04/02/2003 AIRPARK ADVISORY BOARD MEETING CITY OF CLEARWATER April 2, 2003 Present: Brenda Harris Nixon Chair Gary Benjamin Vice-Chair Bob Lunt Board Member J.B. Johnson Board Member Bruce Miller Board Member Also Present: Bryan Ruff Assistant City Attorney William Morris Marine & Aviation Department Director Brenda Moses Board Reporter The Chair called meeting to order at 2:30 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM #2 – Approval of Minutes from March 5, 2003 The Chair requested that the last sentence of the third paragraph on page 3 (under Item #5) read “…involved commercial jets, not corporate jets…” Member Miller moved to approve the minutes of the regular meeting of March 5, 2003, motion carried as amended. The was duly seconded and unanimously. ITEM #3 – Tenant & Lease Report from FBO (Fixed Base Operator) FBO (Fixed Base Operator) David King referred to a list of events scheduled for the April 6 Airpark Open House. He said this year, in addition to the normal single engine plane rides at a cost of $15 per person and helicopter rides at a cost of $25 per person, he is offering ten minute flights in a twin engine airplane at a cost of $20 per person. Mr. King said the fuel farm should be completed within the next two months. Staff is awaiting approval of some minor items regarding the corporate hangars. He plans to pressure wash the main building, repaint the logo, and install fresh plants near the main door prior to the Open House. In response to a question, he said he has a waiting list of approximately 87 people for t-hangars. In response to a question, Marine & Aviation Department Director Bill Morris said the Airpark would become profitable in approximately one year, as some projects cannot progress until SWFMUD (Southwest Florida Water Management District) approval is received and the corporate hangars are built. John Atanasio, CAP (Civil Air Patrol) said he is honored to participate in this year’s Open House by providing cadets to handle the traffic and do all the cooking. He thanked the AAB (Airpark Advisory Board) and Mr. Morris for their help in securing the CAP’s building. Mr. Atanasio said he has instructed the CAP’s insurance company (the United States Air Force) to forward a copy of proof of insurance on the building to Mr. Morris. In response to a question, he said in response to Homeland Security measures, the CAP’s facility is being used for Airpark Advisory 2003-0402 1 04/02/03 search and rescue classes. Resident Ellen Hess said last year, some Airpark visitors were rude to the cadets that volunteered to participate in the Airpark Open House. Mr. Atanasio said he would address those types of situations himself should it be necessary. Item #4 - Other Business Bill Morris said he received a response to his letter to the FAA (Federal Aviation Administration) Orlando Airports District Office from FAA Program Manager Vernon P. Rupinto which he interpreted as to say that if the City wants to pursue federal funding in the future, it would be in the City’s best interests to allow Citation CJ1 aircraft or any other aircraft that meets the Design Group B-1 aircraft to operate at Clearwater Airpark. Mr. Morris said he also drafted a letter to the FDOT (Florida Department of Transportation) regarding prohibition of specific classes of aircraft from Clearwater Airpark. Mr. Morris stated that jet aircraft landing at the Airpark should not be an issue during summer months, as their loads are too high to allow them to land and take off. Mr. Morris said once he receives responses from the FDOT, and all other related aviation agencies, he would bring the results to the Airpark Advisory Board for discussion and any recommendations to the City Commission. In response to a question, the FBO said it is important to ensure a good balance between the safety and welfare of the neighborhood and the profitability of the Airpark. He said as the Airpark is expanding, a solution needs to be found regarding whether or not the City wishes to restrict specific types of aircraft. He said he does not want to become a policing agency for the Airpark in an effort to prohibit certain types of aircraft from using it. He said new technology is advancing with respect to the noise levels of jet aircraft. He said although he does not want to ban any type of aircraft from using the Airpark and presenting an unfriendly position, he feels some non-jet aircraft using the Airpark also are very noisy. He said the only complaints he has received were about two different planes owned by one owner. One of his planes has used the Airpark twice a year. He said he does not have the authority to instruct larger or jet aircraft to use the St. Petersburg/Clearwater Airport or any other airport. In response to a question, Mr. Morris said he has refused the FAA’s offers for grant funds because of the attached restrictions. He said those restrictions would double the setback requirements and prevent the Airpark from building corporate hangars. FDOT considers the Clearwater Airpark a model of how a general aviation airport should operate because of the work that has been accomplished with the neighborhood and on the Master Plan. The FAA and FDOT both appreciate neighborhood-friendly airports such as Clearwater’s. a) Election of Vice-Chairperson motion Member Benjamin moved to nominate Member Lunt as Vice-Chair. The was carried duly seconded and unanimously. Other Member Benjamin thanked his fellow board members both present and past for “putting up with him”. He said they taught him a lot about flying and safety. He thanked City staff, particularly Mr. Morris for his leadership and guidance in improving airpark relationships and Airpark Advisory 2003-0402 2 04/02/03 obtaining grant funds, and Glenn Bahnick, and the City Commission for their support to this board. He thanked interested neighbors who attended meetings, especially resident Ellen Hess and John Atanasio of the CAP. He thanked the FBO for his impressive management skills. He also thanked Klaus Palinkas of HNTB Corporation. Board Members wished Mr. Benjamin well and thanked him for his service. They said they hoped to see him in the audience at future meetings.
