four to five-foot WIde zone above the normal water lme that needs to be regraded and resodded to
bnng the pond mto compliance The pond will be dewatered apprmamately 1 foot m order to perform
the requested gradmg and modificatIOns to the outfall structure (see Task 3 0 below) The wdlow
stumps Will be removed from the sldewslope area, the sod will be graded and approXImately 3000
square feet ofbahIa sod will be mstalled from the nonnal water level of the pond up to the unpact area
Some mmor gradmg WIll be performed at the north end of tlus pond to order to remove a sediment

TASK 3.0 - STORMW ATER STRUCTURE REPAIRS
The outfall structures of Treatment Ponds E and W WIll be repaired by mstallmg a 900 PVC elbow on
the upstream Side of the draw-down onfice and also mstallmg a trash basket on the bottom of the
elbow The alurmnum slammer will also be removed from the outfall structure of Treatment Ponds E
and W and repositIOned 10 the correct location so that the lower edge IS at or below the normal water
level of the ponds (elevation 350' NGVD)

To support a reductIOn m the total number of parlang spaces, we have conducted a parlang study
of the Clearwater Sam's Club located on the south SIde of Gulf To Bay Boulevard (SR 60)
between US 19 and Bypass Dn ve It IS our understandmg that the eXlstmg Sam's Club has a total
BuIldmg Square Footage of 134,900 sq ft, mcludmg Non-Public Access Areas, and It IS
proposed to expand the facIhty to 138,571 sq ft wIth a vestIbule/lIquor store expansiOn, TMA
expansiOn, freezer additIon and a customer loadmg canopy The BUIldmg Square Footage does
not mclude parkIng garages, carports, staIrwells and elevator shafts which are not features of the
bUlldmg Smce the Gross Floor Area (GFA) IS defined as "the total mtenor floor area of the
bUlldmg", the BUIldmg Square Footage has been reduced to a Gross Floor Area of an EXistIng
133, 189 sq ft and a Proposed 136,860 sq ft The eXlstmg parkIng lot con tams 637 spaces and It
IS proposed to reduce the number of spaces to 622
To document the eXlstmg ParkIng Demand a parlang lot count of the Clearwater Sam's Club was
conducted on Fnday, Apnl8, 2005 dunng the hours of II 00 AM to 8 00 PM and on Saturday,
Apn19, 2005 dunng the hours of 1030 AM to 430 PM (the usual peak tImes of the week), every
30 mmutes on Fnday and every 15 mmutes on Saturday The count IS summanzed m Table 1 and
the maximum count was 361 on Saturday dunng the TIme Penod of I 30 -1 45 PM The
calculated Parkmg Demand for the peak parkmg total counted IS as follows
361 spaces (vehlcles) /133,189 sq ft / 1,000"" 2 71 spaces per 1 ,000 SF of GFA
We receIVed the Dally Sales total for the Clearwater Sam's Club store for the penod of 1111/04
through 4/9/05 and found that the Sales for Saturday, Apnl9, 2005 was $397,810, and the peak
day Sales was $597,525 on Fnday, December 10.2004 ThiS result corresponded With the usual
peak sales tIme of December The Dally Sales are shown m Table 2 ProportIOning the dIfference
between the counted day and the peak day resulted In an Increase of 1 5 from the Apn19th
Parkmg Demand which results In the followmg
271 spaces X (597,525/397,810) = 407 spaces per 1,000 SF ofGFA
Therefore, the resultant number of spaces for the expansion based on the peak day sales IS
407 spaces per 1,000 SF ofGFAx 136,860 SF /1,000 = 557 spaces

As a companson we checked the InstItute of TransportatIOn Engmeers (ITE) Parkmg Generatton
Manual, 3rd Edloon for thIS type of store, a Free Standmg DIscount Store, and found on Page 188/
that the Average Peak Penod Parkmg Demand for a Saturday 1S 4 47 vehlCles or spaces per 1,000
SF GFA The Average Peak Penod Parkmg Demand for a Weekday (on Page 187 of the Manual)
IS 3 81 vehIcles or spaces per 1,000 SF GF A A copy of Pages 187 and 188 are attached As a
result, the Average Peak to compare to IS 4 47
For a GFA of 136,860 SF With the addItion, the 622 parlang spaces results In a Parlang Demand
RatIO of 4 54 spaces per 1,000 SF of GF A which IS) 1 5% and 65 spaces hIgher than For the
calculated Peak ParkIng Demand of 4 07 Ther~fore, the 622 spaces, and the resultant 454
