RE: NORD Underground Refuse Systems (NURS)
Biltmore Construction Co., Inc. is pleased to propose on the installation of the Nord Underground Refuse
Systems (NURS). These systems will be placed at sites selected by the City of Clearwater (City).
As requested, enclosed is the proposal for construction of NORD Underground Refuse System submitted in
accordance with technical specs/plans/study/clarifications of this letter/attached line item work, etc., for a
Lump Sum Price of SIX HUNDRED FIFTY THOUSAND FIVE HUNDRED DOLLARS ($650,500.00), for
installation of seven (7) double 5 -cubic meter NORD Refuse Systems.
Scope of Work:
We understand the City will purchase the NURS and the waterproof precast containers that will house the
NURS. All hardware to attach the precast containers to the base slab/mat will be provided by the City.
Biltmore will provide buoyancy forces for the tank manufacturer and be available to discuss with them the
optimum location for the attachments.
Biltmore will work closely with the City in the site selection to avoid potential underground obstructions
by using the available utility drawings and 811— Sunshine.com. Utility relocations are excluded.
1. Review sites for underground utilities using existing utility plans and 811-Sunshine.com
2. Set-up site with fencing and/or barricades and signage for safety
3. Maintenance of Traffic (MOT) to be provided by City
4. Demolish existing surfaces and remove material
5. Provide one (1) soil boring at each site for suitability of soil
6. Provide engineering for buoyancy and design of slab base/mat
7. Provide engineering drawings that locate systems on City drawings
8. Dewater the site
9. Install trench protection RECEIVED
10. Excavate and remove all unused material nate
11. Place base concrete slab/mat on gravel leveling bed
12. Install Owner furnished NURS equipment and material, including precast box

Project Duration shall be forty-two (42) calendar days, per location, from the date of the Notice to
Proceed and receiving the NORD System, the waterproof precast concrete vessels that house the NORD
System and the attaching hardware from the City. No Liquidated Damages apply to this Work.
Existing Contract: This proposal is submitted in conjunction with the existing Construction Manager at Risk
Services Continuing Contract entered into with the City of Clearwater on August 4, 2016, based on RFQ
#24-16.
If GMP Exceeds $150,000: Per Section III, Article 5.1 of the Contract Specifications, the contractor shall
provide to the public entity a certified copy of the recorded bond. Once the City receives a certified copy
of the recorded bond, a Notice to Proceed may be issued. Include the attached bond form as well as the
Power of Attorney. (If GMP is Tess than $150,000 a bond is not required.)
For work performed, invoices shall be submitted to the City of Clearwater, Engineering Department, Attn:
Veronica Josef, Senior Staff Assistant, P.O. Box 4748, Clearwater, Florida, 33758-4748. Contingency
services may be billed only after written authorization is provided by the City to proceed with those
services.
