07/21/1983Community Redevelopment Agency Meeting July 21, 1983 The City Commission of the City of Clearwater met as the Community Redevelopment Agency at City Hall, Thursday, July 21, 1983. The meeting was convened at 5:46 p.m. with the following members present: Kathleen Kelly James L. Berfield Rita Garvey James Calderbank William G. Justice Also present were: Anthony L. Shoemaker Frank Kowalski Lucille Williams Mayor -Commissioner Vice Mayor/Commissioner Commissioner Commissioner Commissioner City Manager Chief Assistant City Attorney City Clerk The Mayor called the meeting to order. ITEM CRA #2 - Minutes. Commissioner Garvey moved to approve the minutes of July 7, 1983. Motion was duly seconded and carried unanimously. ITEM CRA #3 - Residential Redevelopment Project (proposal of Dexter Builders, Inc., Dunedin and Homosassa Springs, Florida. A Request for Proposals for a Residential Development in Downtown Clearwater was advertised on March 27, 1983 in the St. Petersburg Times, Tampa Tribune, and Clearwater Sun with the deadline for receipt of the proposals set for July 1, 1983. The proposal of Dexter Builders Inc., was the only one received. William Dexter of Dexter Builders, Inc., reviewed the proposed development of "Ten Hundred Club Apartments." There will be 94 apartment units, a restaurant and lounge, a sidewalk cafe, swimming pool club, health spa with racquetball courts, putting course, shuffle board courts as well as speciality shops and/or office space in one five -story structure which will be built around a central atruim. The location is at Laura Street and Greenwood Avenue, convenient to downtown with many desirable amenities such as closed circuit TV security, carports, etc. A rendering of the project was displayed. The proposal has been reviewed by staff and found to be consistent with the downtown development plan. Preliminary review indicates no problems with respect to existing zoning and land use regulations. Commissioner Garvey moved to accept the proposal of Dexter Builders, Inc., and to name that firm developer for the proposed project and that the appropriate officials be authorized to execute same. Motion was duly seconded and carried unanimously. The City Manager reported Laventhal and Horwath, consultants doing the study on a downtown convention center, have finished the first phase and that the project would require subsidizing by the City.
