The City Commission of the City of Cl.earwater met in special se�sion at the
Cii;y Ha11, Monday, May 2/�, 7.965 at 1:30 P.M. , r�ith the following members

The Mayor called the meeting to or der. The invocation was given by Chief
Booth. The Mayor explained the purpose of the meeting was to consider appliaations
for commercial adver�ising signs.
The Czty Manager presented Item r�l$, application from Sign Studio for a sigr
10 it. x 30 ft. i,lluminated, to be located on the southeast corner of U. S. Highway
19 an d State Road 60, on the Pearce Estate. There were no objections. Commissioner
Smith moved that application #1$ for the sig n just described be approved by this
Boar.d. Motion was seconded by Gommissioner Stephens arid carried unanimously.
The City Manager presented Item �19, application for a double faced sign 12 ft.
x 25 ft. to be located on East Avenue between Laura and Clevelan d St. from Daniels
Outdoor Advertis ing Inc, There were no objections. Commissioner Hougen moved that
the application from Daniels Outdoor Advertising Inc. identified as Item #19 be
approved. Motiqn was seconded by Commissioner Stephens and carried unanimously.
The City Manager presented Item �20, application for a double faced sign 12 ft,
x 2D ft. to be located approximately 15C it. south of Gould St. on the west side of
Missouri. Ave., from Daniels Outdoor Advertising Inc. l�tr. Richard Rowlett spoke in
objection to all billboard signs. Commissioner Stepher.s moved that the req_uest for
this permit, Item {�20, be approved. Nlotion was seconded by Commissione-r Smith and
carried unanimou.� i y.
The City N;anager presented "Item �21, application for a double faced s;gn 12 ft.
x 25 ft. to be located on i;ne northwest corner of East Ave. and Park St., approxi-
mately 5� ft. west of the intersection, fro m Daniels Outdoor Advertising Inc.
1�2r. vana Johanr.es, Architect, spoke for the West Coast Chapter, American Institute
of Architects, r�b�ecting to all signs that arE not in accordance with the proposed
new sig n ordinance. Commissioner Hougen moved that the request of Daniels Ou�door
Advertising Tnc., Item �21, be approved. Motion was seconded by Commissioner
Stephens and carried unanimously.
The City Manager presented Item �23, application for a sign 12 ft. x 25 ft.
to be located along the north side of Court St, approximately 50 ft. or 60 ft. west
of Stevenson Creek from Sunad Inc. Commissioner Stephens moved that this request
as it appeared in Item �23 be approvede P�Totion was seconded by Commissione.� Ho� en.
Upon the vote being taken, Commissioners Smith, Hougen, Stephens and Niayor Turner
voted "Aye". Commissioner Insco voted rrNo", Motion carried.

oi' Gulf to Bay Blvd. ap�roximat ely 50 i't. west of Bay St. from Sunad Inc. T�ere
were no objections. Commissioner Smith moved that the application for a sign Item
�2�., be approved. Nlotion was seconded by Commi.ssioner Stephens and carried
unanimously.
2'h� City Manager prese�ted Item �25, application for a sign 12 f�t. x 25 ft.
located on the northeast corner of Cleveland St. and Fredrica �r. from Sunad Inc.
Mr. victnr Brodeur, Architect, asked ii a11 applications for signs taere legal. The
City T�fanager arxi the City Attorney explained the routine of processing the sign
applications with recommendations from the Planning and Zoning Board, the Ci�y
Engineer and the Traffic and Planning Division of the Police Department. Commis-
sioner Smith moved tr,at the applicat ion for this sign, Item �25, be approved bp
this Board. Motion was secont�ed by Commissioner Hougen and carried unanimously.
Item �27, application �'or a sign to be locat ed on the southwest corner of
:Myrtle 8c Laura S�. approxima'tely 50 ft. south of the intersection, from Sunad Inc,
was �resentecl. Commissioner Stephens moved that this request be approved. Motion
was seconded by Gommissioner Houg�n and carried unanimously.
The City Manager presented Iteni �31, application for a�-1/2 ft. x z0 ft.
d�uble faced sign on the southwest corner of Magnolia and S. N:yrtle Ave. from the
Sign Studio. Commi,ssioner Hougen moved that this request of the Sign Studio, Item
�31, for a double faced sig n and noi; a twin-faced sign be approved. Motion was
secondecl by Commissioner Stephens and carried unanimously.
Item ��32 was an ap�lication for a 7-1J2 �t. x 20 ft. sigri at the Southeast
corner of Hillcrest an d Gulf tc� Bay Blvd. from the Sign Studio. Mr. Donald Williams,
architect, sp�ke stating that according to his information this was a twin faced
sign. Mrs. Shirley Coleman from Sign Studio stated the sign was to be back to back.
Commissioner Smith moved that Item �=32 be approved by this Board with the stipula-
tion that the signs be baclt �o back. Motion was secondad by Comr.iissioner Stephens
and carried unanimously. Upon a question, Mr. Pay Daniels of Daniels Outdoor Adver-
L-ising Inc. stated that -t,win faced signs would he 2 sig.is side by side facing in the

same direction. Mayor Turner asked if any of the applicanbs were requesting
permits ,for twin faced si�ns and it was understood that there were no such
requests.
Item #33 was an application for a double faced sign '7-1/2 ft, x 20 ft. to
be located on the southeast corner of Lincoln Ave, and Cou.rt St., from the Sign
Studio. �his request had one recommendation from the Traffic Division which was
._ that the sign be elevatecl a sufficient distance to allow a clear vi�w o� traffic
at the intersection. Mr. Dana Johannes, architect, as a property owner in Lhe
area spoke in opposition s�Gating the b illboard besides being an eyesore on �;he
corner would also �e bad for traffic since it already is a dangerous corner.
Commissioner Stephens moved that this request be granted as de�cribed in Ttem ��33,
provided that -�he applicant comply with the recommendation of the Traffic Divisian.
Motion was seconded by Gommissioner Hougen. After further discussion, Mrs. Shirley
Coleman representing tiie Sign Studio withdrew the application. Commissioner
Stepheizs withdrew his motion �o approve the application and Commissioner Hougen
withdrew his second. Gommissioner Insco moved to accept the withdrawal of T�em ��33.
Motion was seconded by Gommissioner Smith and carried unanimously.,
Item �31� was an application for a double faced sign 7-1/2 ft. x 20 ft. to be
located on the east side of P2issouri Ave. between Druid Rd. and Turner St. ap�roxi-
mately 236 ft. south of the intersecticn, from Sign Studio. Commissioner Hougen
moved that the request of Sign Studio, Item �3i�, be approved. Motion was seconded
by Commissioner Stephens and carried unan imousl3T,
Item #35 was an application for a double faced sign 7-1/2 £t. x 20 ft. to be
located 100 ft. east oi the northeast corner of Druid Rd. and Missouri Ave., from
the Sign Studio. It was noted that this was adjacent to a residential area. After
having heard the ar�uments pro and co n on this application and having previously
viewed the premises where this pro�z�sed sign is to be located and ha�•ing found that
a sign in this location would adversel,y afiect the �ublic health, morals and safety
and would constitute a traffic haz�rd and be an eyesore and further would be dis-
turbing to the peace and tranquility of the neighborhood, therefore, Commissioner
Stephens moved that this application of the Si.�n Studio be rejected. Motion was
seconded by Commissione r Insco and carried unanimousi.y.
The City Manager presented Item �36, application for a double faced sign
%-1/2 ft. x 20 ft. locatea $30 ft. south of soubheast corner of Sunset Pt. Road
and Highland Ave. from the Si.gn 5tudio. Commissioner Smith moved that this Board
�pprove Item �3b, for a double faced sign instead of twin faced. Motion was secunded
by Commissioner Stephens �nd carried unanimously.
Item �3$ was an application far a sign to be located on the nDrtheast corner of
Evergreen Ave. and Cleveland St, from Sunad Inc. Commissioner Hougen moved from the
information at hand tha� this sign complies with the present ordinance and tnat this
application from Sunad Inc. be approved. P4otion was seconded b� Commissioner
Stephens and carrie d unanimously.
Item ��39 was an applicatian for a sign to be located on the northwest corner of
Niadison and Court St. from Sunad Inc. Commissioner Stephens moved that this appli-
cation be approved. DZotion was seconded by Commissioner Smith and carried unani-
mously.
Item ��.0 was an application for a sign to be located 600 ft. west of Bayshore
Blvd. on the north side of Gulf fio Bay Blvd, from F'rank Sewell. �ommissioner Smith
moved �Y�at this application be granted. Motion was seconcled by Commissioner
Stephens and carried unani.mously.
Item �l�l was an application for a sign to be located 600 ft.�st of Bay View
Blvd. on the south side of Gu1f to Bay Blvd, from l�ce Outdoor Advertising Co.
N',r. Richarci W. Ross represented the applicant. Commissioner Stepl�ens moved that
this application be approved. Motion was seconded by Commissioner Hougen and carried
unan imous ly .
Item �42 was an application for a sign 10 ft. x 30 ft. to be located �acing
westbaund traffi� on the southwest corner of Gulf to Bay Blvd, and Keystone Ave.
iro:� Ace Outdoor Advertising Co. Mr. Ra;� Daniels an3 Mr. E. T. Knauff from Daniels
Outcloor Advertisin� Co. spoke in objection to �;his sign as it is in conflict with
the one they are applying for under Item �1;9, stating tha�; both signs could not be
favorab].y placed. Mr. Richard W. Ross from Ace Outdoor Advertising Co, explained
his applicatione Commissioner Step}iens moved �hat this Item ��1�2 be granted.
Motion was secondeci by Commissioner Smith. Upon the vote being taken, Commissioner
Stephens voted '?Aye", Cammissioners Insco, Haugen, Smith and Mayor Turner voted
"No". Motion did not carry.
Later in the meeting, the City Attorney recommended o�i Item ��.2, that a farmal
motion be made to deny the application. After having heard the arg�.�ments pro arid
- con on th is application and havinb praviouslp viewed the premises where this pro-
posed sign is to be located and having f'ound a sign in this location would adversely
affect L-he public health, morals and safety and consti�Lute a traffic hazard and b�
an eyesore, further that it would be disturbino to the peace and tranquility of the
neighborhood, therefore, Commissioner Smith moved that the application of Ace 0utdoor
Advertising Co., to place a sign on Lqt 25, Longview Sub., known as Item �1�.2 be de-
nied. Motion was seconded by C�mmissioner Hougen and carried unanimously.
Item �L�3 vras an application for a sign 12 ft, x 25 �'t. to be located on the
s�utheast corner of Magnolia Dr. and Missouri Ave. 50 f�. south of tne intersection
from Sunad, Inc. Since this sign would be located in the business area which is not

separated from the residential area by a buffer strip, and after having previously
viewed the premises where this proposed sign is to be located ar_d having found that
a sign in this location wou7.d adversely af�'ect the public heal�h, morals anci. safety
and that it; V�ould be an eyesore, and further �rrould be disturbing to the peace and
tz•anquility of the neighborhood, there£ore, Commissioner Hougen moved that tdzis
application of Sunad, Tnc. to place a sig n at the southeast corner of Magnolia Dr.
and Missourz Ave. known as Ii;em �L�3 be denied, Motion was seconded by Commissioner
Znsco and carried unanim�usly.
Item �fi�Li. was an application for a sign 12 ft, x 25 ft. to be located at the
northwes�L corner of Brownell and Missauri Ave. from Sunad Inc. Commissioner Smith
moved having heard no objections that Item ��44. be approved. Motion was seconded
by Corrunissioner Stephens and carrie d unanimously.
Item #L�.5 was an application for a sign 12 ft, x 25 ft, on the south side of
Gleveland St., z65 ft. east of Myrtle Ave., from Sunad Inc. Commissioner Smith
moved having hea�d no objections that Item ��4.5 be approved. Niotion was seconded by
Comrnissioner Stephens and carrie d unanimously.
Item f��.6 was an application for a sign 12 f t, x 25 ft, to be located on the
south side oz Uulf' to Bay Blvd. approximately 290 ft. east o� Hercules, from Sunad
Inc. Commissioner Hougen moved that the application from Sunad Inc., Item �/1�6,
be approved. Motion was seconded by Commissioner Smith. Mr. Ray Daniels from
Daniels Outdoor Advertising Co. spoke in oppositicn as it conflicted with their
application, Item ��51r.. After some discusszon, Cor,unissioner Hougen withdrew his
motion and Commissioner Smith wzthdrew his second. After a short recess, Commis-
sioner Smith moved that the request be granted, Motion was ssconded b;� Commissioner
Stephens. Upon the vo�e being tai:en, Commissioners Insco, Smith, Hougen and Mayor
Turner voted Aye . Commissioner Stephens voted "No". Motion carried.
'Phe City Manager presented Item �l�.7, application from Sunad Inc. for a sign
12 x 25 ft. to be located an the north side of' Gu'li' to Bay Blvd., approximately 160
ft. vsst of' Venus. Commissioner Smith rr.oved that the applicatinn known as Item #47
be granted. Moi;ion was sec�naed by Commissioner Stephens. Upon the vote being
taken, Cammissioners Smith, Hougen, Stephens and Mayor 'turner voted "Aye".
Commissioner Insco voted "No". Motion carried.
Item �la.$ was an application from Sunad, Inc. for a sign 12 x 25 ft, on the
south side oi Gulf to Bay Blvd., approximately 155 ft. east of Plumosa. Commissioner
Stephens mored that t°ne application be approved. Niotion was seconded by Commissioner
Smith. Upon the vote being taken, Commissioners Smith, Hc�en, Stephens and Niayor
Turner voted ��Aye". Commissioner Insco voted '�No". PZotion carried.
Item �1r.9 was an application from Daniels Outdoor Advertising Co. for a double
faced sign 100 ft, west of i�eystone on the south side of Gu1f to Bay Blvd. The 2$ft.
height of the sign was discussed. Commissioner Stephens moved that this application
be approved. �Jtotion h7as seconded �y Commissioner Smith. Upon the vote �eing taken,
Commissioner Stephens and Mayor Turner votEd "Aye",. Commissioners Insco, Smith and
Hougen voted "No" . Niotion dici not carryo
After having heard the arguments pro and con on this application and having

Item �50 was an application for a V shape (double faced) �ign from Daniels Out-
door Advertising Co., to be located approximately $00 it. west of U. S. 19 on the
south side of Gulf to Bay Blvd., opposite 7 9teers Restaurant. Commissioner Smith
moved that the application be granted. Mot�on was seconded by Com*nissioner Stephens
and carried tmanimously.
Item ¢}`51 was an application �'rom Daniels 0utdoor Advertising Co. for a double
.faced sign to be loea�ed west of HigYiland Ave. intersection on the nortil side of
Court St. Commissioner Smith moved that Itzm �51 be granted by this Board. Niotion
was seconded by Commissioner Stephens and carried unanimously.
Item #52 was an application from Daniels Outdoor Advertising Co. for a V shape
double faced sign at the northeast corner of Gulf to Bay Blvd. and Park St.
Commissioner Stephens moved that the application be approved. Mation was s�conded
by Commissioner Smith and carried unanimousl;�.
Item �53 was an application from Daniels Outdoor Aduertising Co. for a single
.faced sign east of I:eene Rd. intersecti�n on north side of Gulf to Bay east of Young�s
Barbecue. Commissioner Smith moved that Item �53 be approved by this Board. Motion
was seconded by Commissioner Stephens and carried unanimously.

Commissioner Hougen proposed �that the Commission Ad�pt a resolui�ion in
observance of Realtor Week irom Nlay 23 thru 29, commending their communi�;y services
and their recognitian of the Fiftiath Anniversary of the Charter of the City of
Glearwater. Ccmmissioner Houoen moved that Resol.ution �65-63 be adopted and that
the proper officials be authorized to execute it> D�otion was seconded by Commis-
sioner Smith and carried unani�nously�
Commissioner Insco moved that the Gity r,lanager be instructed �o arrange to
place the proper information in the local newspaper regarding frin�e benefits
received by City employees. Motion was seconded by Conunissioner Hougen and c�rried
unanimQusly.
Commissioner Insco commented in reference to criticism of the n�tn* pay plan
that the City Commission was operating under the City Char•ter as a policy making
Uody, that the City Manager was administering that policy and the Civil Service
Boar d was functioning under the la w. Commissioner Insco moved that �the Commxssion
give the City Nanager a vote of confidence at this time. AIo�Gion was seconded by
Commissioner Hougen and caxried unanimously.

The undersigned City CommiSsioners of the City of Clearwater, Florida,
hereby waive notice of a special meeting of the Commission to be held at
