PLANNING & ZONING BOARD - WORK SHOP
TUESDAY, APRIL 17, 1990
Members Present: Chairman Johnson, Ms. Nixon, Messrs. Schwob and Gans
Also Present: James M. Polatty, Jr., Director of Planning and Development
Scott Shuford, Planning Manager
The Planning and Zoning Board meeting was cancelled due to lack of a quorum. The members present received a staff presentation on the proposed concurrency management system, reviewing
the Concurrency Management Issues Paper, the Concurrency Ordinance, the Vested Rights Ordinance, and the Traffic Impact Study Ordinance. There was considerable discussion regarding
the concurrency management system. It was the consensus of the members present that the Concurrency Ordinance should be referred to as the "Adequate Public Facilities Ordinance" to
more clearly reflect the intent behind the ordinance.
Other topics that were discussed included:
(a) Readvertisement of the Sharky's conditional use permit;
(b) Utilizing treated sewage effluent for irrigation purposes;
(c) The overall shortage of water and its potential impact on development;
(d) The possible exemption of public schools from concurrency and zoning regulations.
