A. CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE
The Chair called the meeting to order at 1:00 p.m. at the Main Library followed by the
Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

C. APPROVAL OF MINUTES OF PREVIOUS MEETING: December 17, 2019
Member Anuszkiewicz moved to approve the minutes of the December 17, 2019
Community Development Board meeting as submitted in written summation. The motion
was duly seconded and carried unanimously. Alternate member Van Scoyoc did not
vote.

E. CONSENT AGENDA: The following cases are not contested by the applicant,
staff, neighboring property owners, etc. and will be approved by a single vote
at the beginning of the meeting: (Item 1)

Request: The Community Development Board (CDB) is reviewing a proposed 2,519
square-foot restaurant in the Tourist (T) Zoning District and Small Motel Character
District of Beach by Design for the property located at 207 Coronado Drive. The
proposal includes a height of eight feet from base flood elevation and zero off-street

parking spaces and requests allowed flexibility to setbacks, parking, landscaping
and the Design Guidelines of Beach by Design (Community Development Code
Section 2-803. D. and 3-1202. G. and Beach by Design).

Member Lau moved to approve Case FLD2019-10029 on today's Consent Agenda
based on evidence in the record, including the application and the Staff Report, and
here by adopt the Findings of Fact and Conclusions of Law stated in the Staff Report,
with conditions of approval as listed. The motion was duly seconded and carried
unanimously. Alternate member Van Scoyoc did not vote.

Location: 3.6 acres located on the south side of Virginia Avenue approximately
1,135 feet east of Keene Road.
Request: Reconsideration of a Condition of Approval associated with a previously
approved 18-unit attached dwelling development in the Medium Density Residential
(MDR) District for the property addressed as 1895 Virginia Drive*.
Associations: Clearwater Neighborhoods Coalition, Board of County Commissioners,
Spring Lake Neighborhood Association.

Senior Planner Melissa Hauck-Baker reviewed the Staff Report. The request was to
clarify Condition Of Approval #7 to allow more appropriate fencing materials.
Member Lau moved to approve modification of Condition Of Approval #7 for Case
FLD2018-07021/PLT2018-09001 to read, "Prior to the issuance of any permit (other
than demo and clearing and grubbing), the plans shall depict the fencing forward of the
principal structure along Virginia Avenue to be brick or other masonry walls or walls with
masonry columns linked by substantial grill work to a maximum height of six feet. Other
fencing or walls not forward of the principal structure may be either split rail wooden
fence to a maximum height of 42 inches (to protect the upland buffer while preserving
views of Spring Lake) or textured high-quality PVC privacy fence to a maximum height
of six feet (on the eastern boundary) or to specifications as determined by the
Community Development Coordinator and consistent with the Community Development
Code. All walls or fences shall comply with sight visibility triangles." The motion was
duly seconded and carried unanimously. Alternate member Van Scoyoc did not vote.

G. DIRECTOR'S ITEMS
Planning & Development Director Gina Clayton requested feedback on electronic
access to the Board's agenda and case materials. Staff will determine the best way for
members to view documents at the dais. She recommended members become familiar
with reviewing agenda materials electronically before paper packets are eliminated
sometime next spring.
Discussion ensued with a comment that reviewing case materials online required a
learning curve, appreciation expressed that online access prior to packet delivery
provided additional time for member review, and a recommendation that paper packets
first be eliminated when an agenda has a limited number of cases. It was requested that
members be permitted to view their document notes on personal laptops at meetings.
Consensus was to support electronic agendas and the eventual elimination of paper
packets.
