Keene Road, approXImately 35 feet south of CSX TransportatIOn rail lines The property IS
located wlthm an enclave and IS contIguous to eXlstmg City boundarIes to the south and west,
therefore, the proposed annexatIOn IS consistent with Pmellas County reqUirements with regard to
voluntary annexatIOn It IS also proposed that the abuttmg Keene Road nght-of-way not currently
wlthm the CIty lImits be annexed The applicant IS requestmg thiS annexatIOn m order to
provIde vehicular access to a CIty facIhty It IS proposed that the property be aSSIgned a Future

FIre and emergency medical services will be provided to thIS property by Station #47 located at
1460 LakevIew Road The Fire Department will be able to serve thiS property The proposed
annexatIOn will not adversely affect fire and EMS service and response time

Recommended Conclusions Of Law
The City has adequate capacity to serve this property with CIty servIces, however, because the
property will be used for vehicular access, no servIces will be needed The proposed annexatIOn
will not have an adverse effect on public faCIhtles and their levels of service

The Pmellas County Comprehensive Plan and the CountYWide Future Land Use Plan map

to depIct those areas of the County that are now developed, or appropnate to be developed, m a
lImited mdustnal manner, and so as to encourage the reservation and use of consolidated areas
for mdustnal use m a manner and locatIon consistent with surroundmg use, transportation
facIlItIes, and natural resource charactenstIcs Pnmary Uses m this category mclude a range of

The site IS currently zoned M-I, Light Manufactunng and Industry Dlstnct III Plllellas County
The applicant proposes to rezone the property to the Industnal, Research and Technology (IRT)
Dlstnct Under the current IRT zomng dIstnct provISions, a mmlmum lot wIdth of 50 feet and a
minimum lot area of 5,000 square feet are reqUIred The subject sIte does not meet the mmlmum
reqUIrements for the IRT Dlstnct, however It IS part of a larger parcel, which meets the mllllmum
reqUirements of the IRT Dlstnct

Pursuant to Pmellas County Ordmance No 00-63, the Pmellas Plannmg Council staff has
reviewed thIS annexatIOn and determmed It complies with all applicable ordmance cntena
Pmellas County Ordmance No 00~63(l )(a) reqUires that a proposed annexation be both
contiguous to the eXIstmg mumclpal boundanes and compact ThIS site IS contIguous With the
eXlstmg City boundanes to the south and west and represents a logical and appropnate extenSIOn
of the eXIstmg boundanes The compactness standard reqUires that the annexatIOn not create an
enclave or a serpentme pattern of mUnIcIpal boundanes

AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
ANNEXING CERTAIN REAL PROPERTY LOCATED ON THE
EAST SIDE OF KEENE ROAD, DIRECTLY SOUTH OF THE CSX
RAILROAD CROSSING, CONSISTING OF THE NORTHERLY
PORTION OF LOTS 25 AND 26, PINELLAS GROVES,
TOGETHER WITH THE ABUTTING RIGHT-OF~WAY OF KEENE
ROAD, WHOSE POST OFFICE ADDRESS IS 1715 KEENE
ROAD, INTO THE CORPORATE LIMITS OF THE CITY, AND
REDEFINING THE BOUNDARY LINES OF THE CITY TO
INCLUDE SAID ADDITION, PROVIDING AN EFFECTIVE DATE
WHEREAS, the owner of the real property described herein and depicted on the map
attached hereto as Exhibit A has petitioned the City of Clearwater to annex the property Into the
City pursuant to Section 171 044, FlOrida Statutes, and the City has complied with all applicable
reqUirements of Flonda law In connection with thiS ordinance, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CLEARWATER, FLORIDA
Section 1 The follOWing-described property IS hereby annexed Into the City of Clearwater
and the boundary lines of the City are redefined accordingly

Section 2 The provIsIons of thiS ordinance are found and determined to be conSistent
with the City of Clearwater Comprehensive Plan The City Council hereby accepts the dedicatIon
of all easements, parks, nghts-of-way and other dedications to the publiC, which have heretofore
been made by plat, deed or user within the annexed property The City Engineer, the City Clerk
and the Planning Director are directed to Include and show the property descnbed herein upon the
offiCial maps and records of the City
Section 3 ThIS ordinance shall take effect Immediately upon adoptIon The City Clerk
shall file certified copIes of thiS ordinance, Including the map attached hereto, with the Clerk of the
Circuit Court and with the County Administrator of Plnellas County, FlOrida, within 7 days after
adoption, and shall file a certified copy with the FlOrida Department of State within 30 days after
adoption
