12/06/1984• Community Redevelopment Agency Mleeting December 6, 1984 • The City Commission of the City of Clearwater met as the Community Redevelopment Agency at City Hall, Thursday, December 6, 1984. The meeting was convened at 5:15 p.m. with the following members present: Kathleen Kelly Rita Garvey James L. Berfield James Calderbank William G. Bustin Paula Harvey Lucille Williams Mayor -Commissioner Vice Mayor/Commissioner Commissioner Commissioner Commissioner Acting City Manager City Attorney Planning Director City Clerk The Mayor called the meeting to order. ITEM CRA #2 - Minutes. Commissioner Garvey moved to approve the minutes of July 19, 1984 and October 16, 1984. Motion was duly seconded and carried unanimously. ITEM CRA #3 - Coachman Downtown Center Development Agreement. Joe McFate, Director of Planning and Urban Development Department, reviewed the agreement between the Clearwater Redevelopment Agency and the Coachman Downtown Center Associates. He stated, the main points of the agreement were: 1) The City would agree to construct a parking garage on City parking lot #4, containing at least 200 parking spaces and to complete it by December 31, 1985; 2) fifty full size parking spaces will be leased to the developer for a period of 15 years at a monthly rental of $26.25 per space; 3) the developer has an option to lease an additional 50 spaces for 15 years at a rental of $35.00 per space per month with that rate adjustable to market rental each five years; 4) the existing pedestrian walkway adjoining the property on the east will remain for pedestrian use and a non-exclusive license for use will be granted to the developer; 5) the property may not be transferred to a tax exempt entity. The properties include the Coachman, McCrory and Taylor Buildings and the developer plans a walk through mall, with offices and a restaurant on the second floor. It is expected the assessed value of the property improvements will increase $2,000,000 after completion of the project which is estimated to produce $18,000 a year in additional contributions to the Redevelopment Trust Fund. The agreement contemplates the benefit of this annual contribution will be used to defray the cost of the public parking improvements to be leased to the developer. The expected tax increment and the rent will pay all the debt service and operating costs anticipated for the first fifty parking spaces. The remaining spaces are to be leased at projected market rates. Mr. McFate presented a letter to each of the Commissioners from Michael Sanders, vice-chairman Clearwater Historical Commission, which commended Mr. William Morrill in his effort to convert and restore the historic Coachman Building in Downtown Clearwater. The Coachman Building 1. CRA 12/6/84 • is eligible for the National Register of Historic Places. It was constructed, or completed, in the summer of 1917. The letter also stated it is imperative that we use vision and work with those individuals who are sensitive to preserving such landmarks. Commissioner Garvey moved to approve the development agreement for the Coachman Downtown Center Project and that the appropriate officials be authorized to execute same.
