The purpose of this FlexIble Standard Development ApplIcatIOn for a ReSIdential Infill
ProJ ect relates to the redevelopment of an abandoned five story adult congregate II vmg
facilIty (ACLF) ThiS facIlIty, previously operated by Ementus CorporatIon, IS an
approximately 20 year old burldmg that can no longer function as an economIcally viable
ACLF The property IS currently desIgnated HDR Adjacent land IS zoned HDR or
Commercial (office use) NeIghbonng land use Includes small retail faCIlItIes, a regIOnal
mall, publIc housmg and several other ACLF's No Single-famIly resIdentJalland use
adJoms thIS property
The facIlIty SItS on 5 32 (accordmg to survey) acres, of which approximately I 6 acres
consists of a large pond supportmg the storm water dramage through thiS portIOn of the
city and the remamder IS developed uplands Of thiS, the eXlstmg five-story bUlldmg SItS
on 061 acres, and the remammg 3 11 acres IS either parkmg or undeveloped land The
bUlldmg contams a total of approximately 132,000 square feet A total of 135 mdIvldual
IIvmg umts are currently present
The recent purchasers of Madison Glen beheve the bUlldmg can be economically viable
as a multlfamrly development Ongmally, It was belIeved the factlIty could functIOn as an
elder resIdence In fact, the developer held a pre-applIcatIon conference WIth CIty staff to
diSCUSS such an optIOn Based on that meetmg, It was determmed that a FleXIble
Development ApphcatIon would be reqUIred (Level 2) due to a senes ofvanance
requests which would be reqUIred to modIfy the faCIlIty for that use However. further
market analYSIS has detenmned that the economIC VIabIlIty of the facilIty hmges upon the
faclhty catenng to the general publIc, and not bemg restncted to only the senior market
(over 55 market) Market research al so mdlcated that the eXIstmg um t mI X (13 2 one-
bedroom out of 135 umts) should have a larger proportIOn of2 bedroom umts, therefore
the bUlldmg WIll be redestgned to 100 umts Such a change means that only the bUlldmg
heIght, an eXlstmg condItIon, does not meet the MImmum Standard Cntena As such thIS
applIcatIon IS submItted for staff reVIew m terms ofa change of use to multI-famIly from
ACLF, all wIthm the HDR zomng dIstnct
Subsequently George F Young (GFY) was retaIned to develop schematic plans, whIch
would evaluate the maXImum parkmg available by reconfigunng open space on the sIte
At that tIme It was detennmed that up to 154 spaces could be developed by reconfigunng
the eXIstmg parkmg area, extendmg parkmg westward to the vacated MadIson Avenue,
and retammg sufficIent space for needed stormwater treatment
G FY subsequently met wIth City staff on December 17, 2003, to further IllvestIgate
project feasIbility Dunng these dIscussIOns, It was determmed that the nght-of-way for
MadIson Avenue had been vacated m 1985, along wIth other nghts-of-way ongmally
needed to develop the project However reVIew of the ongmal vacatIon mdIcated that
though the City tmtIally vacated the nght-of-way, subsequent language m the ordmance
remstatcd the nght-of-way, As a result GFY met agam WIth CIty staff and It was agreed
III general pnncIple that the vacated nght-of-way could be utIlIzed for constructIOn of a
stormwater treatment facIhty but that 0 other structures could be placed III the vacated
nght-of-way
SectIon 2 0 PROJECT REDEVELOPMENT
ThIS apphcatIon IS submItted III support of the proposed redevelopment ofthe property
A change of use IS mherent III the redesign of the bUIldmg to a functIOnal facilIty The
extstIng 135 ACLF umts will be rebUIlt to 100 apartment UllltS to accommodate a
practIcal stte use and to prevent a faIlure to meet mmllnum parkmg cntena
Extenor to the bmldmg the Owner wIll add addItIonal parkmg m order to enhance the
marketabIlIty of the project and to mcrease the available number of off street spaces In
the ongmal dIScussIon With the CIty, the Owner's were advised of the 1 5 spaces/umt
parkmg quantIty reqUirement IndicatIOns ofthe staff were that a request for a vanance
would be favorably revIewed so long as the owner undertook efforts to maXImIze the
number of spaces that could be added However due to the reductIOn m number of UnIts,
and thus mtenslty of use, thIS request for a vanance to the parkmg reqUlrements IS no
longer necessary In fact, wIth 100 umts, a total of 150 spaces are reqUIred, and by thIS
desIgn, I 54 are provided
As such thIS apphcatlon provides constructIOn detmls which provide for construction of
as much parkmg as can be put on the SIte gIven the vacated MadIson nght-of-way WhiCh,
accordmg to city staff, cannot be encroached upon by structures The engmeer has
located parkmg and dnves to maXimize tree preservatIOn, where at all possible
In additIOn, thiS applicatIOn addresses several other non-confonmng fcatures of the
eXlstmg bmldmg, mcludmg height and an encroachment onto an eXlstmg utIlIty
easement In the case of the encroachment located at the north end of the eXlstmg
burldmg, the appurtenant shed attached to the bUlldmg Will be demohshed to provIde for
additional parkmg As such, the one encroachment IS elimmated WIth regards to
bUIldmg heIght, the eXlstmg facility IS 48 feet above grade ThIS IS an eXlstmg condItion
There are no antennae, towers or other features, which add to thIS base bUIldmg heIght
A mmor facade change WIll add up to 6 feet to the total bUIldmg height

they elected to close the faCIlity as uneconomical to operate Such condItIOn would be
true for anyone who Wished to reopen and lllstttute the same type of use In addltton the
bUIldmg would have to be substanttally upgraded to meet lIfe safety codes currently
reqUIred for an ALF
As such the new owners beheve that redevelopment of the faCIlIty represents not only the
hIghest and best use but also the only economical dlSposltlOn for the eXIstmg faclhty
The net llnpact wIll be removal of a bmldmg encroachment and a net posIttve benefit
wIth regards to stormwater treatment and attenuation of an eXIstmg downstream floodmg
condItIon The one vanance Identified relates to bUlldmg heIght and ]S an eXlstmg

SUMMARY OPINION
My assessment opinions follow In this report
Trees whose root balls are wrapped In Lena with subsequent girdling or root
bound conditions are not good candIdates for preservation and should be
removed from the site
DISCUSSION
There are two (2) categones of trees on this assignment One category of trees
was onglnally Installed as landscape elements when the bUilding was new The
other category of trees IS those that have evolved naturally over the years Both
categones of trees have problems

The landscape trees were onglnally Installed with a product called Lena still
wrapped around the root balls Lena is a synthetic material that does not break
down or decompose after planting Because It does not break down after
planting like conventional burlap does, root systems become root bound and/or
girdled Trees which become root bound or girdled have structural problems with
regard to supporting themselves because support roots could not develop Lena
also dlsenables enough non-woody roots to break out of the root ball to sustain
viability and ongoing vitality
After the landscape trees were originally Installed with Lena stll/lntact, the
maintenance company of personnel Installed black vlsqueen under tree canopies
In an effort to reduce labor assOCiated wIth weeding
The vlsqueen dlsenables air, water, and applied fertilizers from reaching root
balls already handicapped due to root sIze limitatIons caused by Leno
All this reduces to trees stressed, In decline or dead Also noted dUring my
assessment were trees with mistletoe (a parasite), fiat-sided trunks (root related
problems), and general poor vItality
The trees which have evolved naturally suffer from the typical vagaries of neglect
over the years While some are good candidates for preservation, many,
especIally those closely grouped on the northern elevation, are not good
candidates for preservation
One (1) palm cluster, Senegal Date (PhoeniX recllnata) did not lend Itself to
tagging This Senegal Date Palm IS located In the southwestern portIon of the
landscape and is pictured herein
The field locatIon of one (1) Slash Pine tree (PinUS elhottll) depicted on the
survey to be growing on the southwest portion of the landscape could not be
tagged due to access Issues
Some trees found In the field were not annotated on the provided survey These
subject trees were marked onto the provided survey dUring my field assessment
and assigned a tag number NOTE These subject trees should be added to the
survey by your office prior to submiSSion to the City of Clearwater

I. INTRODUCTION
The Madison Glen Apartments, Clearwater, Flonda IS proposmg to re-comtruct theu eXlstmg
parkmg faCIlIties m an attempt to mcrease their parkmg count from 80 spaces to
approximately 154 spaces The eXIstmg bmldmg, whIch drams east to the ,~eglonal 'itorm
water pond, will remam The parking and paved areas wIll be for the most part re-surfaced
We mtend to add approximately 25' of new asphalt to the west of the eXlstmg parking area
Islands WIll be re-shaped and re-alIgned for angle parkmg The parkIng area WIll then be
completely re-stnpped
The proposed project IS located In the CIty of Clearwater, Flonda at 701 South MadIson
Avenue, north of Drmd Road It IS bounded by MIchIgan Avenue to the Ea'5t and Turner
Street to the North The parcel area consIsts of 5 32 acres, more or less, In SectIon 15,
TownshIp 29S, Range 15E of Pmellas County (refer to attached COn'5tructIOn drawmgs)
II. EXISTING CONDITIONS
The area upon WhICh the Madison Glen Apartments eXIsts does not appear to be currently
operatmg under a Southwest Flonda Water Management Dlstnct (SWFWMD) EnVIronmental
Resource Pemut (ERP) The eXIstmg SIte IS dIVided Into two (2) sub-basms The EAST Sub-
basm IS approximately 3 16 acres Storm water from thIS basm IS directed to a large regIOnal
wet retentIon pond The WEST Sub-basm IS approximately 2 16 acres m size Storm water
from thIS area (generally west of the eXIstmg bUlldmg) IS duected to a small depreSSIOn (or
swale) along the west property Ime ThIS depreSSIOn IS full of vegetatIOn and underbrush
Storm water fIlls thiS depreSSIOn and overflows mto an eXlstmg CIty curb mlet The CIty'S

along the west property hne and create a defined dry storm water management system The
ProP9sed constructIon WIll not encroach on any wetlands or other water surface areas
The project area WIll consIst of the WESTERN Sub-basm (2 1576 acres) only The only
dIfference from pre-development to post development IS the addItIon of 0 248 acres of asphalt
to expand the eXlstmg parkmg lot

We will use the DHW in the pond and the top elevation of the control structure
to be elevation 24.46. This still provides at least a minimum of 6" the City of
Clearwater requires.

IV. CONCLUSION
The proposed Improvements to the Madison Glen Apartments wIll not adversely Impact the
adjacent propertles dnd due to the downstream floodmg condltlonS wIll be an Improvement to
eXistIng condItions for both quantlty and water quality There IS no addItlonal runoff from the
addItIonal paved areas dIschargmg dtrectly to the regional storm water pond east of the
eXIstIng buildIng In addItIon, the eXlstmg depresslOn has been accounted for m the proposed
pond Also, the entlre area drammg to the pond has been treated, pnor to discharge The
proposed storm water management system satlsfies the treatment reqUirements of both
SWFWMD and the CIty of Clearwater MadIson Glen wIll be responsIble for operatIng and
mamtammg the storm water management facIlItIes along theIr western boundary An

· Conducted a subsurface exploration program consisting of SOil bonngs, subsurface
sampling, and field-testing Our exploration program for thiS project consisted of
conducting 1 SPT bOring to a depth of 20 feet below eXisting grade With one Double
Ring Infiltration test for the proposed pond area and 5 hand augers to depths of 5 feet
