Request: The Community Development Board (CDB) is reviewing a proposed 70- unit attached dwelling (63 units allocated from the Public Amenities Incentive Pool) and 6,200 square-feet non-residential (6,200 square-feet allocated from the Public Amenities Incentive Pool) development in the Downtown (D) District and the Prospect Lake Character District of the Clearwater Downtown Redevelopment Plan for the property located at 801 Chestnut Street which has additional improvements approved under FLD2019-04011. The proposal includes a building height of 75 feet, a minimum of 70 off-street parking spaces, and requests allowable flexibility from setback requirements. The proposal includes associated off-street parking spaces for attached dwellings in the Medium Density Residential (MDR) District on the properties located at 808 Turner Street and 810 Turner Street and associated off- street parking spaces in the Office (0) District on the property located at 806 Turner Street (Clearwater Downtown Redevelopment Plan and Community Development Code Sections 2-304.13, 2-1003.H, C-301.A.2, C-803.13.4.). PULLED FROM CONSENT AGENDA Case: Amendment to Beach by Design Special Area Plan Level Three Application Applicant: City of Clearwater, Parks & Recreation Department Request: The Community Development Board (CBD) is reviewing a request to amend Beach by Design: A Preliminary Design for Clearwater Beach and Design Guidelines to update the public boardwalk standards in "Marina District Boardwalk Design Guidelines and Specifications," and making a recommendation to the City Council. Neighborhood Associations: Clearwater Neighborhoods Coalition; Board of County Commissioners; Clearwater Beach Association Presenter: Kyle Brotherton, Senior Planner Concern was expressed that design guidelines limited City use of palm trees to 2 species that were very susceptible to lethal bronzing which kills trees. Parks & Recreation Director Department Kevin Dunbar said the City tried to develop consistency and limit the types of palm trees planted in the City; staff dealt with lethal bronzing on a daily basis. It was recommended the City consider adopting a third species i.e. Royal Palms, which is not affected by lethal bronzing. In response to a question re waterfront East Shore Drive properties, Mr. Dunbar said staff had taken great pains to establish sufficient consistent front and rear setbacks that minimized impacts on development. The City's pedestrian -oriented boardwalk plaza provided a visual model of public boardwalk requirements for developers. Member Anuszkiewicz moved to recommend approval of the Amendment to Beach by Design Special Area Plan based on evidence in the record, including the application and the Staff Report, and here by adopt the Findings of Fact and Conclusions of Law stated in the Staff Report, with conditions of approval as listed.
