1. Call To Order
The Vice Chair called the meeting to order at 2:00 p.m. at the Main Library.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the Jan. 31, 2019 Special Public Art and Design Board Meeting minutes.
Member Potts moved to approve the minutes of the January 31,
2019 Special Public Art & Design Board meeting as submitted in
written summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Elizabeth Daniels, president of Clearwater Arts Alliance, reviewed recent
organization activities. She said Clearwater Arts Alliance had volunteered
to find art pieces to display in glass cabinets in the MSB (Municipal
Services Building) parking garage.
4. New Business Items
4.1 Review the appropriate use of the discretionary fund and its purpose.
Review the Public Art Master Plan and ordinances in place and review how
monies in the discretionary fund can be used and for what projects.
Special Events & Public Art Specialist Madai Favaro said the Parks &
Recreation Master Plan was on the City's website. She reviewed criteria
for use of Public Art discretionary funds for City image, civic connection,
and neighborhood identity projects. A recommendation for a Public Art
sculpture at the refurbished Moccasin Lake Nature Park will be presented
at the next meeting.

Ms. Favaro reported Guy Kemper will submit his new proposal for public
art at the Morningside Recreation Center in late March; the selection
committee's decision will be presented at the next meeting. The proposal
will replace Mr. Kemper's original design which could not be installed on
the center's tinted windows.
6. Director's Report
Ms. Favaro encouraged members to view the community mural at the old
City Hall. The North Pinellas Sculptural Alliance was considering a mural
at Moccasin Lake Nature Park. The sculpture, Family of Hearts, for
Sculpture360 will be installed by the end of March.
7. Board Members to be Heard
Member Cunningham questioned if Public Art funds could be used to
hire an architect to design a prototype bus or trail shelter that symbolized
Clearwater and could be duplicated throughout the City; the blueprints
would belong to the City. The shelters would be artistic and practical by
protecting people from the sun and intense heat. An iconic design also
could be used in City advertising.
