As part of you r review of the above mentioned project, you requested further justification
for reductions from tbe lot widtb and lot size. (100' to 60', and 10,000 Sq.Ft. to 7,214 Sq.Ft.
respectfully). Additionally, justification that this project meets "Beach by Designll.
This property is located in the ifF" category of the Beach by Design Manual, better known
as the "Small Motel District". The recommendations and forecasting oftbis area, predicts
projects, like ours proposed, for mid-rise multi~family buildings between 2 ~ 4 stories over
parking. It also references, indirectly, our problem as to lot size. The manual states; "it will
be difficult, if not impossible, to anticipate significant land assembly, demolition and new
development." This is because of the quality and size of the existing motels.
We attempted to acquire the adjacent properties. The property to the East has made it very
clear that they will be the "last ones' to sell on Brightwaters", in order to maximize their
return. With the property to our West, we made multiple offers, the owners believe the
value they have in the Motel is much higher tban any "Fair" market value and are
completely unreasonable in any negotiations. Beyond the scope of understanding for the
two adjacent property owners, to accumulate their properties may never be cost effective
for anyone. Additionally, these two much larger Motels, flanking our property to the East
and West are much larger than our property. They would not require our property to meet
the above criteria for development.

To compensate for the smaller land size in both width and acreage, even though we are
zoned for 4 Units, we have chosen to develop the project for only 3 Condos'.
Additionally, by keeping the Unit count down, we are looking to build a Building of only 3
stories, where "Beach by Design n accepts up to 4.
Our overall design takes into account the design of the Townhomes and Condominiums
currently on Brightwaten, and those being Buil~ in order to complement the existing
architecture. The removal of the Existing 9 -Unit Motel, with Its' weekly "transient"
population, and replacing with these three Luxury Condos' will only be an asset to
Clearwater Beach, and the City of Clearwater.

1 Pond must recover In 24 hrs Provide drawdown calculatIon (revised plans show calculatIOns, however, they
contam several errors) It appears that the underdram IS much longer than It needs to be RevIse calcs and add
umts to the table (plans dated 1/4/05 still contain mconslstencles In the calc's For \l1stance, storage provIded=
509 cfwlth a DHWL of3 75 feet However, the drawdown calc's show a volume of336 cfbemg drawn down)

Site Location and Existing Conditions: The rectangular-shaped SIte IS 0 16 acres located on the
south Side of Bnghtwater Dnve, approximately 100 feet east of Ham den Drive It IS located along
a highly developed area wIthm Clearwater Beach and has frontage along Clearwater Bay The site
IS located wIthm the Small Motel Dlstnct of Beach By DeSign, whIch provIdes for the
redevelopment of Bnghtwater Dnve with townhomes and hmeshares between two and four stones
above parkmg
The site IS currently developed with a one-story overnIght accommodatIOn bmldmg of nine
umts/rooms and approximately 10 feet m height The SIte has the appearance of one, undefined,
eXlstmg driveway along most of the front property line (Bnghtwater Dnve), where parkmg spaces
straddle the property lIne (partially on-Site and partially wIthm the nght-of-way) and "back out"
mto the nght-of-way The SIte also contams an eXlstmg dock and two boat slips, to be retamed for
reSident and guest usage only and will not be sub-leased All eXlstmg Improvements (buIldmgs,
pavement, walkways and decks) WIll be removed as part of the site's redevelopment
The properties to the east, west and north have not yet been redeveloped The property to the west
IS currently developed wIth a two-story overnight accommodatIOn use, and there have been no
redevelopment proposals for thiS site The property to the north across Bnghtwater Dnve IS
currently developed with overnIght accommodation uses and there have been no redevelopment
proposals for these sites Property to the east IS currently developed with a one- and two-story

Proposal: The proposdl mcludes constructmg a three-story (over ground level parkmg) reSidential
condommlUm bUlldmg A total of four dwellmg umts are pcrmltted for the subject property, based
on the maximum of 30 umts per aere The proposal IS for three umts (one umt per floor) The
umts Will be 2,627 square feet each (conditioned floor area) The proposal mcludes five parkmg
spaces under the bUlldmg (five parkmg spaces are reqUired at 1 5 spaces per umt) Parkmg under
the bUlldmg WIll be open and accessible WIth no gates The proposal meets all reqUired setbacks
(front of 15 feet, Side of 10 feet and rear of 20 feet) The proposal Includes a portIon of the
bUlldmg wlthm the Sight VISIbility tnangle, but thIS IS lImited to one column on the west Side of the
driveway, which IS acceptable from a traffic safety standpomt The proposed bUlldmg meets the
35-foot height standard (to roof deck) The request mcludes an Increase to bUlldmg heIght of an
additIOnal three feet for penmeter parapets (from the roof deck) ThiS Increased heIght for the

redevelopment proposals on Bnghtwater Dnve have mcluded multiple lots Staff IS aware of only
two circumstances on Bnghtwater Dnve where there are smgle lots that have been passed over
through the redevelopment of adjacent properties ThiS proposal IS different In that thiS lot IS In
between other lots to the east and west that also have not yet been proposed for redevelopment
The Small Motel Dlstnct of Beach by DesIgn recogmzes that "although the eXlstmg Improvements
may not represent the theoretIcal 'hIghest and best' use of thiS area, the relatively good condition
of most bUIldmgs and the economIC value of the eXistmg Improvements make It dIfficult, If not
ImpossIble, to anticipate slgmficant land assembly, demohtlOn and new redevelopment" Beach
by DeSIgn also recognizes Bnghtwater Dnve as bemg "nper for redevelopment" The applicant
has attempted to acqUIre the adjacent propertIes, but has been unsuccessful Adjacent eXlstmg
development on the properties to the east and west are also larger motels WhIle Staff would
prefer a larger parcel, where reductIons to lot area and lot Width would not be necessary, Staff also
recognIZes the Circumstances of redevelopment proposals In thiS case, whIle the lot IS small, the
applicant IS not maXimIZIng the number of umts allowable and has deSIgned a project meetmg
setback reqUirements
The Mediterranean-style of architecture of the bUlldmg WIll mclude soft yellow stucco for the mam
bUlldmg color The parapet walls Will contam terra cotta barrel tile roofing Bandmg, wmdows,
doorframes, raIlmgs and other architectural features Will be pamted white
The landscape plan utIlIzes groundcover (gIant green lmope), shrubs (plttosporum toblra and Ilex
shillIng) and trees (queen palm) at the front of the property The applicant proposes vanegated
lIgustrum shrubs and queen palms along the east and west property hnes adjacent to the eXisting
developments
The applicant IS not proposmg any SignS WIth thIS development Any future freestandmg SIgn
