Mannino - Chair Richard Adelson - Committee Member Kathleen Agnew - Committee Member Marilyn Kagan - Committee Member Kelly S. Kelly - Committee Member David Lillesand - Committee Member Marita Lynch - Committee Member Bruce Rector - Committee Member Mike Riordon - Committee Member Sean Schrader - Committee Member (arrived 4:39 p.m.) Absent: Darryl James Henderson - Vice Chair Becca Tieder - Committee Member Michael D. Anderson - Committee Member Also Present: Pamela Akin - City Attorney Rosemarie Call - City Clerk Nicole Sprague - ORLS Coordinator To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 1. Call to Order— Chair Mannino The meeting was called to order at 4:32 p.m. at the Main Library, 2nd Floor Conference Room. 2. Approval of Minutes 2.1 Approve the minutes of the September 25, 2019 Charter Review Committee meeting as submitted in written summation by the City Clerk. A concern was expressed that the minutes did not accurately detail discussions of the Committee. The City Clerk said the minutes reflect the actions taken by the Committee. On September 25, there was a motion to reconsider a motion made on August 21, the motion carried and then there was a motion to add the word measurable for the city manager's annual goals, which carried. Committee Member Riordon moved to approve the minutes of the Page 2 Charter Review 2019-10-23 Charter Review Committee Minutes October 23, 2019 September 25, 2019 Charter Review Committee meeting as submitted in written summation by the City Clerk. The motion was duly seconded and carried with the following vote: Ayes: Chair Mannino and Committee Members Adelson, Agnew, Kagan, Kelly, Lillesand, Rector, Riordon, and Schrader Nays: Committee Member Lynch 3. New Business 3.1 Approve Summary Report. Chair Mannino reviewed the Summary Report. Committee Member Lillesand moved to amend the report (2nd paragraph, line 7) as follows: "...what district representation.,would look. tike...." The motion was duly seconded and carried unanimously. Discussion ensued with consensus to amend the report as follows: Section 2.01, 3rd bullet: Include language requiring each council to evaluate the City Manager based on specific criteria designated by Council, Section 2.06: Increase the timeframe present and former councilmembers may hold any compensated appointed city office or employment to two years after the expiration of the term for which the councilmember was elected. To be consistent with state law. Recommendations of the Committee: The Committee recommends Council consider instituting an independent ombudsman to evaluate a disputed proposed developments a►ad educate the residents on process and issues, and potentially represent the residents where appropriate. One individual spoke in support. One individual noted that the recommended change for Section 2.01 did not include written evaluations for the city manager. Committee Member Lillesand moved to approve the report as amended. The motion was duly seconded and carried unanimously. Discussion ensued regarding districting with comments made that the Committee could not come to consensus on the make-up of districts. Page 2 Charter Review 2019-10-23 Charter Review Committee Minutes October 23, 2019 Committee Member Lillesand moved to include language to research and report the environmental impact of all decisions with the goal of reducing our energy consumption, waste generation, our dependence on fossil fuels and production of greenhouse gasses, with the intent is to include such statement in agenda items (Section 2.01). The motion was duly seconded and carried as follows: Ayes: Chair Mannino and Committee Members Adelson, Agnew, Kagan, Kelly, Lillesand, Lynch, Riordon, and Schrader Nays: Committee Member Rector 4. Public Comment Kathleen Beckman and Bill Jonson thanked the Committee Members for their dedication and hard work. The City Attorney reminded members that they remain subject to the Sunshine Law until City Council disbands them. She said Chair Mannino will present the final report to Council on November 7. Committee Members will have three minutes to speak when the floor is opened for public comment. 5. Adjournment The meeting adjourned at 5:29 p.m. Page 2 Charter Review 2019-10-23
