Trustee Allbritton moved to approve the minutes of the May 13,

Trustee Polglaze moved to approve the new hires for acceptance
into the Pension Plan as listed. The motion was duly seconded
and carried unanimously.
4.2 Approve the following request of employee Bruce Griffin, Gas Department to vest their
pension as provided by Section 2.419 of the Employees’ Pension Plan.
Bruce Griffin, Gas Engineering & Planning Manager, Gas Department, was
employed by the City on December 4, 1995, and began participating in the
Pension Plan on September 9, 2005. Mr. Griffin terminated from City
employment on March 30, 2019.
The Employees’ Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater or change status from full-time to part-time
after completing ten or more years of creditable service (pension participation),
such employee shall acquire a vested interest in the retirement benefits.
Vested pension payments commence on the first of the month following the
month in which the employee normally would have been eligible for retirement.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (January 1,
2013), a member shall be eligible for retirement following the earlier of the date
on which a participant has reached the age of fifty-five years and completed
twenty years of credited service; the date on which a participant has reached
age sixty-five years and completed ten years of credited service; or the date on
which a member has completed thirty years of service regardless of age. For
non-hazardous duty employees hired on or after the effective date of this
restatement, a member shall be eligible for retirement following the earlier of the
date on which a participant has reached the age of sixty (60) years and
completed twenty-five years of credited service; or the date on which a
participant has reached the age of sixty-five years and completed ten years of
credited service. Mr. Griffin will meet the non-hazardous duty criteria and begin
collecting a pension in May 2020.

Trustee Cundiff moved to approve the following request of
employee Bruce Griffin, Gas Department to vest their pension as
provided by Section 2.419 of the Employees’ Pension Plan. The
motion was duly seconded and carried unanimously.
4.3 Approve the following request of employees Donald Greene, Public Utilities Department,
Judith Kolmer, Engineering Department, Mary Repp, Parks and Recreation Department,
Thomas Tague, Police Department and Dragoljub Vitkovic, Solid Waste General
Services Department, for a regular pension as provided by Sections 2.416 and 2.424 of
the Employees’ Pension Plan.
Donald Greene, Wastewater Treatment Plant Operator A, Public Utilities
Department, was employed by the City on February 22, 1990, and his pension
service credit is effective on June 4, 1990. His pension will be effective May 1,
2019. Based on an average salary of approximately $62,913.41 over the past
five years, the formula for computing regular pensions and Mr. Greene’s
selection of the Life Annuity, this pension benefit will be approximately
$49,990.92 annually.
Judith Kolmer, Customer Service Representative, Engineering Department,
was employed by the City on April 4, 2005, and her pension service credit is
effective on October 15, 2007. Her pension will be effective June 1, 2019.
Based on an average salary of approximately $34,102.04 over the past five
years, the formula for computing regular pensions and Ms. Kolmer’s selection
of the Life Annuity, this pension benefit will be approximately $8,711.16 annually.
Mary Repp, Recreation Leader II, Parks and Recreation Department, was
employed by the City on February 18, 1997, and her pension service credit is
effective on July 17, 2000. Her pension will be effective May 1, 2019. Based on
an average salary of approximately $33,402.25 over the past five years, the
formula for computing regular pensions and Ms. Repp’s selection of the 100%
Joint and Survivor Annuity, this pension benefit will be approximately $15,285.84
annually.
Thomas Tague, Police Officer, Police Department, was employed by the City
on October 7, 1991, and his pension service credit is effective on that date. His
pension will be effective May 1, 2019. Based on an average salary of
approximately $85,527.61 over the past five years, the formula for computing
regular pensions and Mr. Tague’s selection of the 100% Joint and Survivor
Annuity with a 30% partial lump sum, this pension benefit will be approximately
$43,944.36 annually.

was employed by the City on November 24, 2008, and his pension service
credit is effective on that date. His pension will be effective June 1, 2019. Based
on an average salary of approximately $42,288.01 over the past five years, the
formula for computing regular pensions and Mr. Vitkovic’s selection of the Life
Annuity, this pension benefit will be approximately $12,233.28 annually.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (January 1,
2013), a member shall be eligible for retirement following the earlier of the date
on which a participant has reached the age of fifty-five years and completed
twenty years of credited service; the date on which a participant has reached
age sixty-five years and completed ten years of credited service; or the date on
which a member has completed thirty years of service regardless of age. For
non-hazardous duty employees hired on or after the effective date of this

SUMMARY:
Mary Cressman, Senior Staff Assistant, Solid Waste General Services Department, was
employed by the City on June 26, 1989, and her pension service credit is effective on that date.
Her pension will be effective July 1, 2019. Based on an average salary of approximately
$48,477.24 over the past five years, the formula for computing regular pensions and Ms .
Cressman’s selection of the 100% Joint and Survivor Annuity with a 30% partial lump sum, this
pension benefit will be approximately $25,433.76 annually.
Darrell Goodin, Arborist, Parks and Recreation Department, was employed by the City on July
30, 2001, and his pension service credit is effective on that date. His pension will be effective
July 1, 2019. Based on an average salary of approximately $38,101.89 over the past five years,
the formula for computing regular pensions and Mr. Goodin’s selection of the Life Annuity, this
pension benefit will be approximately $18,770.16 annually.
Jere Gunderman, Recreation Specialist, Parks and Recreation Department, was employed by
the City on May 11, 2001, and his pension service credit is effective on December 2, 2002. His
pension will be effective February 1, 2020. Based on an average salary of approximately
$44,456.26 over the past five years, the formula for computing regular pensions and Mr .
Gunderman’s selection of the 10 Year Certain and Life Annuity, this pension benefit will be
approximately $19,703.76 annually.
Thomas Simak, Gas Specialist, Gas Department, was employed by the City on June 13, 1994,
and his pension service credit is effective on that date. His pension will be effective June 1,
2019. Based on an average salary of approximately $42,952.81 over the past five years, the
formula for computing regular pensions and Mr. Simak’s selection of the 50% Joint and
Survivor Annuity, this pension benefit will be approximately $26,168.64 annually.
