Dear Elliot:
As we discussed, the CDS unit proposed near Palmetto Street is located in a flood -prone area, and
installation of the CDS unit, as presently designed, would worsen flooding conditions. Based on
our discussions with you concerning this matter, we understand that the city wishes to construct
other improvements in conjunction with the CDS unit to improve flood conditions.
Several options were considered to offset the flood impact of the CDS unit; however, all but one
of these options were aimed at solving the immediate problem only- that is, to install the CDS
unit without worsening flooding in the area. The option selected for implementation will offset
flood stage increases caused by the CDS unit and will also help to correct the overall drainage
capacity problem in the
area.
This option involves
replacing the under-
sized, 42 -inch RCP
from MH -A (refer to
figure) to MH -C with a
60 -inch RCP. This pipe
upgrade will offset the
flood stage impacts of
the CDS unit and
reduce the severity and
duration of flooding in
the vicinity.
