In all cases where the license tax depends on the stock of
merchandise, the tax shall be computed according to the stoel� o� mer-
chandi,se on hand as oi the �irst day of the license year for which the
license is issued. In all sueh cases the applicant shall Pile with
the City C1� rk an affidavit stating as accurately as �ossibla the 7alue
of the stock oi merchandise on hand as of the first day of t;he license
year, and slsa steting the exact vrilue of the �tock of' merchandise as
shown by �he last merchandzse inventory taYen by the agpli�ant.
