Osceola Avenue Clearwater, FL 33755 Meeting Minutes Wednesday, June 5, 2019 3:00 PM Main Library - Council Chambers Nuisance Abatement Board Page 1 City of Clearwater Nuisance Abatement Board Meeting Minutes June 5, 2019 Roll Call Present 6 - Chair Jack Geller, Vice Chair Leanne Grayston, Board Member Bruce Miller, Board Member Nancy O'Neill, Board Member Susan Oliveto, and Board Member MaryAnn Lane Also Present - Thomas Trask—Attorney for the Board, Stephanie Beruvides - Paralegal, Patricia Sullivan — Board Reporter To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 1. Call To Order The Chair called the meeting to order at 3:00 p.m. at the Main Library. 2. Approval of Minutes 2.1 Approve the minutes of the August 8, 2018 Nuisance Abatement Board meeting as submitted in written summation by the City Clerk. Member O'Neill moved to approve the minutes of the August 18, 2018 Nuisance Abatement Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Elect Chair and Vice Chair. Member O'Neill moved to appoint Leanne Grayston as Chair. The motion was duly seconded and carried unanimously. Member Lane moved to appoint Susan Oliveto as Vice Chair. The motion was duly seconded and carried unanimously. 4.2 Update and review case statuses. Lt. Natalia Illich-Hailey reviewed nuisance properties. Closed— no further activity— not presented to board: 1) 1472 Pierce St. - January 5, 2018 deemed nuisance property—problem tenant moved out— owner addressed concerns/updated rental agreements, 2) 1320 Cleveland St. (former Regal Motel) -August 7, 2018 deemed nuisance property- new Page 2 City of Clearwater Nuisance Abatement Board Meeting Minutes June 5, 2019 owner made extensive, ongoing renovations and is more active re who is allowed on property— no problem tenants remained, and 3) 110 S San Remo Ave. - January 2018 deemed nuisance property- owner no longer allowed adult daughter to stay— daughter brought drug activity to property, which stopped after daughter left- owner cooperative - calls police to no trespass unwanted guests. Open: 1) 210 Waverly Way- October 31, 2018 deemed nuisance property -property owner no longer wants ownership but unable to sell- former co-owner's widow retains ownership rights and refuses to sell- owner stopped payments and awaiting bank foreclosure — owner evicted tenant engaged in drug activity-property vacant until foreclosure -patrol officers monitor to prevent vagrancy— owner tried to secure building but subjects enter from time to time; 2) 1258 Franklin St. #2 - December 31, 2018 deemed nuisance property— owner cooperative with police suggestions - installed improved lighting/exterior security cameras - evicted problem tenants on January 22, 2019 - recent drug possession arrest at location,- 3) ocation,3) 1005 Pennsylvania Ave. - January 30, 2019 deemed nuisance property - home to several family members - drug activity related to one tenant's son — tenant left property— no additional cases made at location, 4) 1205 N Martin Luther King Jr. Avenue (Food Mart) - January 30, 2019 deemed nuisance property- owners no longer allow subjects to loiter outside store where drug activity took place— owners updated blanket trespass warning so officers can remove loitering subjects on property after hours— owners cooperative - no additional cases made at location, 5) 1462 Franklin St. - January 30, 2019 deemed nuisance property— additional drug activity arrests in February— owner receptive to police suggestions - evicted all tenants involved in criminal activity/continued improvement efforts by adding exterior lighting, removing inoperable vehicles, and working to install surveillance cameras - no additional cases made at location —police continue to work with property owner, 6) 215 Waverly Way- March 11, 2019 deemed nuisance property— owner said subjects listed on Nuisance letter were not tenants— owner reported all new tenants since drugs were sold- no additional cases made at location, and 7) 1576 S Washington - March 11, 2019 deemed nuisance property— owner needs to update leasing agreement - owner addressed concerns of drug activity with longtime tenant whose lease expired, who does not pay rent consistently, and who owner is unwilling to evict- owner made some efforts to clean exterior but several items remain - Code Enforcement worked with property- no additional cases made at location —police continue to work with property owner. In response to a question, Lt. Illich-Hailey said Big Jim Bar-B-Q allows people to hang out on restaurant property, drugs had been sold at the Food Mart property. People now scatter when Police responds to calls from Food Mart owners re loitering. Police cannot stop people on sidewalks unless they impede the movement of others. Page 3 City of Clearwater Nuisance Abatement Board 5. Adjourn Meeting Minutes June 5, 2019 Concern was expressed that barbeques were setup by the barber shop behind the Food Mart. Consensus was to schedule the next board meeting for December 4, 2019 at 3:00 p.m. unless new business required the board to meet sooner. Member Miller said today was his last meeting. He wished the board had more action but was glad the City was taking care of nuisance properties before owners had to appear before the board. Chair Geller said today was his last meeting.
