Osceola Avenue Clearwater, FL 33755 Meeting Minutes Tuesday, April 23, 2019 6:30 PM Council Chambers - Main Library Parks and Recreation Board Page 1 City of Clearwater Parks and Recreation Board Meeting Minutes April 23, 2019 Roll Call Present 4 - Board Member Lisa Tuttle, Board Member Kristin Langley, Vice Chair Jennifer Wood, and Board Member Jason Hood Absent 3 - Chair Mark Rodriguez, Board Member Norene M. Marlow, and Board Member Michelle Ramirez Also Present - Michael Lavery – Parks Planning & Project Manager, Patricia O. Sullivan - Board Reporter 1. Call To Order The Vice Chair called the meeting to order at 6:30 p.m. at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve January 22, 2019 Parks & Rec Board Meeting Minutes Member Langley moved to approve the minutes of the January 22, 2019 Parks & Recreation Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Review of Parks & Recreation Projects Parks Planning & Project Manager Michael Lavery provided an update of Parks & Recreation projects. He invited members to attend the ribbon cutting for the Druid Road Trail on May 3, 2019 at 10:00 a.m. The Morningside Recreation Center public art component required Public Art & Design Board and City Council approval. In response to questions, Mr. Lavery said FDOT (Florida Department of Transportation) had delayed construction of the SR60 overpass until 2023; the City continued to lobby for earlier completion. New equipment was pending for the Countryside Recreation Center. A City facility’s manager determined if repairs were required. If City tradeworkers could not make repairs, outside experts were hired. Concession operation leases specifically stated which party was responsible for repairs; the City was responsible for large scale repairs. Information was requested re timeline for new equipment at the Clearwater Beach Library and Recreation Complex and the bidding process for beach concession operators. Page 2 City of Clearwater Parks and Recreation Board Meeting Minutes April 23, 2019 4.2 Discussion Of New Agenda Items Mr. Lavery said the City Clerk had contacted him. Under Sunshine rules, Board members should forward all correspondence they receive to him and he will distribute it to the board. Items of interest could be placed on the next agenda for discussion. Members also could contact him to place items on the agenda. Board members should not discuss with each other any board business outside meetings. If an agenda has no discussion items, staff can email board project updates and Council approved Parks & Recreation Department items to members instead of holding a meeting. 5. Adjourn Member Langley said as the Parks & Recreation Department will be responsible for Coachman Park, she questioned if the Parks & Recreation Board would participate in the Imagine Clearwater planning process. She said many neighbors had been contacting her with great concerns that current plans for an amphitheater with up to 5,000 seats differed significantly from the small band shell in the referendum they had voted to approve. She said her neighbors were upset their vote for a park with a pond, green space, and small band shell had been disregarded and supplanted by a large covered entertainment facility requiring many more parking spaces and leaving little or no room for blades of grass. Member Christou-Wood expressed concerns an amphitheater would require considerably more parking and public transportation options, would increase pollution in Clearwater Harbor, and significantly impact beach traffic by concert goers staying on the beach. She said heavy beach traffic already was a problem. Mr. Lavery said Coachman Park will be a park facility. The City Council currently was reviewing the design. He will ask appropriate staff to provide the Board with an update at the next meeting.
