09/17/1987• COMMUNITY REDEVELOPMENT AGENCY MEETING September 17, 1987 The City Commission, met as the Community Redevelopment Agency at the City Hall, Thursday, September 17, 1987, at 6:00 p.m., with the following members present: Rita Garvey James Berfield Lee Regulski Don Winner William Nunamaker Ed Armstrong Absent: Charles Finegan Also Present were: Anthony L. Director City Clerk ITEM #2 - Minutes - Commissioner Regulski moved to approve the minutes of the September 3, 1987 meeting. Motion was duly seconded and carried unanimously. ITEM #3 - 1986 - 87 Budget - Final Amendment The 1986-87 streetscape project will not be completed during this fiscal year and bond issue costs for the recently issued tax increment bonds will be less than originally estimated. It is therefore recommended that the current budget expenditures be reduced by $93,000 and this savings, together with other available funds be placed in escrow for future debt service. The streetscape project planned for the current year will be carried out during the next fiscal year. Discussion ensued regarding using some of the noncommitted =funds to further facilitate the promotion program planned for next budget year. The Planning & Urban Development Director indicated that this would need to be done in the 87/88 budget. It was the consensus of the Agency to discuss this further at the 10/12/87 Work Session of the Commission. Commissioner Regulski moved to approve the amendment to the 1986-87 CRA Budget. Motion was duly seconded and carried unanimously. ITEM #5 - 1987 - 88 Budget The Redevelopment Agency and the Downtown Development Board held a joint workshop concerning the recommended 1987-88 budget of the Agency. The recommended budget represents a consensus of the Agency. The $340,000 recommended for streetscape improvements should be sufficient to complete the streetscape as presently proposed for the 400 through 700 blocks of Cleveland Street. Other budget recommendations include $21,000 for administrative cost reimbursements; $100,000 for promotion and publicity; $7,500 for improvements to the electrial system along Cleveland Street to augment the Christmas display lights and $5,000 to be utilized for project enhancement to assist in marketing land owned by the Agency which is available for redevelopment. Commissioner Winner moved to approve the 1987-88 CRA Budget. Motion was duly seconded and carried unanimously. A question was raised regarding the status of the proposal parking on Cleveland.St. It was indicated we are erecting a the State DOT an about.5 weeks.
