1. Call To Order
The Vice Chair called the meeting to order at 2:00 p.m. at the Main Library.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the October 30, 2018 Special Public Art & Design Board Meeting and the
November 14, 2018 Special Public Art & Design Board Meeting Minutes.
Member Stralow moved to approve the minutes of the October 30
and November 14, 2018 Special Public Art & Design Board
meetings as submitted in written summation. The motion was
duly seconded and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Elizabeth Daniels, president of Clearwater Arts Alliance, said she was
excited about the new downtown murals and the Alliance was working with a
private business to facilitate another mural. She said the Alliance had
created an evening event that attracted 60 paid attendees to view the work
of 24 artists displayed at the Main Library. She said a show in the galleries
was planned next month. She said the Alliance wanted to coordinate with
the Public Art & Design Board for an outdoor walk starting at the Main
Library and viewing the new Sculpture360 installation and "Middens."She
had not received a response re the Alliance's request to use Public Art &
Design discretionary funds to help pay costs associated with the marketing,
celebration, and unveiling of new Public Art and new additions to Sculpture360.
Special Events & Public Art Specialist Madai Favaro said she would
provide the answer from the Legal Department at the next meeting. The
City Council would have to approve each expenditure. It was recommended
that a strategy to promote the City's Public Art program be adopted.
Ms. Daniels expressed concern the Public Art piece at the entrance to
the Main Library lacked identification. She recommended that plaques
be installed at Public Art installations to identify the art piece, the artist,

and possibly the sponsor.
Discussion ensued. It was recommended that photos and videos of City
Public Art be posted on the City's website and highlighted in press
releases. It was stated the lack of markers was poor management, Public
Art installations should be identified with plaques.
Ms. Favaro said an acrylic plaque was planned for "Middens."A nicer
plaque, explaining the sculpture's meaning, will be installed after Imagine
Clearwater is completed and a final location for "Middens"is determined.
Concern was expressed that temporary plaques quickly became
semi-permanent. It was recommended that appropriate materials, such
as anodized aluminum, be used for plaques and that acceptable
minimum standards be identified. It was stated each Public Art piece
budget should include the cost of a plaque.
4. New Business Items
4.1 Approval of two alternates for the Sculpture 360 Program
The first choice will be "Heart" by Dominique Martinez and the second
choice will be "Invasive" by Jenn Garret.
Ms. Favaro said sculptures were sold before installation and needed
replacement. The selection panel's choices were "Heart"and "Invasive."
Member Stralow moved to recommend approval of two alternates
for Sculpture360: 1) Heart and 2) Invasive. The motion was duly
seconded and carried unanimously.
4.2 Update on Morningside Project
Give a report from Guy Kemper's trip and what the selection panel is
working toward.
Ms. Favaro said the Morningside Selection Committee recently met with
artist Guy Kemper at the Morningside Recreation Center to discuss
locations for Mr. Kemper's art. The lobby had insufficient natural light to
install the original window film art project indoors. A tentative decision was
made to install a mosaic above the gymnasium entrance. Mr. Kemper
expressed concern the location may be too dark. He will return to
Clearwater on February 15, 2019 and present his proposal to the
committee. Staff will submit the committee's recommendation to the
Public Art & Design Advisory Board for consideration. Mr. Kemper had
indicated the current budget was sufficient.

It was stated the art piece will be created in 3 sections, mosaic colors may
replicate those originally chosen for the window film. Concern was
expressed re the durability of the mosaic. Mr. Kemper was thanked for
working with the City.
4.3 Provide information about the City's next five years of Capital Improvement Projects.
Provide information about upcoming project that qualify under the Public Art
Ordinance No. 7489-05 that state CIP with a total construction budget of
500,000 or more to contribute no less than 1% toward Public Art.
Upcoming City CIPs (Capital Improvement Projects) include: 1)
Lakeview Fire Station — FY(Fiscal Year) 2018119— $3,798,460; 2) Crest
Lake Park Improvements— FY 2018119— $6,400,0007- 3) Imagine
Clearwater— FY 2019120 and 2020/21 — $8,000,0007- 4) Public Safety
Vehicle & Equipment Facility— FY 2020/21 — $1,500,000, and 5) Police
District 3 Substation — FY 2021122 - $6,000.000. Clearwater Gas System
plans to incorporate public art at its new office building estimated to be
completed in FY 2020.
Ms. Favaro anticipated the fire and police stations and public safety facility
will contribute to the discretionary fund. The Public Art & Design
discretionary fund's current balance was $115,794.06. She recommended
setting aside 20% to 30% of the fund for side projects such as Sculpture360.
In the future, the board may want to contribute to art for Imagine Clearwater.
4.4 Present report on the Mural Project
Anne Lopez from the CRA will provide a report on the Mural Project.
CRA (Community Redevelopment Agency) Executive Assistant Anne
Lopez provided a PowerPoint presentation on the recently completed
downtown Mural Project: 1) 512 Cleveland Street by Cecilia Lueza, 2)
1360 Cleveland Street by Justin McAllister& Gibbs High School Mural
Club; 3) 620 Drew Street by Illsol (Michelle Sawyer and Tony Krol), and
4) 28 N. Garden Avenue by Colectivo Licuado (Florencia Duran &
Camilo Nunez). Each mural had clear UV coatings and featured
hashtags #Murals of Clearwater and#Downtown Clearwater. The CRA will
cover restoration costs re fading for 5 years. After that, property owners
will be responsible for maintaining the murals.
Ms. Lopez also presented a short film on the 13-day creation of the Garden
Avenue Garage mural. This and other videos of public art in Clearwater
could be viewed on the City's website art page and also were available
in other formats.
In response to a concern re the poor condition of several old murals, Ms.

Lopez said staff was working with the DDB (Downtown Development
Board) re restoration. Difficulties contacting property owners and artists
have delayed efforts.
4.5 Provide an Update on the Dali Experience in Second Century Studios.
Tarin Mohajeri will be providing updates on this experience.
Recreation Program Coordinator Tarin Mohajeri presented a short film
on the Dali Museum's Dreams of Dali Virtual Reality Experience at Second
Century Studios from January 10 to June 30, 2019, hosted by the CRA. The
free immersive experience featured Salvador Dali's painting "Archaeological
Reminiscence of Millet's "Angelus." In conjunction with this exhibit, Second
Century Studios will host new interactive pop -up exhibits each month.
The Dali Museum installed the exhibit and a local company purchased
all of the equipment, allowing the event to be free to the public. The CRA
hired 2 part -time employees for the exhibit and was looking for additional
volunteers. An exit survey gathered visitor information.
4.6 Elect Chair and Vice Chair of the Public Art & Design Board
Member Cunningham moved to reappoint Jerri Menaul as Chair
and Eric Seiler as Vice Chair. The motion was duly seconded and
carried unanimously.

7. Board Members to be Heard
Member Cunningham recommended the Public Arts & Design Advisory
Board include a community organizer member who had a feeling for what
art the community wanted and opposed. Ms. Madai will email to members
current board membership requirements in the Code.
Member Potts said it was important that plaques be installed for current
public artwork and future projects.
