Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approval of August 1, 2018 Meeting Minutes Member Doric moved to approve minutes of the August 1, 2018 Airpark Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Fixed-Base Operator's Report FBO (Fixed Base Operator) representative Barbara Cooper reported on tenant levels and visitors, the waitlist had more than 100 names. Discussion ensued re dates for the Open House that would not conflict with major events such as Sun `n Fun and the Sugar Sand Festival. While the Open House normally was scheduled in April, March 31, 2019 might be the best date. Ms. Cooper reported the Airpark Christmas party was scheduled for December 14, 2018. 4.2 Board Comments and Recommendations on Airpark Master Plan Update Working Paper#3. Marine &Aviation Operations Manager Michael MacDonald said Brian Witaconis with AECOM had sent Working Paper 3 re the Airpark Master Plan Update. The paper considered different uses for the site and laid out options. In response to a concern the CAP (Civil Air Patrol) space was replaced with parking, Marine &Aviation Director Ed Chesney said the Page 2 City of Clearwater Airpark Advisory Board Meeting Minutes November 7, 2018 CAP lease indicated if the Airpark required its space for parking, the CAP would move its facilities. Ms. Cooper said the marching pad could be broken up and removed. It was suggested that retention ponds be relocated to provide room for an additional t- hangar to the south and the taxiway be reconfigured into a circle. Ms. Cooper expressed concern a circular design may result in runway incursions. It was commented the FAA (Federal Aviation Administration) recommended a rotating beacon for facilities with runway edge lights. Mr. MacDonald said the beacon possibly could be located on property to the west. Concern was expressed a standalone tower for the beacon would be expensive and the beacon could be located atop the new Hangar C if designed to support the beacon's weight. Mr. MacDonald said the beacon would have to be taller than the tallest structure in the area. Mr. MacDonald said the Master Plan was not final. It was recommended that additional t- hangars and hard stands be added. Mr. MacDonald requested members email him with additional questions and comments. 5. Old Business Item: None. 6. Director's Report Mr. MacDonald said the City Council had approved funds to construct Hangar C. Mr. Chesney said design work on the new hangar, which will be the same size as Hangar D, will be done in -house and begin after the holidays. A design -build team will provide costs. He estimated construction would be completed by November 2019. It was stated that flooring in Hangar C was in poor condition and should be replaced during construction. In response to a question, Ms. Cooper said most Hangar C tenants knew the space was temporary and will relocate to shade stands or t- hangars during construction. Mr. MacDonald reported the Airpark had passed its State inspection. 7. Board Members to be Heard: None. 8.
