the mInImum standard
development reqUirements for the "Office" Zonmg DistrIct that IS shown In the CIty'S Commu-
TIlty Development Code. That IS the Zomng DIStrIct that would be assigned by the CIty upon
annexatIOn The minImUm lot area permitted m that DIStrICt IS 10,000 square feet, and the
minImum lot Width permitted IS 100 feet Your parcells 7,575 square feet and Its lot WIdth IS 75
feet
However, If the dimenSIOns shown under a higher level of standard (the fleXIble standard devel-
opment) were used, the minImUm lot area allowed IS 3,500 feet and the mmlmum lot Width IS 50
feet However, there are further cntena for meeting these standards Also, as we do not have a
SIte survey, so It IS unknown If your lot meets parkmg, landscapmg and sIgnage reqUIrements of
the Commumty Development Code.

Gina, I have an annexation case that came In that IS located at 227 North Belcher Road The bUlldrng IS
currently used as an Insurance office and will remain In that use after annexation occurs The tot size rs
7,575 square feet and the tot width IS 75 feet The current County zonrng IS P-1 (General ProfeSSional
Offices District) and the land use IS R/OG We can retain the current R/OG However, If we use the
R/OG, It can only fit In the Clearwater "Office" Zoning District Minimum standard development
reqUirements rn that Dlstrrct consrst of a minimum lot area of 10,000 square feet and minimum lot width of
100 feet
We could change the future land use to something like R/O/R, so we could use the Clearwater
"CommerCial" Zonrng Dlstnct However, that has the same mrnlmum standard development requirements,
Ie, 10,000 square feet and minimum lot width of 100 feet
(By the way, the area IS an Enhancement Connector for purposes of the Scenlc/Non~Commerclal COrridor
Master Plan, so that shouldn't be an Issue)
The owner wants to annex for sewer service and solid waste pickup Sewer IS readily available, as a line
runs rrght down Belcher
