of Country Lane East, approxImately 500 feet south of NE Coachman Road The property IS
located wIthm an enclave and IS not contlguous to eXIstmg City boundanes, therefore, the
proposed annexatIOn IS consIstent WIth Pmellas County reqUIrements with regard to voluntary
annexation The applicant IS requestmg thIS annexation m order to receIve samtary sewer and
solId waste servIce from the CIty It IS proposed that the property be assIgned Future Land Use
Plan deSignatIOns of ResIdentIal Low (RL) and WaterlDramage Overlay and zomng categones of
Low MedIUm DensIty ResIdentIal (LMDR) and PreservatIOn (P)
J. IMPACT ON CITY SERVICES:
Recommended Findings of Fact
Water and Sewer
The applIcant receIves water service from Pmellas County SanItary sewer servIce WIll be
provIded by the CIty of Clearwater and the CIty has adequate capacity to serve thiS property The
closest sanitary sewer lIne IS located m an easement along the south SIde of the parcel The
apphcant has paId the CIty'S sewer Impact and assessment fees and IS aware of the addItIonal
costs to extend CIty sewer servIce to thiS property
Sohd Waste
Collectlon of solid waste wlll be proVIded by the CIty of Clearwater The City has an mterlocal
agreement wIth Pmellas County to proVIde for the disposal of sohd waste at the County's
Resource Recovery Plant and capacIty IS aVaIlable to serve the property
Police
The property IS located wIthm PolIce Dlstnct ill and servIce WIll be admmIstered through the
dIstnct headquarters located at 2851 N McMullen Booth Road There are currently 56 patrol
officers and seven patrol sergeants aSSIgned to thIS dlstnct Commumty pohcmg service Will be
proVIded through the CIty'S zone system and officers III the field The PolIce Department has
stated that It WIll be able to serve thiS property and the proposed annexatIOn will not adversely
affect polIce servIce and response tIme
FIre and Emergency MedIcal ServIces
FIre and emergency medical servIces WIll be prOVIded to thIS property by Station #49 located on
Sky Harbor Dnve. The Fire Department Will be able to serve thIS property The proposed
annexation Will not adversely affect fire and EMS servIce and response tIme ThiS IS property m
an eXIstmg subdiVISIon where there are no fire hydrants The nearest acceSSible hydrant to thIS

and EMS servIce The proposed annexatlOn will not have an adverse effect on publIc facIlities
and theIr levels of servIce
II. CONSISTENCY WITH CITY'S COMPREHENSIVE PLAN: [Section 4-604.F.2)

The Pmellas County ComprehensIve Plan and the CountYWide Future Land Use Plan map
deSignate the Site as ResIdentIal Low (RL) and Water It IS the purpose of the RL category to
depict those areas of the County that are now developed, or appropnate to be developed, m a low
denSity resIdentIal manner, and to recognIze such areas as pnmanly well-SUited for resIdentIal
uses that are consistent With the low densIty, non-mtenslve quahtIes and natural resource
charactenstlcs of such areas ResIdentlal IS the pnmary use m thIS plan category up to a
maXimum of five (5) dwellmg umts per acre Secondary uses mclude ReSidentIal EqUIvalent,
InstitutIonal, TransportatlOnJUtllIty, PublIc EducatIOnal FacIlity, AncIllary Non-ReSIdential and
Recreation/Open Space The uplands portIOn of the property WIll be assigned the City'S RL

that IS located wlthm and reduces an enclave on the effectIve date of the ordmance The subject

sohd waste, polIce, fire and emergency medIcal services Without any adverse effect on the service
level The proposed annexatIOn IS consistent WIth both the CIty's ComprehenSIve Plan and IS
consIstent WIth Pmellas County Ordmance No 00-63 regardmg voluntary annexatIOn
Based on the above analYSIS, the Plannmg Department recommends the followmg actIOns on the

ANNEXING CERTAIN REAL PROPERTY LOCATED ON THE
SOUTH SIDE OF COUNTRY LANE EAST, APPROXIMATELY 500
FEET SOUTH OF SR 590, CONSISTING OF LOT 10, COUNTRY
LANE, TOGETHER WITH THE LAKE PARCEL, WHOSE POST
OFFICE ADDRESS IS 1501 COUNTRY LANE EAST, INTO THE
CORPORATE LIMITS OF THE CITY, AND REDEFINING THE
BOUNDARY LINES OF THE CITY TO INCLUDE SAID ADDITION,
PROVIDING AN EFFECTIVE DATE
WHEREAS, the owner of the real property described herein and depicted on the map
attached hereto as Exhibit A has petitioned the City of Clearwater to annex the property Into the
City pursuant to Section 171 044, Florida Statutes, and the City has complied with all applicable
requirements of Florida law In connection with this ordinance, now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF

and the Planmng Director are directed to Include and show the property described herein upon the
offlclal maps and records of the CIty
SectIon 3 This ordinance shall take effect Immediately upon adoption The City Clerk
shall file certifIed caples ot thiS ordinance, Including the map attached hereto, wIth the Clerk of the
