Cyndl-I am not suggesting that there be any kind of dIsparity In treatment, In fact I was suggesting that the City owned lot
get the same consideration as a private temporary lot, If a lot IS only gOing to be available for one or two years, reqUiring
expensive upgrades may not be reasonable, the city lot south of MSB was fully and actively utilized on a dally basIs for
years as It now SitS, likeWIse the AA lot has been used In ItS current condition (shell) for many years, reqUiring full
treatment may not be necessary and IS expensive and could be a waste of public and pflvate resources as long as the
temporary condition IS not harming contiguous property, If you would like to diScuss further give me a call

Mashld-Ok for the use of the MSB lot for staging, however I strongly suggest we carve as much out of the lot as
possible for use as temporary parking, both for Albntton and to provide for MSB and Police VISitors, If we are gOing
to have senous construction activity and equipment at the lot for the next 18 months, I would suggest that we allow
Albntton to do minimal temporary parking Improvements until that activity IS completed and then we can make a
deCISion re whether the City and hiS use would warrant a full parking lot treatment, by that time we Will know where
we are at re a replacement for city hall and where the St Pete Times IS re their property, there may also be

additional lot consolidation a~ <.l result of the traffic volumes on CourUChe~" IUt that will occur In thiS time frame, a
temporary lot that does not meet full parking reqUirements In a downtown area IS a normal occurrence,
fyl please keep thiS In mind as we will be looking at another city owned property for temporary parking for the
Seminole Docks area after the old "M" bUilding IS demolished, Bill Wright and I looked at thiS structure thiS
morning and It definitely needs to come down, Bill IS ordering asbestos assessment and demo bids,
Garry-we should get with Bill Morns and discuss what type of parking and controls and Improvements he could use
there, although we may have a land swap proposal for thiS lot by thiS summer
Finally, we need to evaluate what happens to the homeless feeding we have designated south of the MSB. both In

Took a Jook at the proposed parking layout for "The Shoppes at Court St "
They show 61 parking spaces on the drawing Reallsllcally, they would not be able to bUild more than 50
spaces If they are to meet landscaping and drainage reqUirements
Location of a staging area IS usually the responSibility of the contractor In the case of Cleveland st the
contractor can use either of the two areas N or S of the Tennis courts on the bluff Our recommendation IS
not to use thiS proposed parking lot as a staging area
Then the questions remains How Will we fund the parking spaces that the business does not need? It IS not
WJse for the parking fund to pay for these spaces wlth no Income Could they be metered? Is the appearance
of the bluff area more Important to the city as Reg mentions? Will parks and Recreation have any problems
With uSing part of the bay front park for staging for at least another 1 5 year?

INTRODUCTION
Court Street Enterpnses, Inc plans to open a nuxed use retail/restaurant project
contaImng approxImately 11,700 square feet on property located at 704 Court
Street and 703 Franklin Street The proposed project Includes The Shoppes at
Court Street and Diva Dzme's In one buIlding. The space had been formerly
occupIed by the Club More NIghtclub (See FIgure 1) The property is located In
the Downtown Core and contalns no on-site parkIng, therefore It WIll be rely upon
aVaIlable publIc parkmg Per SectIon 2-902 of the Commumty Development Code
restaurants have a nummum parkmg reqUIrement of 5 spaces to 15 spaces per
1,000 square feet, and retall sales and servIces have a rnmlmum parking
reqU1rement of 2 spaces to 4 spaces per 1,000 square feet. Accordmg to strIct
mterpretatlon of the code, the proposed project would requITe a IDIlliffium of 31
parkmg spaces and a maximum of74 spaces.
The code provIdes for reducmg the required number of parlang spaces to
recogrnze the specIal sItuations that eXIst in Downtown Clearwater SectIon 2-902
of the Commumty Development Code allows a reduction m parkIng If the
property W1U reqUITe fewer parlang spaces per floor area than otherwise required
or adequate parkmg IS aVaIlable through existing or planned and committed
parkmg facilIties Wlthm 1,000 feet of the property.
CIty of Clearwater staff has recognIzed the restaurant/retaIl sales WIll be located
III close proXimity to downtown Clearwater government offices, offices, other
busmesses, and townhouse developments with a great potential for "walk-up"
customers Staff also recogmzes the aVaIlable pubhc parlang on surroundmg
streets IS Intended to prOVide parkmg for downtown busmesses, offices, and
reSidential developments. The applicant believes the addition of a small
restaurant/retall sales project with hours of operatlOn beginnmg at 11 AM would
not SIgnIficantly alter parkmg demand and adequate parkmg eXISts WIthm
reasonable dIstance to support the project Tlus parlang analYSIS was prepared to
detemune the aVaIlabIlIty of parlang spaces.
METHODOLOGY
Pnor to conductmg thIS analysIs a methodology was establIshed WIth the CIty of
Clearwater staff It was agreed GCC would conduct a parking accumulation study
on a weekday between the hours of 11 AM - 5 PM, since after 5 PM the
munICIpal garage IS avaIlable and CIty of Clearwater employees have mostly
vacated the garage The study area mcluded on-street parking in the area bordered
by Cleveland Street on the north, Turner Street on the south, Prospect Avenue on
the east, and Garden Avenue on the west. There IS no on-street parkIng on Myrtle
Avenue, East Avenue or Chestnut Street Wlthm these limIts. The study area
contains a total of 179 parkmg spaces of whIch some are metered, some are

EXIStIng condItIons were established by conductIng on-street parkmg counts
between the hours of 11 00 AM and 5:00 PM on Wednesday March 3fd, 2004
Weather condItions were normal for early March With sunny skies and a high
temperature of 83 degrees The aforementIoned parking areas were checked on
the hour for the number of spaces that were occupIed The number of occupIed

spaces (21 %) at 5 PM to a peak demand of 59 occupied spaces (33%) at 2 PM As
such, there were a ffilmmum of 120 unused spaces in the study area throughout
the day. Closer analysIs shows metered parkIng on Court Street between Garden
A venue and East A venue is almost entirely unused Also parkmg on Prospect
A venue IS almost entirely unused. The most popular places to park were along
Park Street and Franklm Street which had the hIghest occupancy rates Table I

INTRODUCTION

Court Street Enterprises, Inc. plans to open a ffilxed use retaIl/restaurant project
contaIning approxImately 11,700 square feet on property located at 704 Court
Street and 703 Franklm Street. The proposed project mcludes The Shoppes at
Court Street and DIva Dzme's m one bmldmg The space had been formerly
occupied by the Club More Nightclub (See Figure I) The property is located m
the Downtown Core and contaIns no on-sIte parking, therefore It Will be rely upon
available publIc parkmg Per Section 2-902 of the Commumty Development Code
restaurants have a mrnimum parkIng reqUIrement of 5 spaces to 15 spaces per
1,000 square feet, and retail sales and servIces have a mmimum parkmg
reqUIrement of 2 spaces to 4 spaces per 1,000 square feet. Accordmg to strIct
rnterpretatIon of the code, the proposed project would reqUIre a mmlmum of 31
parkmg spaces and a maxImum of74 spaces
The code provIdes for reducmg the reqUIred number of parkmg spaces to
recogmze the specIal sItuations that eXist in Downtown Clearwater SectIon 2-902
of the Commumty Development Code allows a reductIOn 10 parkIng If the
property wIll reqUITe fewer parkmg spaces per floor area than otherwIse requITed
or adequate parkmg IS aVaIlable through eXisting or planned and commItted
parkmg faclhtles wIthIn 1,000 feet of the property
City of Clearwater staff has recogruzed the restaurant/retaIl sales wIll be located
m close proximity to downtown Clearwater government offices, offices, other
bUSInesses, and townhouse developments with a great potential for "walk-up"
customers Staff also recogmzes the avaIlable publIc parkIng on surroundmg
streets IS intended to provide parkIng for downtown busmesses, offices, and
residentIal developments The apphcant belIeves the addItion of a small
restaurant/retail sales project with hours of operation beginnrng at 11 AM would
not sIgmficantly alter parkmg demand and adequate parkIng eXIsts Wlthm
reasonable distance to support the proJect. ThIs parkmg analysis was prepared to
detemnne the aVaIlabIlity of parking spaces,
METHODOLOGY
Pnor to conductmg thiS analysis a methodology was established With the City of
Clearwater staff It was agreed GCC would conduct a parkmg accumulatIOn study
on a weekday between the hours of 11 AM - 5 PM, smce after 5 PM the
muniCipal garage is available and City of Clearwater employees have mostly
vacated the garage The study area Included on-street parkmg m the area bordered
by Cleveland Street on the north, Turner Street on the south, Prospect Avenue on
the east, and Garden Avenue on the west. There IS no on-street parkmg on Myrtle
A venue, East A venue or Chestnut Street withm these lImIts The study area
contains a total of 179 parking spaces of whIch some are metered, some are

The proposed restaurant/shops would reqUIre between 31 and 74 parkmg spaces
accordIng to strIct InterpretatIOn of the code Assuming the worst case a rmrumum
of 120 parkmg spaces are avaIlable to satIsfy any addItIonal demand created by
the proposed mixed-use project, therefore there IS adequate parkIng aVaIlable to
support the proposed project.

total parkmg spaces mcluded m the study area, a maximum of 59 were occupled
