Sullivan — Board Reporter 1. Call To Order The Vice Chair called the meeting to order at 9:00 a.m. at the Main Library. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve minutes of April 9, 2019 Neighborhood and Affordable Housing Advisory Board meeting Member Chinault moved to approve minutes of the April 9, 2019 Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Recommend funding allocations for the FY 2019/2020 Annual Action Plan, which is the 4th Action Plan of the FY 2016/2017 - 2019/2020 Four-Year Consolidated Plan, to implement the goals and objectives set forth in the Consolidated Plan, as required by HUD. On July 21, 2016, City Council approved the FY (Fiscal Year) 2016/17 — 2019/20 Four-Year Consolidated Plan identifying City goals and objectives re City administration of HOME Investment Partnerships Program and Community Development Block Grant (CDBG) funds. The Four-Year Consolidated Plan required the City to create and implement a plan each year to identify sources and uses of these funds for housing, community programs, and economic development. This Annual Action Plan provides HUD the City's budget and proposed expenditures to meet goals and objectives established in the Four-Year Consolidated Plan. Funds were used to develop and sustain viable communities. This year's Annual Action Plan allocates federal funds to: 1) provide safe, decent and Page 2 City of Clearwater Neighborhood and Affordable Meeting Minutes May 14, 2019 Housing Advisory Board affordable housing opportunities to extremely-low to moderate-income households for new and existing homes; 2) construct and/or renovate public facilities; 3) fund public service programs and 4) provide economic opportunities. The City anticipated allocations of$764,043 from CDBG and $383,978 from HOME for FY 2019/20. CDBG program funds may be used for housing, community and economic development, public services and facilities, acquisition, relocation, and administration. HOME program funds were limited to housing-related activities and administration. The City partnered with non-profit agencies to implement the goals and objectives established in the City's Four-Year Consolidated Plan. To obtain these partners, on February 22, 2019, the City published a Notice of Funding Availability on its website and in the Tampa Bay Times, informing the public of resources the City anticipated receiving, eligible uses of those resources, and the application period for requesting funds. Applications were due by midnight March 22, 2019; the City received 22 applications for funding. A Technical Review Committee (TRC), comprised of social service and grant community professionals, a member of the City's Neighborhood and Affordable Housing Advisory Board (NAHAB), the City Clerk, and Planning Department staff, reviewed and ranked the applications. Applicants were provided an opportunity to present their proposed projects at the monthly NAHAB meeting on April 9, 2019. City Housing staff reviewed each application to ensure proposed activities met HUD requirements. Each year the City may allocate up to 15% of its CDBG funds for public service activities. This year, the City received requests for $266,211 to fund public services, however, based on HUD's formula and expected entitlement, $114,603 is available for funding. In FY 2017/18, NAHAB endorsed a funding matrix for Public Services Applicants, establishing funding ratios based on TRC ranking and City Housing staff's determination of eligibility. Utilizing the funding matrix ensured the majority of applicants are funded fairly and appropriately. The FY 2019/2020 Annual Action Plan is due to HUD by August 15, 2019. All organizations receiving an allocation will have agreements prepared and executed by October 1, 2019. Annually, staff monitored funded organizations for compliance. Member Kemp declared a conflict of interest re Tampa Bay CDC (Community Development Code). Assistant Economic Development & Housing Director Chuck Lane provided a PowerPoint presentation and reviewed proposed allocations. While failure to make a presentation to the board could have disqualified Gulfcoast Legal Page 3 City of Clearwater Neighborhood and Affordable Meeting Minutes May 14, 2019 Housing Advisory Board Services, the applicant's public services were deemed essential and funded at the lowest level tier. Full funding was recommended for the 4 public facility applications. Administration salaries and expenses were funded by HOME and CDBG funds and program income. The latest microenterprise support for the fagade improvement program was a $35,000 fractional investment to a gasoline station conversion to a Brew Pub. Staff anticipated additional applications throughout the year for acquisition, downpayment assistance, and loan processing funds, 4 were received. HOME required 15% set aside ($57,597) for CHDO (Community Housing Development Organization) was available for a project. In response to a question, Mr. Lane said public facility funding included inspection services expenses. Member Chinault moved to recommend funding allocations for the FY 2019/20 Annual Action Plan as proposed except for the Tampa Bay CDC. The motion was duly seconded and carried unanimously. Member Cutkomp moved to recommend the funding allocation as proposed for the Tampa Bay CDC for the FY 2019/2020 Annual Action Plan. The motion was duly seconded. Members Cutkomp, Chinault, Santiago, Camacho and Vice Chair Scalia voted "Aye"; Member Kemp abstained. Motion carried. 4.2 Elect Officers of Board Member Chinault moved to appoint Peter Scalia as Chair. The motion was duly seconded and carried unanimously. Member Chinault moved to appoint Gabby Camacho as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. 6. Director's Report Mr. Lane said staff will contact board members if the June meeting is canceled. Every 3 years, staff produces a list of City-owned properties suitable for development of low income housing, the list will be presented to the City Council on June 20, 2019. Developers can access the list. 7. Board Members to be Heard Member Chinault questioned if any mobile home parks in Clearwater were slotted to close, Southern Comfort Mobile Home Park in unincorporated Pinellas County was closing. Adjourn Meeting Minutes May 14, 2019 Mr. Lane said staff sent information to Southern Comfort residents; the City was not staffed to provide one -on -one help. He was unaware of any mobile home parks closing in the City. Should that happen, staff would try to get some affordable housing units from the developer. Staff will see how quickly waitlists develop for the nearly completed Madison Pointe and Woodlawn Trail affordable housing apartment projects. Vice Chair Peter Scalia thanked staff (Denise Sanderson, Chuck Lane, Gabe Parra, and Kimberly DuPont) for all the work they do.
