The Chair Mike Flanery called the meeting to order at 4:00 p.m. in the MSB Building, Conference Room # 130.
To provide continuity for research, items are in agenda order although not necessarily discussed in that order.
1. APPROVAL OF MINUTES - May 23, 2007
Chair Mike Flanery moved to approve the minutes of the regular meeting of May 23rd, 2007, as
submitted in written summation to each board member. The motion was duly seconded and carried
unanimously.
2. CITIZEN COMMENTS
Citizen Anna Fusari encourages the use of Green Building techniques in Clearwater.
3. BRIEF DISCUSSION & DISTRIBUTION OF WELLHEAD PROTECTION ORDINANCE
Ed Chesney – Environmental Manager distributed the Wellhead Protection Ordinance to the EAB
Members and brought to their attention that :
- The City has revised the existing Wellhead Protection Ordinance
- The City has 19 production wells within the City limits of Clearwater where potable ground
water is pumped out.
- All new development within the City have to comply with the Wellhead Protection Ordinance.
- The City had adopted to the Wellhead Protection Ordinance in 1991 and added new
components:
Permit Requirements and Permit Denial
•
Purpose and intent of article and Enforcement of the article
•
Review of protection containment plan
•
Sale of property and change of use
•
Inspections and Revocation of Permit
•
Violations and penalties
•
New Developments
•

Ed Chesney–Environmental Manager suggested that the EAB board review the Wellhead
Protection Ordinance which will be discussed further at the next EAB meeting.
4. U.S. CONFERENCE OF MAYOR’S CLIMATE PROTECTION AGREEMENT
Ed Chesney – Environmental Manager distributed the Guide on the US Conference of Mayors Climate
Protection Agreement to the EAB members and stated that its goal was to reduce Carbon Emissions.
The Mayor will be attending the latest conference on this topic beginning, June 21, 2007. The EAB is
currently developing a “Work Plan” for the City, based on the “Energy & Environmental Best
Practices” guide, which is part of the Conference of Mayors agenda. A resolution from the EAB was
prepared by Ed Chesney, Environmental Manager, in support of the Mayor signing the Climate
Protection Agreement.
Further discussions took place on the US Conference of Mayors Climate Protection Agreement
Member Ron Gregory suggested that the EAB Board should have a List of Kyoto Protocol Targets in
order to develop a work plan for the coming year and to focus on those items that are in the list of
Kyoto Targets, how they can be implemented, what it takes to achieve and suggested the following :
- Some research can be done on the internet
- Have ideas of the relative cost of doing them. e.g. LED – reduces the energy, cost & saves money
Member Joseph Calio referred to Page 50 of the “The United States Conference of Mayors Best
Practices” how Salt Lake City, Utah has listed :
- 2004 Emissions Reduction Measures
- Equivalency Reduction in tons in one year
- Lighting Efficiency, Fuel at the Airport, Water Treatment Plant and LED Traffic Signals.
The EAB board members unanimously moved to recommend the resolution to the Mayor and the
resolution and duly signed by the EAB Chair Mike Flanery.
5. CONTINUE TO DEVELOP A WORK PLAN FOR THE UPCOMING YEAR (2007 / 2008)
Member Joseph Calio inquired if the EAB could get a section in the C-News paper for an
environmental paragraph to be published and suggested that the EAB board come up with topics to
be inserted in upcoming C-News publications.
Chair Mike Flanery stated that topics addressed in the C-News could be for :
- Clearwater Livability & Sustainability
- Topics that demonstrate Clearwater is a green, environmentally friendly place to live.
- Where products can be recycled
- What the City can do when developers build green. (e.g. encouraging to build green by
offering incentives)
Member Sandy Jamieson – Reported on the benefits “Going Green”
- Health and Welfare of the City
- Consider Energy Efficiency Program for the City - e.g Hot Water Heaters, Replacing Energy
Efficiency Appliances, not only in terms of environment but also will save money, resources
and reduces pollution.
- Gas Incentive Program – City’s Natural Gas Systems. City’s Gas Department could offer
incentives to customers to convert from Electric Water Heaters to On Demand Systems or
natural gas.
- In line water heating systems can be located outside the house which is easy to service and
hook up.
- City to consider ways to create a more environmentally friendly community.

Website - Ed Chesney - Environmental Manaaer - Gave updates on the Website
Come up with topics to present to and request permission from the City Council, to use the
resources of the City to develop the website.
Talked to the Mayor how the EAB can utilize the website and to have an environmental
section web page.
Once this has been approved by the City Council, Ed Chesney will coordinate with the IT.
Chair Mike Flanery inquired to have someone from the IT who is in charge of the website to give a talk
at the next EAB meeting and also suggested that the EAB members bring ideas for the website.

The next EAB meeting is on 3rd Wednesday, July 18, 2007 at 4:00 p.m.
