Osceola Avenue Clearwater, FL 33755 r Meeting Minutes Tuesday, October 13, 2020 Virtual Meeting 9:00 AM Affordable Housing Advisory Committee Page 1 City of Clearwater Affordable Housing Advisory Meeting Minutes October 13, 2020 Committee Pursuant to Executive Order No. 20-69, issued by the Office of Governor Ron DeSantis on March 20, 2020, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes. Roll Call Present: 8 - Kathleen Beckman, Michael Boutzoukas, Kevin Chinault, Pierre Cournoyer, Camille Hebting, Linda Kemp, Jacqueline Rivera and Peter Scalia Absent: 3 - Gabby Camacho, Peggy Cutkomp and Carmen Santiago Also Present - Denise Sanderson — Economic Development & Housing Director, Chuck Lane — Economic Development & Housing Assistant Director, Patricia O. Sullivan — Board Reporter 1. Call To Order The meeting was called to order at 9:40 a.m. Committee Members Kathleen Beckman, Michael Boutzoukas, Kevin Chinault, Pierre Cournoyer, Camille Hebting, Linda Kemp, Jacqueline Rivera and Peter Scalia attended the meeting using communications media technology. Also participating in the meeting were Economic Development & Housing Director Denise Sanderson, Economic Development & Housing Assistant Director Chuck Lane, and Board Reporter Patricia Sullivan. Live participation occurred in Council Chambers at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Citizens to be heard regarding items not on the agenda: None. 3. New Business 3.1 Welcome and Introduction of Affordable Housing Advisory Committee Economic Development & Housing Assistant Director Chuck Lane reviewed the AHAC (Affordable Housing Advisory Committee) composition and purpose. The State of Florida now requires the committee to include an elected official and meet annually. 3.2 Presentation by Wade Trim Consultant Wade Trim (Amanda Warner) will Lead a Discussion with Board Members and City Staff Seeking Feedback for the Preparation of the City's Local Housing Incentive Strategy. Page 2 City of Clearwater Affordable Housing Advisory Committee Meeting Minutes October 13, 2020 Wade Trim consultant Amanda Warner provided a PowerPoint presentation on the 2017 AHAC Local Housing Incentive Strategies Update; the 2020 report needed to be submitted by December 31. She reviewed the definition of affordable housing, City deadlines, and the AHAC schedule, its history, and its responsibility to recommend actions to the City Council that encourage, facilitate, and incentivize affordable housing. 3.3 Affordable Housing Advisory Committee (AHAC) Discussion of Incentives AHAC members provided input on values, supporting a regional approach, increasing job training, down payment assistance amounts, and affordable housing incentives, locating affordable housing near public transportation, education and job opportunities, marketing homebuyer education and downpayment assistance programs, providing developers with video information on affordable housing financing and responsibilities, increasing density, modifying the Code to approve accessory buildings and reduced red tape and parking requirements, encouraging mixed -income housing, and considering the diverse needs of workforce, senior, and some special need residents who may require group home accommodations, and the affordability gap between high cost housing and low-income tourism employees. Mr. Lane reviewed the City's density bonus for affordable housing and Pinellas County's investment of Penny for Pinellas funds in affordable housing. 3.4 Next Steps / Next Meeting 4. Adjourn Attest: The next meeting was scheduled for November 5, 2020 at 9:00 a.m. at Council Chambers in the Main Library. Members were requested to: 1) review the 2020 inventory and evaluation of affordable housing in Clearwater; 2) read the 2017 Inventory and Evaluation of Affordable Housing Incentives Handout; and 3) recommend additional incentives. Mr. Lane will provide an update re the Pinellas Countywide Housing Strategy Tactical Team Meeting.
