The Vice Chair called the meeting to order at 1:00 p.m. at the Main Library followed by
the Pledge of Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

Member Lau moved to approve the minutes of the March 19, 2019 Community
Development Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.

Request: The Community Development Board (CDB) is reviewing a proposed
redevelopment of a fast food restaurant in the Commercial (C) District for the
property located at 1920 Gulf-to-Bay Boulevard. The project is 18.9 feet in height
(from grade to top of roof line), includes 25 off-street parking spaces, and requests
allowable flexibility from setback requirements, landscape requirements, and off-
street parking requirements (Sections 2-7045 and 3-1202.G).

(MDR) Districts for the properties located at 1919 Edgewater Drive and 1026 Sunset
Point Road. The project consists of building heights of 86 feet in the T District and 38
feet in the MDR District (both from base flood elevation), includes a minimum of 164

Request: The Community Development Board (CBD) is reviewing a request to
amend Section 5-1102 of the Clearwater Community Development Code, to change
the composition of the Public Art and Design Board to include a representative from
the Clearwater Arts Alliance, Inc. and Creative Pinellas, and making a
recommendation to the City Council.

Member Quattrocki moved to recommend approval of Case TA2019-04001 on today's
Consent Agenda based on evidence in the record, including the application and the
Staff Report, and hereby adopt the Findings of Fact and Conclusions of Law stated in
the Staff Report. The motion was duly seconded and carried unanimously.

Member Lau moved to grant Jackie Logemann Party Status. The motion was duly
seconded and carried unanimously.
Member Lau moved to accept Kevin Nurnberger as an expert witness in the fields of
zoning, site plan analysis, planning in general, and the landscape ordinance. The
motion was duly seconded and carried unanimously.
Senior Planner Kevin Nurnberger provided a PowerPoint presentation and reviewed the
Staff Report.
Paul Zak, representing the owner, said the applicant was trying to follow building code
and wanted to install a permanent ladder in its originally proposed location.
Party Status Holder Jackie Logemann expressed concern the project would locate a
large, ugly commercial building at the entrance to her historic neighborhood. She said
they wanted the ladder to be relocated, although painting it the same color as the
structure and planting trees or tall bushes would help camouflage the ladder and
building. She said she would like to speak with the applicant but had not done so.
Mr. Nurnberger said the ladder could be painted or moved to the south elevation.
Mr. Zak said the applicant did not want to move the ladder. He said if there were no
conflicts, the ladder could be painted. He said additional landscaping would not hide
most of the ladder and was not planned.
Member Quattrocki moved to approve Case FLD2017-06009 based on the evidence
and testimony presented in the application, the Staff Report and at today's hearing, and
hereby adopt the Findings of Fact and Conclusions of Law stated in the Staff Report
with conditions of approval as listed, plus a condition that if permitted by Code, the
ladder would be painted to match the color of the building as closely as possible. The
motion was duly seconded and carried unanimously.
H. DIRECTOR'S ITEM: (ITEM 1)
1. Provide update on the Citywide Complete Streets Implementation Plan.
Senior Planner Richard Hartman provided a PowerPoint presentation review of
Complete Streets and update on the Citywide implementation plan which was being
finalized for presentation to the City Council on June 20, 2019.

Previously, streets were car centric, designed for increased speeds while ignoring
bicycle and pedestrian needs. Complete Streets considered mobility strategies and
were designed to reduce vehicle, bicycle, and pedestrian fatalities and serious injuries.
First, staff will review every City street and determine if it is a: 1) thoroughfare; 2)
community connector; 3) local collector, or 4) local street. Stormwater, parking, and
planning were intricate to Complete Streets. Staff will determine how best to enhance
comfortable travel, community health, accessibility, social equality, and investment. A
focus on intersections and crossings will identify problem locations, possible
countermeasures, and the ability to implement fixes. via pilot projects that temporarily
narrow streets with paint, cones, or bollards, staff could determine if modifications
improved safety, adjustments were appropriate, and if permanent changes should be
constructed.
Mr. Hartman said Complete Streets did not have a standalone budget. An education
program would be important. The Master Plan could be updated to integrate bicycle and
pedestrian uses. He recommended an Advisory Committee be established to provide
public input, support inclusion of Complete Streets in the Comprehensive Plan and Code,
and use performance measures to evaluate successes and changes to crash rates.
In response to questions, Mr. Hartman said Florida roads typically were 12 feet wide
although 10 -foot wide roads were common. Truck routes required wider lanes. Five -foot
wide bicycle lanes were ideal. Narrow lanes slowed traffic; higher speeds endangered
pedestrians and caused vehicular crashes. To enhance pedestrian and bicyclist safety,
staff was reviewing parallel routes for major roads as parts of broader corridors. In the
future, Complete Streets support the integration of green infrastructure for stormwater
and drainage when funding is available.
Signal lights providing buses and bicycles lead time from bus pullouts would help
integrate public transportation and cyclists into Complete Streets. A regional plan was
studying an improved transit system between West Shore and the beach along SR 60.
Transit was important as a large percentage of residents did not own vehicles.
