assistauts as shall,from time to time be necsessary. The City
Manager shall employ the Superintendant o� tublic Recrea�ion,
who sba11 hAld oiiiQe durin� the nleasure o� the City I�fianager
and shall reoeive such saYary as shall be fixed by the Ci�Ly
Gommission. The Superintendant o� Public Recreation sha.11

for carryin� out the plans and policies o�' the Boards - �
The Boaxd, acting through the Superintendant o� iublia
Recieation and his assistan:ts, sha.11 have supervision and
direction o� s11 pub,lic reereational actzvities conducted on
all public pl.ay �ounds, athletic iieids, bathing beaehes,
swimming pools, and any other properties owned or eontrolJ.eci
by the City except-the Municipal Ga1f Course. When �ublie
recsreational acti.vities aro eonducted in the �fanioipal
Auditorium by the Public Recreation Board or an@er i-�s authority,
the Board snall have supervision anajdixection o� such aetiviti es.
On Brooklyn Fie1d, Green Field, and other playing �ields where it
is rieoessary to maintsin a playing aur�aoe, the,Board shall be
responsible �or the installation and. proper care o� such playing
sur�ace.
All gate reeeipts �rom athletic contests an�l a11 other
fu�ds received by the Board shall be deposited in a Clearwater
bank to the credit o� the Board, and all disbur.sements sha.11 be
mafle by check. The Board shall ha�e authority to pay out o� such
; Punda a1Z nace�sary expenses incurred in connection with reoreationa.l

; aativities; provided, however, iha.t� athlotio or recreational

Cln the first o-? each month the Board shall subm�t tn the
City Manager a detailed written report sho�ving all receipts and
digbursements during �;he preceding month. 4'�henever such a report
sh�ws that the �unds in the hands of ths Board amount to more tha,n ,
two hundred dollars, the Board shall submit with thz report a
cheak payable to the City a� Clearwater �or the aaount o� the
e�cess over and above the sum of' two hunclred �iollars. �11 moneys
so received by thE City shall be eredited to the Recreational
Fund and shall ba availa'ble �or recreatioraal aetivities, in
addition to tlie iands provided in the budget �or that purpose.
The �oard shall m�.ke a written report to the City Commission
on the �irst o� January anct on the iirst of Ju:Ly oY each year.
Each report aha11 shrnr� the activities carrie� on under the
supervision o� the Boar� during the period cavered bv �he report,
and sha1Z include �ny recommendations that the Soard desires to
make concernirag reereatianal a�tivities. The Board ma.y submit
sgecial reports and recommendations to the City Commission at
any 'time it so desires.
The Public Recrsation Board shall be appointed by the
City Com�ission for the tPr� o� trvo years. Zn case of va,eaney
in said Baard, the unexpired term shall bs fil,led by appointment
as p.rovicledlher�in.

the necessary expenses �or �he maintenan<e o� the:recreationa�
sygtem a� provided herein.
Ordinanee No, 441, adopted January 25vh, 1939, be and the

There is herFlby establishad an advisory board te �e
known as the Park Board for ths City of clearwater,
consisting o� �ivs (5) members xho shall serve without
pay. The City Itianager sha11 be an ex o£�ioio member o�
the Board.
The Board sha11 serve in an advisory csapacity iia
connection w?th all public parks, park-ways, play grounds,
atYr.].etie �ields, bathing beaches, and all other properties
o�wned or controlled by t�a Oity a.nii used �or public purposes.
The duties o� the 3oard sha1Z be to consult aud advise
with the City B�anager e�d other municipal o�ficers regarding
public parks and play ground�. The Board ahall not concern
itsal.i tir�th any recsreationa.l a:etivities carried on. in p�bli e
narks or pl.a�r grounds, but only with the physical condition
�i't�:e propert'.es, the improvements �hereon, and the
beauti�ication thereo�. It 3ha11 particularly be the du'ty of
the Board to make reeo►nmendatiQns regarding which Cit� progerties
should be used �or pu3lic purposes, an d the denelopment,
improvome�t and beautiiicatian o�' City propsrties as pub�ie
parks and play grounds.
The Boaxd shall make semi-annual reports to the C3ty
Commission and such reports shall inci.ude any recommendatic�ns
tha.t the Boarc� desires to make concerning uarks and play grounds,.
The Board mag submit specia]. repArts and recommendations at any
time it so desires.
The Board shall xecommend �o the City Manager some
suitable pe�son especially traine:_. and properly qualified .ior
the positxon o�' Superintenda�.t.o� Parks, and such assiatants

as shall �rom time/to time be neaessary. The City Manager shall
employ the �uperintendant oi Parka', who shal3 hold o��ice during
the pleasure of the City Manager and shall reaeive such sa.lary
as shall be �ixed by the City Commission.

Neither the Park Board nor the Superintendant of
Parks shall have any superviaion or authority over the
playing suriace on Green Field, BrookTyn Field, and othex
playing �ields. The supervisian o� the Park Boar3 an3
Superintendant o3 Parks sha11 extenrl only to beau�i�iaation
work.
The Park Boart, shall be appointed by the City Commission
�or a period o� two years. In ease o� �acsancy Bn said Board,
�he un.expired term s'�all be filled by appointment as provided
herein.
The City Ma.nager shail, in his annua,l budget, es�ima.te
the neoessary expans�s ior the maintenanee �� parks and play
grounds as p�ovided herein.
The provisions of thi.s ordinanee ahall not apply to the
Munioipal Golf Gourse or the W_unicipal Auditorium.
Al1 ordinances and resolutions in con�'liet herewith are
hereby repealed.
This ordinance sha11 become e��ective immediately npon
its passage and adoption by the City Commissian.
