09/03/2003 AIRPARK ADVISORY BOARD MEETING CITY OF CLEARWATER September 3, 2003 Present: Brenda Harris Nixon Chair Bob Lunt Vice-Chair J.B. Johnson Board Member Bruce Miller Board Member Donald “Scott” Armstrong Board Member Also Present: Bryan Ruff Assistant City Attorney William Morris Marine & Aviation Department Director Brenda Moses Board Reporter The Chair called meeting to order at 2:30 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes from August 6, 2003 Member Johnson moved to approve the minutes of the regular meeting of June 4, motion 2003, as submitted in written summation to each board member. The was duly carried seconded and unanimously. Chair Nixon expressed sympathy on behalf of the AAB (Airport Advisory Board) to the families of Bruce Kendell and David Griffith and hopes that Mr. Kendell’s son will recover from the recent plane crash near the Clearwater Airpark this past week. 3. Tenant & Lease Report from FBO (Fixed Base Operator) As the FBO was not present to give his report until a later time Marine & Aviation Department Director Bill Morris reviewed the status of the fuel farm and the corporate hangars. He said the property was staked out for the corporate hangars and ground was broken for the footprint of the new fuel farm. The state of the art fuel farm will be placed above ground on large cement pads with footers in the front to protect them from accidental damage. The tanks will be installed on Friday. The entire system should be finished within the next 30 days. It was remarked that the new technology allows for grounding of the fuel farm against electrical storms and lightning. Mr. Morris said although the hangars have been grounded, there have been some problems with electrical surges, which also cause the cameras at the airpark to stop panning the entire area. Staff is working with the vendor to resolve the issue. It is possible that a fiber optic installation may be required, as that type of system works well at the Clearwater Sailing Center and the Public Services building. FBO David King said construction of the corporate hangars is underway as is the fuel farm. Supplies are arriving, the concrete is being poured, and the steel poles are being installed. He said the new fuel farm is nearly impervious except for the impact of lightning strikes on the electronic monitoring system. The fuel farm includes a new system that will transmit information to computers at the Airpark to monitor water and fuel levels. Mr. Morris said the Fire Marshall, the City’s Code Enforcement officials, and the City’s Building Inspector would be inspecting the Airpark in September for code compliance. Once the code enforcement inspections are completed, discussions with the FBO will include whether or not offices would be permitted in hangars. Other options such as whether to place electrical meters in hangars, etc. also would be discussed. Mr. King said notices were sent to Airpark tenants regarding tailgating other vehicles at the entry gate once the person first in line swipes their gate entry card in the card reader. 4. New Business – None. 5. Other Business Five persons spoke in opposition of a request by an Airpark tenant to extend the hours of landing at the Airpark to 11:00 p.m. One of the residents distributed fliers to obtain input regarding the request. Approximately 122 fliers were distributed to neighbors surrounding the airpark, and some of those neighbors shared the fliers with others. The large majority of the respondents (117 as reported by the resident) were against extending the hours of landing to 11:00 p.m. Several people including residents and board members expressed condolences for the families of the victims of the crash that occurred near the Airpark last week. The Airpark tenant who requested the landing extension said he felt there would be no additional exposure to residents if the landing time were extended to 11:00 p.m. He felt the time should be extended as a courtesy to those who own businesses and use the Airpark. Discussion ensued and it was remarked that as the AAB is an advisory board to the City Commission, it only makes recommendations to the Commission and cannot make policy changes. It was remarked that at the last meeting, it had been suggested the Airpark tenant requesting the landing extension demonstrate the noise level of the aircraft he flies to neighbors. The topic of later landing times at the Airpark had been discussed previously by the AAB and the Commission and as a result, the 9:00 p.m. landing was established. It was felt that it is highly unlikely that the Commission would agree to extend the landing at the Airpark to 11:00 p.m. regardless of the type of aircraft involved. In response to a question, Mr. King said he is not in favor of extending the landing hours at the Airpark to 11:00 p.m. He said there are decisions that must be made with respect to the flight school, corporate aircraft, etc. It was remarked that safety is the number one priority of the Airpark. Member Johnson moved that the board not make any recommendations that would motioncarried extend the hours at the Airpark. The was duly seconded and unanimously. It was remarked the AAB needs to continue to ensure that it is process-oriented by considering all the information and facts, identifying problems and concerns regarding the Airpark, respecting everyone’s opinion on the issues, obtaining public input, considering staff’s Airpark Advisory 2003-09-03 2 9/3/03 and the FBO’s professional opinions, and having discussions prior to making any decisions or recommendations to the Commission. It was remarked that the AAB could not interfere with any of the matters that are addressed in the agreement between the FBO and the City. 6.
