INTRODUCTION
Court Street Enterprises, Inc plans to open a rmxed use retail/restaurant project
contaIning approxImately 11,700 square feet on property located at 704 Court
Street and 703 Franklm Street The proposed project mcludes The Shoppes at
Court Street and Diva Dzme's m -one buildmg The space had been formerly
occupIed by the Club More Nightclub. (See FIgure 1). The property IS located 10
the Downtown Core and contaIns no on-sIte parkmg, therefore It Will be rely upon
avaIlable public parkmg. Per SectIon 2-902 of the Community Development Code
restaurants have a minImum parking requirement of 5 spaces to 15 spaces per
1,000 square feet, and retaIl sales and services have a mmlmum parkmg
reqUlrement of 2 spaces to 4 spaces per 1,000 square feet Accordmg to strIct
mterpretatlOn of the code, the proposed project would require a rnt01mum of 31
Qarkmg spaces and a maxrmum of74 s,paces. '-

vacated the garage The study area mcluded on-street parkIng m the area bordered
by Cleveland Street on the north, Turner Street on the south, Prospect A venue on

III. EXISTING CONDITIONS ANALYSIS
EXlstmg conditions were established by conductIng on-street parking counts
between the hours of 11 00 AM and 5'00 PM on Wednesday March 300, 2004.
Weather condItIons were normal for early March With sunny skIes and a htgh
temperature of 83 degrees The aforementIoned parking areas were checked on
the hour for the number of spaces that were occupied. The number of occupIed
spaces was noted and an hourly accumulated total was obtamed for each specIfic
parlang area and the whole study area
All parking areas studied are Within a 1,000 foot radIUs of the site as prescnbed by
code. They mclude.

spaces (21 %) at 5 PM to a peak demand of 59 occupied spaces (33 %) at 2 PM As

the day Closer analysIs shows metered parking on Court Street between Garden
Avenue and East A venue ]S almost entIrely unused Also parkmg on Prospect
Avenue IS almost entIrely unused The most popular places to park were along
Park Street and franklIn Street which had the highest occupancy rates Table 1
provides an hourly tabulatIOn and Figure 2 provides a graph of hourly parkrng

IV. FUTURE CONDITIONS WITH THE SHOPPES AT COURT STREET
The proposed restaurant/shops would reqmre between 31 and 74 parkmg spaces
according to strIct mterpretatIon of the code Assummg the worst case a ffilmffiWll
of 120 parking spaces are aVaIlable to satIsfy any additional demand created by
the proposed mixed-use project, therefore there IS adequate parkIng aVaIlable to
support the proposed project
V. CONCLUSION
ThIs analysis was conducted m accordance WIth a specrfic methodology
establIshed With CIty of Clearwater staff. ThIs analysIs demonstrates, of the 179
total parkIng spaces mcluded 10 the study area, a maximum of 59 were occupied
durrng any hour of the study penod As such, adequate parkmg IS available Within
reasonable walkmg dIstance of the proposed Shoppes at Court Street to support
the addItion of thIS mixed-use development.
