Osceola Avenue Clearwater, FL 33755 Meeting Minutes Wednesday, May 1, 2019 3:00 PM Main Library - Council Chambers Airpark Advisory Board Page 1 City of Clearwater Airpark Advisory Board Meeting Minutes May 1, 2019 Roll Call Present 5 - Chair Denise Rosenberger, ViceChair Bruce Brock, Board Member Richard Porraro, Board Member Paul Doric, and Board Member Ronald Mason Also Present - Michael MacDonald - Marine & Aviation Operations Manager, Patricia O. Sullivan – Board Reporter 1. Call To Order The Chair called the meeting to order at 3:00 p.m. at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approval of February 6, 2019 Meeting Minutes Member Brock moved to approve minutes of the February 6, 2019 Airpark Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Kelli O’Donnell, member of The Ninety-Nines, Inc, International Organization of Women Pilots, said the organization offered to paint a Compass Rose or decorative rose at the Airpark. She said she regularly flew out of Clearwater Airpark and expressed concern the Master Plan would replace shade hangars with T-hangars, pricing young pilots out of hangar space. She recommended the City allow non residents to sit on the Airpark Advisory Board. It was commented the next Master Plan project will rebuild an existing T-hangar and the Airpark had too much underground metal and insufficient space for a Compass Rose. FBO (Fixed Base Operator) David King reported a large number of community leaders attended the 4th ARC fundraiser at the Airpark which raised approximately $93,000; Airpark fundraising efforts have raised more than $300,000 for ARC at the Long Center. The next fundraiser was scheduled for February 20, 2020. He said the Airpark is a community asset. 4. New Business Items 4.1 Board Comments and Recommendations on Florida Department of Transportation’s Security Assessment Survey and Security Upgrade Marine and Aviation’s Operations Manager, Mike MacDonald, will present to Airpark Advisory Board Members an upcoming Florida Department of Page 2 City of Clearwater Airpark Advisory Board Meeting Minutes May 1, 2019 Transportation grant opportunity fora security upgrade project and seek comments and recommendations. Mr. MacDonald said the State had contracted with Kimley-Horn and Associates for a security assessment. The Airpark was rated low-risk with a score of 2 (10 being worst). The report recommended the Airpark increase security lighting and close off some of the 11 access points. The Airpark applied for a grant to construct a security guard shack by the south access gate for use by overnight guards. Controlling that access and verifying the identification of card holders will be added to guard responsibilities. Discussion ensued regarding points of access and their uses. Support was expressed for increased Airpark lighting and security via the grant. Concern was expressed that City master keys not open Airpark access gate locks. It was noted some report information was redacted in the online version. Mr. MacDonald said some minor errors in the report will be corrected. 4.2 Present Fixed -Base Operator's Report FBO representative Barbara Cooper reported on tenant levels, visitors, and recent events. She said the Airpark received a great deal of positive feedback from transients who attended SUN 'n FUN and vacationed on Clearwater Beach. She anticipated a large crowd for the May 4, 2019 Open House. In response to a question, Ms. Cooper said hangar tenants can be present during inspections; tenants will be advised of the dates. FBO King said he met with the City re tenant leases; letters sent to tenants gave 30 days notice of the inspections. He recommended tenants review their leases re materials permitted in the hangars. He said extra dumpsters will be available for housekeeping purposes. 5. Old Business Item: None. 6. Director's Report: None. 7. Board Members to be Heard: None. 8.
