AIRPARK ADVISORY BOARD MEETING
CITY OF CLEARWATER

The Vice-Chair called meeting to order at 2:30 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM #2 – Approval of Minutes from April 2, 2003
Member Miller moved to approve the minutes of the regular meeting of April 2, 2003, as
motion
submitted in written summation to each board member. The was duly seconded and
carried
unanimously.
ITEM #3 – Tenant & Lease Report from FBO (Fixed Base Operator)
FBO David King reported the tie downs and hangars are the same as last month. Mr.
King said spring-cleaning was done on the main building at the airpark.
Mr. King thanked his staff, Gordon Wills and the CAP (Civil Air Patrol) for a successful
Open House this year. He estimated between 2,000 and 3,000 people attended. He said it
appeared that more children attended this year perhaps because of the petting zoo and other
festivities. Marine & Aviation Director Bill Morris also thanked Gordon Wills and the CAP for
their efforts during the Open House. He said their participation at the Open House allowed
him more time to interact with the public. In response to a question, Mr. King said
approximately 350 airplane rides were sold.
In response to a question, Mr. King said the navy plane at the airpark has been parking
between two buildings and needs to be moved to a hard stand, as the plane will not fit in a
hangar. It may fit into a corporate hangar. Mr. King said he spoke to Klaus Palinkas of HNTB
Architects Engineers Planners this week, who estimates that the price for corporate hangars
would be approximately $500 a month. Mr. King said seven people are on the corporate
hangar waiting list.
Item #4 - Other Business
* Guest Speaker from FAA

Mr. Morris said the guest speaker from the FAA (Federal Aviation Authority) apparently
was unavailable today.
Mr. Morris reported he has written letters to both the FDOT (Florida Department of
Transportation) and the FAA regarding the use of jet aircraft at the Clearwater Airpark. The
FDOT has indicated that future funding for the airpark could be affected if certain types of
aircraft were prohibited from using the airpark.
Mr. Morris said John H. Roeller, Aviation Programs Administrator of FDOT, indicated in
a letter dated April 30, 2003, that the Special Airport Assurances section of the City of
Clearwater and FDOT’s airport planning and development agreement states that the City
airpark must be made available for public use on fair and reasonable terms. Mr. Roller further
indicated that he felt fair and reasonable refers to the City, residents, and airpark management
and does not apply only to pilots. Mr. Roller suggested that Mr. Morris research the Naples,
Florida airport web site, as they are dealing with a similar situation as a commercial service
airport. Mr. Morris said the Naples airport feels they can prohibit specific types of aircraft from
using their airpark because they are a municipality, however the FAA disagrees.
Mr. Morris said he informed one of the tenants at the airpark that his aircraft could
legally be used at the airpark under ideal conditions, however the use of jet and turbofan
aircraft at the Clearwater Airpark could also create the potential for problems with respect to
neighborhood relations. It was remarked that the tenant Mr. Morris referred to made a
dramatic take-off during the Open House of his own accord.
It was remarked that the neighbors living near the Clearwater Airpark do not feel aircraft
at the airpark should be used for business purposes. Mr. Morris said some tenants operate
businesses out of the airpark. Minor mechanical work also is performed at the airpark. He
said a tenant in the adjacent business park is interested in becoming a corporate tenant at the
airpark, however that individual mainly uses his aircraft for personal business use.
Mr. King said before he begins to solicit aircraft at the airpark, he wanted direction from
the board regarding the specific types of aircraft the board felt was acceptable at the airpark.
Discussion ensued and it was remarked that no one could legally prohibit specific aircraft at
the airpark. The FAA regulations permit aircraft up to 12,500 pounds to use the airpark.
Concern was expressed that jets currently are using the airpark. Mr. King explained
that King Air aircraft have the same engines as jets, however they have propellers instead of
ducted fans. He said various types of aircraft that are not jets also are noisy at times. One
member remarked that persons living near an airpark should expect some noise from aircraft.
Cars and car radios also generate vibrations and loud noise throughout neighborhoods. It was
remarked that some people enjoy hearing and watching various types of aircraft passing over
their neighborhoods.
Mr. Morris said the Airpark Master Plan states that safety is the number one priority for
the airpark. Staff and the FBO frequently review airpark operations including safety and
funding issues.
In response to a question, Mr. King said aside from Mr. Armstrong’s concerns, there
have only been three people who have expressed concern about aircraft at the airpark. Mr.
King said he would review the complaint log with the board at the next meeting. Mr. Armstrong

said he was not the only person in his neighborhood that had concerns regarding jet aircraft at
the airpark. He said the neighbors have discussed various issues regarding the airpark but
have not been as vocal as he. It was remarked that Mr. Armstrong has never indicated he was
a spokesman for the neighborhood. It was remarked that the Clearwater Airpark is quiet
compared to its past record thanks to the efforts of staff, residents, the board, and particularly
resident Ellen Hess. A comment was made that the FBO could target quieter aircraft instead
of ultra-noisy aircraft of any generation.
It was remarked that no pilot would intentionally take off unsafely and risk the possibility
of an air crash.
One resident said the Clearwater Airpark has made great strides over the past few
years. City staff and the board have worked diligently with residents to address their concerns.
He suggested that the majority of residents’ opinions should be considered over three or four
residents that may never be able to be satisfied.
In response to a question, Mr. King said he has not reviewed the types of aircraft on the
corporate hangar waiting list. He said he would update the board regarding that matter.
In response to a question, Mr. Morris said the long range plan was submitted in its
entirety to SWFWMD (Southwest Florida Water Management District), however the corporate
hangar portion was submitted separately in order to expedite construction of the hangars. He
was unsure when SWFWMD would grant approval of the plans. In response to a question, Mr.
Morris said he would provide a copy of the six-month operating results for the airpark to
anyone who wants to review it. The preliminary 2003/2004 budget would be prepared next
month. He said the corporate hangar project has been put out to bid. He anticipates a
contract award date by the next board meeting.
In response to a question, Mr. King said prior to today, he was under the impression
that he was to solicit neighborhood-friendly type aircraft. He said his target was King Air
aircraft, as they are good for fuel sales and are efficient, quiet, and safe. He offered to call Mr.
Armstrong the next time a King Air is in the airpark so that Mr. Armstrong could witness the
plane’s capabilities first-hand.
Item #5 – Agenda for next meeting on June 4, 2003
The Chair said the Golden Knights from MacDill Air Force Base were unable to
participate in this year’s Open House, as several of the pilots were dispatched to Iraq. They
indicated that they would be willing to participate in next year’s Open House. She said she
tentatively scheduled the Golden Knights for the last Saturday in April 2004.
