The meeting was oalled to order.
The purpose of the meeting was to hear a presentation by the Southern
Building Code Congress International Ino., oonoerning their evaluation
of the Building Department with a draft report to be available for
distribution.
William Tangye, Exeoutive Direotor, and Bruoe J. Burdett, Manager
in Charge of Eduoation, presented their findings and a twenty-five page
draft analysis to the Commission.
Mr. Tangye reported that overall the performanoe of the Building
Department was very good. However, there were some areas that needed
improvement and oommunioation between departments seemed to be a problem.
The drart report oontains reoommendations that will stand but they will
investigate anything the Commission requests. They did not evaluate
personnel, only the prooedures used in the Building Inspeotion Department.
Mr. Burdett stated that on a scale of one to ten the BUilding
Department rated a seven oompared to other oities in Pinellas County and
that the Building Direotor is a qualified, oompetent employee who has
passed a national oertified examination.
The study evaluated the prooedures as well as the goals and objeotives
and reoommended new prooedures to improve the effioienoy and effeotiveness
of the department. The report is based on findings and observations made
during three separate visits by the staff of the SBCCI. Citi~enst
arohiteots, contractors, oommissioners, and various governmental offioials
were interviewed.
The goals of the Building Inspection Department are two-fold: 1)
provide a high degree of publio safety by insuring that all new
construction oomplies with nationally reoognized oodes and standards; 2)
maintain a high quality of life for the oitizens of Clearwater by insuring
oomplianoe with the minimum housing reqUirements, zoning ordinanoes and
oorreotion of unsafe building oonditions to preserve and conserve the
building inventory and to proteot the environment of the entire oity.

The first reoommendation is to adopt a paokage of oode doouments
promulgated by the SBCCI to assure ooordination of oode requirements.
When the oodes are updated to the 1982 editions with 1983 amendments, now
available, it is reoommended the City enoourage the Pinellas County
Construotion Lioensing Board to adopt, the entire set of standard oodes
and the National Eleotrioal Code. Adoption of this prooedure would
establish a oommon set of code requirements for the County to assure a
oontinuity of basic requirements for the entire metropolitan area.

The reoommendation to ohange permit applioation prooedures inoluded
the observation that seven days is not a realistio time frame for plan
reviews to be oompleted. The attaohments referred to 1n the draft report
are inoluded in a spearate paoket. A number of ohanges were reoommended
for the forms used by the Department, and in some oases new forms were
proposed.
The reoommendations for organization of the department inoluded
removal of the Oooupational Lioense Division from the Building Department
to another area as it is a tax oolleotion funotion. They also noted that
zoning ordinanoes are initiated by the Planning Department and enforoed
by the Building Inspeotion Department. However, when speoial oovenants
or oonditions are plaoed on a pieoe of property by the Planning Department
only the minutes of the Planning Department Meeting are forwarded and they
may not inolude all of the details. It 1s reoommended that the two
departments be located in oloser proximity to improve oommunioation and
ooordination if and when oity faoilities are oonsolidated.
The reoommendations also propose that the Inspeotion Division Chief
be relieved of the supervision of offioe personnel so that he/she may use
the time to verify that proper inspeotions are made in the field. The
Code Analyst position should report direotly to the Building Direotor and
supervise offioe personnel. The new reoommended organization ohart would
improve effecienoy and effeotiveness and separate supervisory authority
between offioe and field personnel. Cross-training of the Inspeotors with
instruotion oourses at the University of Georgia and Orlando were
reoommended. The Code Analyst should also attend a speoial examination
oourse. A new position of Code Analyst Assistant with formal eduoation
in arohiteoture or engineering but not neoessarily the required experienoe
for a Code Analyst is proposed. This would permit good manpower planning
in the event the Code Analyst position is vaoated.
Appropriate dress and identifioation for the Field Inspeotors was
proposed. A unified single projeot permit fee is reoommended to replaoe
the various permit forms used by the City. The projeot permit would be
issued to the owner and one fee oolleoted on the dollar valuation of the
work being done. A target date should ~e set for various prooedure manuals
to be oompleted by eaoh employee with a oomplete standards prooedure manual
to be formulated by the Department Direotor.
Mr. Tangye stated that tangible results will be seen if the
reoommendations are aooepted.
