Front Setback'
The requested front setback reductIon to the buildmg on the north wIll sull allow for 23'
of greenspace and landscaping that exceeds Code requirements. The reason for our
request IS due to placement error. Plans were sent from ClvIl Engmeer to Surveyor In
order for them to layout the bmldmg for constructIOn to commence. Due to the northeast
side of the budding measuring on the plans as 23' from the property line and the
northeast side of the building measured 24' from the property line, the building somehow
was staked out at 23' Instead of the approved 24' Although the dimension called out on
the site plan read 24', the bUIldmg was staked out in error at 23' The surveyor was not
gIven a copy of the Development Order (they never are, but it should change to make
sure they are by what has been approved).
Side Setback
Weare not requesting any deviation from site setbacks.
Off-Street Parkmg
The use of tins proposed buildmg requires less on-stte parking than other Limited Vehicle
Service uses such as automobile servicmg, oil-changing and tinting. There will be no
employees on slte and users of the site will not be leaving their vehIcles to be worked on
These are self service car wash bays and a vacuum area with no need for additional on
SIte parking
Bays
The proposed bays will be screened from the abutting residential use by landscaping and
a six foot high pnvacy wall
Design ,
The deSIgn of the parcel is compatible with the surrounding commerctal uses and
vehicles Will be exiting the site onto Betty Lane ill lieu of Stevenson's Dnve which

ANAL YSIS:
Site Location and EXlstmg Conditions: This 0 220-acre site IS located on the southwest corner of
Stephenson Dnve and North Betty Lane On September 21, 2004, the Commumty Development
Board approved the development of thIS site with a self-service car wash, WI th vanous reductions
BUlldmg PermIt # BCP2004-10035 was Issued November 4, 2004, to construct the sIte and
bUIldmg Improvements The Site was developed with the self-service car wash It canle to the
attention of the City after the bUlldmg was constructed that the bUlldmg was located approxImately
11-mches closer to Stephenson Dnve than ongmally approved (23-foot setback rather than a 24-
foot setback) The apphcant has submitted thiS application m an effort to correct the location
oversIght A Temporary CertIficate of Occupancy was Issued February 18, 2005, pendmg the
outcome of this applicatIon
Proposal: The proposal IS to legitImize the locatIon of the three-bay, self-servIce car wash
bUlldmg as It has been constructed at a front setback of 23 feet to Stephenson Dnve In order to
mcrease the turnmg radIUs of vehIcles entermg or eXItmg the southernmost bay, the bUlldmg
location was amended to be three feet farther west than ongmally approved (to be located at a 23-
foot front setback rather than the ongmally approved 20-foot front setback from North Betty
Lane) When laymg out the bUlldmg locatIon, there was a mISCOmmUnIcatIon WIth the surveyor
regardmg the change to a front setback of 23 feet The bmldmg was laid out to meet a 23-foot
setback from both North Betty Lane and Stephenson Dnve, whereas the setback to Stephenson
Dnve should have remamed at a 24-foot setback The change III locatIOn from Stephenson Dnve
IS not perceptible generally to the surroundmg area
The site has been otherwise constructed as preViously approved by the CDB, With the exceptIon
that Staff approved the amendment of the wall ongmally shown along the west property lme to a
six-foot hIgh vmyl fence, With a six-foot high masonry wall constructed on three SIdes of the
vacuum statIOn to reduce nOIse Impacts on the abuttmg detached dwellmg
The bUIldmg and site Improvements were ongmally found to be compatible With the surroundmg
area All apphcable Code reqUirements and cntena mcludmg but not limited to General
Applicability cntena (Section 3-913) and Comprehensive Infill Redevelopment Project cntena
