SUMMARY: At the July Council meeting, staff presented its recommended site for the new City Hall based on selection criteria approved by the previous City Council. Based on the comments and questions from the meeting it was apparent that the priorities of the new City Council may require a shift in the criteria used to evaluate site selection. Staff has provided Council with the criteria previously used and a document highlighting significant actions related to the City Hall replacement discussion over the last 15 years. At this meeting, staff would like to discuss what the council priorities are for City Hall and have an interactive discussion about what implementing those priorities look like so that staff can provide a recommendation on how to best achieve the priorities of the Council. In response to inquiries about City Hall moving into the Main Library, staff did a cursory review of City Hall being located within the Main Library and it is believed that renovations would be possible and would likely fall within the current $6.3 million-dollar budget. To help guide a discussion, about where City Hall should be located, staff requests to discuss the following topics: ·How important is the visibility, accessibility, and architecture of City Hall? ·Does Council have expectations about City Hall being a standalone facility or a multi-use facility? ·What are the City Council’s expectations related to when a City Hall should be completed? Gross Square feet (GSF) was 54,284. October 2006 – Penny Extension project list is approved, with $25,000,000 allocated to a new City Hall and associated parking garage. January 2008 – Equis completes a feasibility report for a joint city/county/PSTA facility October 2011 – Clearwater purchased the property on the Northwest corner of Court and Myrtle (St Pete Times property). At time of purchase the site was identified as a possible home for a future rail station if constructed in Pinellas County. March 2013 – Clearwater Marine Aquarium (CMA) presents plans for potential relocation onto the City Hall site. November 2014 – Voters reject Pinellas Greenlight referendum, which was intended to financially support a light rail system in Pinellas County. May 2015 – CMA decides to expand at their existing site rather than relocate onto the City Hall site. December 2016 – PSTA identified the St Pete Times property along with the city owned site north of it as its preferred site for a new PSTA Intermodal site. The city approved resolution 16- 25 supporting the planning and design of the center. During the discussion related to that resolution, it was identified by Council that part of the property in question may be used for a future City Hall. March 2017 – City Council approves the Imagine Clearwater plan, which included the future redevelopment of the City Hall site. September 2018 – City Council approved a five-year lease to occupy a portion of 600 Cleveland street, allowing the city to vacate the City Hall building in January of 2019. October 2018 – City staff begins discussions with Pinellas County on the concept of a combined government center, with one of the sites preliminarily identified being the St Pete Times property. August 2019 – Pinellas County determines that they will not be moving forward with consideration of a combined government center. October 2019 – Directors of the CRA, Engineering, and Planning and Development Services departments tasked with conducting a site selection study for a new City Hall. November 2019 – Staff presents the evaluation criteria and nine potential sites for discussion. Council approved criteria and expressed support for staff to consider the possibility of a Government Center option in addition to a City Hall only option. Additionally, Council asked staff to include the Main Library site in the site selection process bringing the total to ten properties to be evaluated. December 2019 – City Council approves hiring Harvard Jolly to evaluate the sites for a new Clearwater Government Center. Colliers International was also part of the team and was tasked with evaluating the feasibility of potential redevelopment options as part of the exercise. March 2020 – Staff presented site rankings and Harvard Jolly presented their evaluation to City Council. City Council provided direction for staff to work towards the generation of an RFP for design services within 60 days after which council planned to provide direction on site selection. April 2020 – New Council sworn in July 2020 – Staff returns to Council to discuss the City Hall site selection after being delayed by the impacts of the COVID-19.
