04/14/1903REGULAR MEETING APRIL 14TH, 1903 Council met in regular session. All members present. Minutes of previous meeting were read and approved. A communication from S.A. Whitesell was read in which he asked permission to plow the ground in an alley South of his grove lots. Permission was granted. A communication was received from M.H. Eldridge in which he stated that his property had been doubly assessed. The matter was left to the discretion of the Assessor. A communication was received and read, in which he stated that he had collected $10.00 to much from A.C. Turner in payment of his taxes and asked that said amount be refunded to A.C. Turner. The clerk was instructed to draw a warrant for amount of ten dollars in favor of A.C. Turner. Street and Alley Committee made the following report. "To the Town Council of the town of Clearwater, Florida. We the Street Committee beg leave to submit the following reports and recommendations." 1st: We examined into the matter of opening the streets in Starr and Saverys Addition to Clearwater and find the same was regularly and lawfully platted and recorded and that property has been sold according to said plat. That the streets remaining closed, was in our judgement damaged the value of the lots lying South of Grove Street. That the plat as recorded seems to be all right except that Orange Place, Bay Street, and Oak Street do not extend to the South Side of the Addition, but are closed by fifty foot lots. We hereby refer the matter back to the Council as we would prefer the Council as a whole to pass on the matter. 2nd: We would recommed that bids be advertised for, for the grading and paving of Cleveland Street from Osceola Street to the foot of Public Dock, as per the plans drawn by the Street Committee. Third: We would recommend that the gutter along the side of Cleveland Street be opened from the Railroad to the Section line ditch, and that the R.R. Co., be instructed to place a culvert under the track at the South side of Cleveland Street, so as to carry the water from Cleveland Street directly to the ditch instead of around by the way of the prairies, and that the R.R. Co., be instructed to clean and open all culverts and ditches the town limitalong their tracks. Fourth: We would recommend that an appropriation of Fifteen dollars be made for needed repairs during the present month to streets and sidewalks. Signed, A.J. Brandon - Chairman J.R. Jeffords, J.N. McClung, Upon Motion, the clerk, was instructed to issue an order directing the Marshal to have Orange Place, opened within thirty days, and Grove and Bay Streets by first day of January, 1904. Special Committee Reported as follows. We: your special committee report the purchase of Mrs. L.J. Tates lot of South Side of Cleveland Street at Two hundred dollars and ask that a warrant be drawn for the amount to- night. Mr. Jno. R. Davey has executed deed for the forty feet off his property and is holding it back till be gets a contract releasing him from his part of paving charges. Signed: J.N. McClung, I.E. Nicholson, Upon motion the clerk was instructed to draw an agreement releasing Mr. Davey of present paving charges against his lot abutting on South side of Cleveland Street, during the year 1903. Upon motion the clerk was instructed to draw a warrant of Two Hundred dollars in favor of Mrs. Tate for the payment of her lot. Upon motion the clerk was instructed to advertise for bids for the grading and paving of Cleveland Street, between Osceola and the Bay, and for the filling of East side of Fort Harrison Ave., South of Haven Avenue. Section 3rd of Street Committee's report was accepted and the committee instructed to have work done at once. Section 4th of Street Committee's report accepted and clerk instructed to draw warrant for above stated amount. Upon motion, Mr. Jeffords was given permission to use what black dirt was necessary to repair bicycle path from center of town to Stevenson Creek. Treasurer reports for March and April received and upon motion accepted. Collectors report for March and April were received and upon motion accepted. Upon motion the collector was instructed to close the tax books May 1st, 1903, and to have notice published accordingly. The following bills were audited and warrants drawn for same.
