Bill Kitchens - Publix Pat Fernandez - Recording Secretary (Planning & Development) --------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 9:10 a.m. by Chairman Polatty in the DRC Conference Room. MOTION: Motion was made by Ted Clarke, and seconded by Jim Goodloe, to approve the minutes of May 9, 1991. Motion carried unanimously. 1. GULF-TO-BAY PLAZA, Amendment to the Certified Site Plan - Located at the southeast corner of Gulf-to-Bay Blvd. and Belcher Road. MOTION: Motion was made by Ted Clarke, and seconded by Bob Maran, to approve amending condition 11 and adding condition 14 to the above request and together with the previous conditions reads as follows: 1) If there is a legally binding agreement for parking/drives with site to the south, a copy must be provided to the City and this must be indicated on the site plan. Resolution of this is subject to approval by the Traffic Engineer and City Attorney, prior to certification. 2) If the service station outparcel is owned or controlled by this shopping center property owner, then two of the curb cuts (one on Belcher, one on Gulf-to-Bay) shall be eliminated and shown as such on the site plan prior to certification. Meeting - May 23, 1991 Page 2 of 3 3) Prior to the issuance of a building permit, permits for driveway closures must be obtained by D.O.T. and the County. 4) A detector check valve must be installed on the fire line by the City, and shown as such on the site plan prior to certification. 5) Relocation and/or installation of detector checks, water and gas meters must be done by the City at the owner/developer's expense. 6) Prior to certification, the Dumpster Requirement Form must be completed and returned to the City Sanitation Department. 7) Prior to a C.O., dumpster and/or compactors must be visually screened. Gates must be provided with a minimum 12 ft. clear opening to the front for access by Sanitation trucks. 8) The site plan should indicate future right-of-way line for Belcher Road (55 ft. required 1/2 right-of-way) prior to certification. 9) In addition to the required setbacks which have been given, actual existing and proposed setbacks must be dimensioned on the site plan, prior to certification. 10) The driveways to be removed shall be replaced with curbing, sidewalks, and landscaping in accordance with City standards. 11) Signs and fencing/walls shall be subject to separate review and permitting processes. If the new Eckerd attached sign is an illegal sign, it shall be removed prior to certification of the final site plan. 12) The requisite building permit for the addition (Henry's Newsstand) which is the subject of the current amended site plan shall be obtained within 1 year of certification of the amended site plan and all requisite certificates of occupancy for the expansions/renovations to the shopping center must be obtained by May 4, 1993. 13) The developer shall submit the EZ Concurrency Form to Planning and Development for review prior to certification of the amended site plan (Note: Forms are available at the Building counter). 14) All information from the previous site plan shall be transposed to the new site plan prior to certification of the final site plan.
