01/20/1983• • • • Coity Redevelopment Agency Meeting January 20, 1983 The City Commission of the City of Clearwater met as the Community Redevelopment Agency at City Hall, Thursday, January 20, 1983. The meeting was convened at 5:06 p.m. with the following members present: Charles F. LeCher Paul A. Hatchett Rita Garvey James Calderbank James L. Berfield Also present were: Anthony L. Shoemaker Thomas A. Bustin Andy Nicholson David P. Healey Lucille Williams ITEM #2 - Agency Resolution X83-4 Redevelopment Agency. Mayor -Commissioner Vice-Mayor/Commissioner Commissioner Commissioner Commissioner City Manager City Attorney Representing Public Works Planning Director City Clerk - Operating Rules for Community A resolution containing rules for the conduct of the Community Redevelopment Agency meetings has been drafted. The rules follow closely the same format as the rules for the Clearwater City Commission, with one exception: the rules of the C.R.A. must be consistent with state law in regard to disclosure of interest and voting. When an Agency member has an interest in a redevelopment project or a property which is proposed for a redevelopment project, that interest must be disclosed and the Agency member may not vote on any agency proposal affecting that interest. The City Attorney presented Agency Resolution #83-4, a resolution adopting a set of rules to guide the Community Redevelopment Agency in conducting its business and meetings. Commissioner Garvey moved to pass and adopt Agency Resolution #83-4 and to authorize the appropriate officials to execute same. Motion was duly seconded. Upon roll call the vote was: "Ayes": Garvey, Calderbank, Hatchett, Berfield and LeCher. "Nays": None. ITEM #3 - Proposals for Residential Redevelopment Projects. The Redevelopment Plan for Downtown Clearwater identifies several goals for residential development during early phases of the renewal program. Two sites are identified for potential residential development. One is on Ft. Harrison Avenue in the vicinity of the Osceola Inn; and the second, near the 1100 Building on Cleveland Street. Marketing information is being gathered and the closing date for receipt of proposals is expected to be May 1, 1983. Commissioner Garvey moved to direct staff to advertise for residential development proposals consistent with the Redevelopment Plan for Downtown Clearwater and that the appropriate officials be authorized to execute same.
