01/22/1979 ~ ~ The plan for a piny field on this City property shows the area to be approximately 220x275 feet and the recommendation is to fence and develop as n playfield. It will be smaller than a regulation soccer field but will provide the largest possible rectangular playing area. The northwest corner of the property, measuring about 100x110 feet, is proposed for parking and future construction of additional support facilities. Consulting Firm to Assist in Selecting Cable Television System Cable Television Information Center, the firm the City Manager negotiated with, charges local governments for its services on the basis of actual cost of professional time and travel, plus 19% overhead on expenses only. Several options are available to recoup the approximated costs of $15,000. Permits for Private Refuse Service The City Code allows private refuse companies to service large establishments within the City and permits have been re- quested from lVaste Aid SystnmsJ Inc., Imperi~l Carting Asso- ciates, Inc., Waste Resources of Tampa Bay, Inc., and Wells Brothers, Inc. Commissioner Tenney suggested elimination of the City'S Sanitation Division and private industry to do the work. Requests for Alcoholic Beverage Zoning Commissioner Nunamaker requested information on the City's Code of Ordinances to control topless bars. Municipal Election - February 13, 1979 A logic and accuracy test is made 10 days prior to an election and the City Commission, as the Canvassing Board, must convene or may appoint one of its members to represent it at the test. The test is open to the candidates, press and public. Commissioner Martin suggested Vice-Mayor/Commissioner DeBlaker act as the Commission representative. 'Agreement With U.S. Geological Survey The City has participated in a Cooperative Agreement with the u.S. Geological Survey, United States Department of the Interior, for several years. The City pays a pro rata share of the cost of performing a continuing survey of hydrologic records through ground water stations and '~ater quality stations. The City also participates in an urban runoff study which es- tablishes characteristics of the major drainage basins and helps to prevent contamination. Neighborhood Advisory Committee Commission discussed a replacement for Vivian Henry, who had declined to participate. Mr. Dudley and Mr. Infinger were suggested from the So. Greenwood area but to also consideT someone from the Heights Area. Legislation - Emergency Medical Services County-Wide Plan The recommendation is to approve a resolution opposing the proposed County-wide Emergency ~1edical Services proposal by Pinellas County.
