Stralow, Board Member Karen Cunningham, and Board Member Michael Potts Absent 2 - Vice Chair Eric Seiler, and Board Member Jennifer Barbaro Also Present - Madai Gutierrez— Special Events & Public Art Specialist, Patricia O. Sullivan - Board Reporter 1. Call To Order The Chair called the special meeting to order at 3:30 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve the minutes of the June 14, 2018 Public Art & Design Board meeting. Member Stralow moved to approve the minutes of the June 14, 2018 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Elizabeth Daniels, President of the Clearwater Arts Alliance, reported the 2nd addition of the Clearwater Cultural Map was being distributed. She said this Public Art developer guide was saved digitally and available as a PowerPoint presentation. She said the Arts Alliance had wrapped 2 additional signal boxes at the intersections of S. Ft. Harrison Avenue/Turner Street and Drew Street/Myrtle Avenue. She thanked sponsors for funding Art Alliance efforts, noting the organization's website had links to its sponsors. She said the Arts Alliance did not have a permanent location, the all-volunteer group met in conference rooms. 4. New Business Items 4.1 Approve the recommendation from the selection committee, of sculptures for Season 9 of Sculpture360. Sept 12. The selection committee met and reviewed the applications for the Sculpture360 program and selected 3 artists that are all available to install this coming January. Selection Committee: Jennifer Barbaro, representative of the PADB Lina Teixeira, representative of the DCMA Amanda Thompson, CRA director Anne Fogarty France, Downtown Manager Page 2 City of Clearwater Public Art and Design Board Meeting Minutes October 30, 2018 Anne Lopez, community representative Special Events & Public Art Specialist Madai Gutierrez reviewed the staff report. For Season 9 of Sculpture360, the Selection Committee recommended. 1) In a Musical Atmostphere by Adi Ben Dov, 2) Gaia, by Donald Gialanella; and 3) Family of Hearts by Clayton Swartz. Installation was scheduled for the first week of January, current sculptures would be removed at the end of December. The new sculptures would be displayed for 18 months. The choice of sculptures was complimented. Member Stralow moved to recommend approval of Season 9 Sculpture360 sculptures: 1) In a Musical Atmostphere by Adi Ben Dov; 2) Gaia, by Donald Gialanella; and 3) Family of Hearts by Clayton Swartz. The motion was duly seconded and carried unanimously. 4.2 Approve the recommendation from the selection committee of the Mural for Garden Ave Garage. Executive Assistant Anne Lopez provided a PowerPoint presentation. The mural program planned 5 murals for downtown. In response to June's Call to Artists, 144 applications were submitted and reviewed by the CRA (Community Redevelopment Agency). A list of CRA approved artists was presented to property owners who selected the final artists. All murals must be completed by January 31, 2019. Selected artists: 1) Cecilia Lueza - 512 Cleveland Street- installation November 30— December 15— concept design approved, 2) Julia Morrisroe - 615 Laura Street- installation December 11 — 17— concept design is being finalized, 3) Justin McAllister and Gibbs High School Mural Club — 1360 Cleveland Street- installation November 17— 25— design in sketch process - concept approved, 4) Illsol— 620 Drew Street— installation November 25— December 8— design not submitted, and 5) Florencia Duran and Camilo Nunez— 28 N. Garden Avenue (Garden Avenue Garage) — installation November 20— December 8— selection committee approved design concept with some proposed changes. Ms. Lopez said 4 of the murals were funded by the CRA, the Garden Avenue Garage mural was funded by the Public Art & Design discretionary fund, the CRA and DDB (Downtown Development Board). The agreement required each artist to have insurance and cover each mural with UV paint. The CRA was required to cover maintenance costs for the first 5 years and property owners could not remove or deface the murals during that time. There was no cost for property owners to participate in the program. Ms. Lopez said the artists for the Garden Avenue Garage, based in Montevideo, Uruguay, photographed women in Uruguay and sketched 2 Page 3 City of Clearwater Public Art and Design Board Meeting Minutes October 30, 2018 concept designs from those photos. The design was intended to portray diversity, unity, gender, religion, age, and ethnicity. Discussion ensued regarding the artists and their concept drawings. The board was encouraged to visit the artists' website to view the subtle way they portrayed emotion. A succinct representation of the artists'idea was requested. Concern was expressed the Board normally was presented more than a rough sketch prior to approval. Member Cunningham moved to recommend approval of the selection committee's approved concept drawing by artists Florencia Duran and Camilo Nunez for the Garden Avenue Garage mural. The motion was duly seconded and carried unanimously. Ms. Gutierrez said a reveal tour was being considered for January to showcase the 5 murals. 4.3 Update on Morningside Recreation Center Project New direction and timeline for the Morningside Project 1. Inform the selection committee of the Morningside project and set up a meeting date to review new direction for artwork (November) 2. Meet with Guy Kemper and Selection committee at Morningside to determine artwork options (November) 3. Guy Kemper creates specific design proposal based on the decision made at the meeting (December) 4. The selection committee meets to approve the final design. (January) 5. Item is brought before the Public Art and Design Board for approval (February) 6. Item is brought before Council for approval (March) 7. Install Artwork (April) *(Month) estimated timeframe, subject to change based on project that is chosen by the selection committee Ms. Gutierrez said the Grand Opening for the Morningside Recreation Center was well attended. Due to miscommunication, the contractor installed tinted windows, the Public Art project could not be installed because the permanent tinting would dull the colors. Staff was working with artist Guy Kempner on a new project, the City will fly him here to visit the site and meet with the selection committee. Discussion ensued regarding the miscommunication re the tinted windows and who was at fault. Concern was expressed it would be difficult for the City to attract artists in the future following this debacle. Elizabeth Daniels, President of the Clearwater Arts Alliance, said her organization had been tasked with distributing press releases and hosting Page 4 City of Clearwater Public Art and Design Board Meeting Minutes October 30, 2018 the celebration unveiling the public art; the Arts Alliance spent significant funds and time on the event including hiring musicians before they were advised it was canceled. She said the Arts Alliance was frustrated that their efforts and money were wasted. Member Stralow moved for the board to draft a letter with staff requesting clarification re the failure to install the Public Art project approved by the Public Art & Design Advisory Board at the Morningside Recreation Center. The motion was duly seconded and carried unanimously. 4.4 Update on East Library project Ms. Gutierrez presented a photograph of the large Public Art sculpture being constructed for the front of the East Community Library. The concrete pad and electric hookup were installed. She will advise the board when an installation date is scheduled. 5. Old Business Item: None. 6. Director's Report Ms. Gutierrez said Clearwater Gas System had indicated a preference for its Public Art to be a mural facing the Pinellas Trail on the west side of of its building project- Phase 11 which should be completed next fall. Ms. Gutierrez said additional information was needed from the Legal Department re Clearwater Arts Alliance use of Public Art discretionary funds. 7. Board Members to be Heard Member Cunningham said she attended Imagine Clearwater meetings; landscaping and art will be integral to the design. She reviewed discussions underway re the Coachman Park bandshell. 8. Adjourn Chair Menaul requested an update in January on the Public Art discretionary budget, including a list of allocated funds.
