The meeting was called to order at 4:30 p.m. at the Clearwater Main Library, 2nd Floor
Conference Room.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
Item # 2—Sunshine Law Review
City Attorney Pamela Akin reviewed the Sunshine Laws and public records
requirements.
Item #3— Direction from City Council
City Clerk Rosemarie Call reviewed direction from City Council. Committee review and
discussion will not be limited to:
• Increasing the frequency that the city charter is reviewed to 10 years
• Instituting district elections
Item #4— Elect Chair and Vice-Chair

Mike Riordon moved to appoint Michael Mannino as Chair. The motion was duly
seconded and carried unanimously.
Mike Riordon moved to appoint Daryl Henderson as Vice-Chair. The motion was duly
seconded and carried unanimously.
Item #5— Establish Meeting Schedule
The City Attorney said it is recommended the committee meet every other week until
August or September.
Mike Riordon moved to hold meetings on the second and fourth Wednesday of the
month at 4:30 at Clearwater Main Library, 2 d Floor Conference Room, beginning February
27, 2019.
The City Attorney reviewed a PowerPoint Presentation and provided a brief overview of
the charter review process.
In response to questions, the City Attorney said there were no requests from the public
for the committee to review. She said the implementation of Imagine Clearwater will not
require charter changes.
Item #6—Set Agenda for Next Meeting
The City Clerk said the committee will review and adopt the rules and regulations at the
next meeting as well as begin reviewing the charter.
Item #7— Citizens to Be Heard re Items Not on the Agenda:
Carl Schrader said Council did not want form of government discussed and asked if the
committee has to take Council's direction.
The City Attorney said the committee may discuss it but Council made it clear that the
issue would not go on the ballot next year.
Lisa Lanza asked if the composition of advisory boards and committees could be
changed by the charter.
The City Attorney said changes to the composition of boards would be done by
ordinance.
Marilyn Turman said she had trouble finding the charter online.
The City Clerk said she would check on the website.
