02/05/1987Community Redevelopment Agency Meeting February 5, 1987 The City Commission of the City of Clearwater met as the Community Redevelopment Agency at City Hall, Thursday, February 5, 1987. The meeting was convened at 8:34 p.m. with the following members present: Kathleen Kelly Lee Regulski James L. Berfield Don Winner R. Marvin Moore Also present were: Anthony L. Shoemaker Terry Jennings Paula Harvey Cynthia E. Goudeau Mayor -Commissioner Vice—Mayor/Commissioner Commissioner Commissioner Commissioner City Manager Representing Public Works Planning Director City Clerk ITEM #2 - Minutes of the October 16, 1986 meeting. Commissioner Regulski moved to approve the minutes of the meeting of October 16, 1986 as submitted. Motion was duly seconded and carried unanimously. ITEM #3 - Requests for use of 1180 Cleveland St. (CETA Building) The CRA has received two requests for use of the former CETA Building which is being purchased from Pinellas County. The first, from the University of Industrial Management, requests a three year lease, terminable upon one years notice, at a rental of $1,350 per month to start after six months. Renovation costs would be deducted from lease payments. The University proposes to assist in redevelopment efforts by providing a gathering place for business, industry and community leaders to resolve problems inherent to the downtown area. Juvenile Services Program, Inc. has requested a lease for some portion of the facility. It would operate its Alternative Education and Dropout Prevention Program and a Summer Remediation Program at the site under a one year contract with the State Department of Education. A request has also been received from UPARC. The Downtown Development Board has indicated it does not wish to relocate its offices to the building as a subsidy to rentals. Closing of the purchase is expected by the end of March, 1987. Since the property acquisition was approved to provide an enhanced redevelopment opportunity in the Eastern Corridor area in accordance with the Redevelopment Plan, the use of this facility by either entity is not recommended. Joe McFate, Planning and Urban Development Director, stated after the closing of the purchase, the property will be advertised for lease proposals, not to exceed two (2) years, with termination upon 90-120 day notice. At that time, the City will look at rental dollars and proposed use of the building. Commissioner Regulski moved to deny the requests. Motion duly seconded and carried unanimously.
