element of the Countywide Comprehensive Plan of Pmellas County, Flonda, have been
presented at a public hearmg to the Board of County CommissIOners 10 their capacity as the
Countywide Planmng Authonty, and
WHEREAS, nohces of pubhc heanngs have been accomplished as reqUired by Chapter
73-594, Laws of Flonda, as amended, and
WHEREAS, procedures of the Special Act and County Charter have been followed
concemmg the Pmellas Plannmg Council and the Countywide Planmng Authonty for proposed
amendment to the CountYWIde Future Land Use Plan, and
WHEREAS, the City of Clearwater ImtJated proposed amendments which were
considered at a pubhc hearmg by the Pmellas Plannmg CounCll on February 21, 2007, With
recommendatIons made by the Council that are documented In the Councli reports referred to as
Exhibit A, and
WHEREAS, the Board has conducted a pubhc heanng and taken actIOn that IS
documented by ordInance for approvals or partial approvals and partial demals and by resolutiOn
for demals, With both documents 10cludIng the relevant Council reports as attached
NOW, THEREFORE, BE IT ORDAINED by the Board of County CommiSSIOners of
Pmellas County, Florida, actmg as the Countywide Planning Authonty m regular meetmg duly

Because the subject property has been recently annexed, the CIty of Clearwater has requested the
current RS CountywIde Plan Map deSIgnatIOn be changed to InstItutIOnal to recognize the
pnmary use of the parcel, whIch IS a church that has occupIed the site for 20 years In addItlOD,
while the CountYWIde Plan Rules allow for a range of mstItutlOnal uses (up to a maxImum of five
